CC- 1989-37 - Limiting the Practice of selling Pets for Medical Research Practice• RESOLUTION NO. 89-37 E A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD REQUESTING THAT THE COUNTY OF LOS ANGELES DEPARTMENT OF ANIMAL CARE AND CONTROL LIMIT THE PRACTICE OF SELLING PETS FROM THE CITY OF ROSEMEAD FOR THE PURPOSES OF MEDICAL RESEARCH WHEREAS, The City Council of the City of Rosemead believes in the value of utilizing animals for the purposes of legitimate medical research; and WHEREAS, the City Council of the City of Rosemead believes as well that the use of known pets whose owners do not intend those animals to be used for biomedical research is inconsistent with the humane treatment of such animals; and WHEREAS, it is the desire of the City Council of the City of Rosemead that animals captured by the Department of Animal Care and Control within the City of Rosemead be treated as humanely as possible. NOW, THEREFORE, BE IT RESOLVED that the City. Council of the City of Rosemead requests the County of Los Angeles Department of Animal Care and Control to implement the following conditions with respect to the practice of selling animals for the purposes of medical research; A. Informed Consent: When a pet owner delivers a dog or cat to the Department of Animal Care and Control, shall provide the owner with an "informed consent" sheet advising the owner of the following: 1. The animal shall be held for a minimum of seven days before adoption, release, or destruction. 2. The owner may sign a release form stating that he/she does or does not want the animal sold for medical research. B. No Release of Identifiable Pets: No cat or dog identifiable as a pet shall be released for biomedical research without consent of the owner. The animal should be presumed to be a pet if, under impoundment or abandonment, the animal is wearing a registered tag, name tag, has an identifying implant, a dental microdot, or is tattooed, or has been rendered sterile, or has visible sign of grooming or ear bobbing. C. Release of Unadootable Pound Animals: Unadoptable pound animals and those animals whose owners have signed the "informed consent" sheet may be released only to biomedical research institutions approved by the County. D. No Premature Release: No animal shall be released to an approved biomedical research institution until it has been in the pound for the same period as other animals of its type and in no case less than the time specified above.
