ROSEMEAD REQUESTING THAT THE COUNTY OF LOS ANGELES
DEPARTMENT OF ANIMAL CARE AND CONTROL LIMIT THE

FOR THE PURPOSES OF MEDICAL RESEARCH
WHEREAS, The City Council of the City of Rosemead believes in the
value of utilizing animals for the purposes of legitimate medical

WHEREAS, it is the desire of the City Council of the City of
Rosemead that animals captured by the Department of Animal Care and
Control within the City of Rosemead be treated as humanely as
possible.
NOW, THEREFORE, BE IT RESOLVED that the City. Council of the City
of Rosemead requests the County of Los Angeles Department of Animal
Care and Control to implement the following conditions with respect
to the practice of selling animals for the purposes of medical
research;
A. Informed Consent: When a pet owner delivers a dog or cat to

before adoption, release, or destruction.

does or does not want the animal sold for medical
research.
B. No Release of Identifiable Pets: No cat or dog identifiable
as a pet shall be released for biomedical research without
consent of the owner. The animal should be presumed to be a
pet if, under impoundment or abandonment, the animal is
wearing a registered tag, name tag, has an identifying
implant, a dental microdot, or is tattooed, or has been
rendered sterile, or has visible sign of grooming or ear bobbing.

animals and those animals whose owners have signed the
"informed consent" sheet may be released only to biomedical
