RESOLUTION 89-59
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD AMENDING THE GENERAL PLAN FROM OFFICE/
LIGHT INDUSTRIAL TO LOW DENSITY RESIDENTIAL FOR
PROPERTY LOCATED AT 7504 THROUGH 7528 COLUMBIA
STREET.
THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS
FOLLOWS:
Section 1. The City Council hereby finds and determines that a
general plan amendment was duly filed by Gene-Jac, Inc., requesting an
amendment to the General Plan from Office/Light Industrial to Low Density
Residential, for property located at 7504 through 7528 Columbia Street; or more
specifically identified within Exhibit "A", attached hereto; and that a public
hearing was duly scheduled for September 26, 1989, at 8:00 p.m., in the Council
Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California;
and that notice of time, date, place and purpose of the aforesaid hearing was
duly given according to law; and that a public hearing was duly conducted at..
the aforementioned time and place.
Section 2. The Planning Commission of the City of Rosemead
conducted a duly noticed public hearing on September 5, 1989, to consider the
subject General Plan Amendment; and after consideration of public testimony did
reach findings and resolved to-recommend approval of the General Plan Amendment
to the City Council as contained in Planning Commission Resolution 89-65.
Section 3. The City Council further finds that the General Plan
calls for this area to be office/light industrial; however, the development of
the property is a proposed eight-lot single family subdivision. This causes an
inconsistency between the General Plan designation and the existing use.
Therefore, it appears reasonable to recommend that the Land Use Element of the
General Plan be amended to Low Density Residential.
Section 4. The City Council hereby finds that amending the Land
Use Element of the General Plan from Office/Light Industrial to Low Density
Residential, as outlined above, will not have a significant adverse effect on
the environment.
Section 5. The City Council further finds that a Negative
Declaration was prepared in compliance with the California Environmental
Quality Act (CEQA), the guidelines for the implementation of CEQA, and Rosemead
Resolution 75-28.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby
adopted the aforementioned amendments to the General Plan and the City Clerk
shall certify to the adoption of this Resolution.
Section 6. That certain property located in the City of Rosemead
and more particularly described on Exhibit "A" attached hereto and incorporated
herein by this reference is hereby designated as Low Density Residential within
the General Plan.
Section 7. The General Plan of the City of Rosemead is hereby
amended by adding the additional General Plan designation described in Section
1 hereof, and said map shall have noted thereon, "Amended on October 10, 1989."
Section 8. The City Clerk is directed to enter the date of
adoption of this Resolution in the appropriate space of Section 7 hereinabove.
Section 9. The City Clerkshall certify to the adoption of this
Resolution and shall transmit a copy of said Resolution to the Planning
Department to allow for changing of the official map as described in Section 2.
