LA=ARETTO, CITY MANAGE DATE: FEBRUARY 13, 2007 SUBJECT: SUPPORT FOR COMPLETION OF 1-10/605 INTERCHANGE AND 1-10 HOV LANE SUMMARY On January 25, 2007, the San Gabriel Valley Council of Government (COG) ad-hoc 1-10/605 Interchange Committee met and requested that all cities in the COG approve a resolution to formally indicate their support for the completion of improvements to the 1-10/605 interchange and also the completion of the 1-10 HOV lane between the 605 and 57 freeway. Staff Recommendation Staff recommends that the City Council approve Resolution 2007-05 (Attachment A), supporting the completion of 1-10/605 interchange improvements and the extension of the 1-10 HOV lane between the 605 and the 57 freeway. ANALYSIS The COG is in the process of lobbying various transportation agencies in an effort to secure the funding needed to complete both the 1-10/605 interchange and the 1-10 HOV lane process, it is important for the COG to build a broad base of regional support especially that of the municipal agencies which are currently affected by transportation infrastructure at the 1-10/605 interchange and the lack of an HOV between the 605 and the 57 freeway. As part of that for the projects, the inadequate lane on the 1-10 APPROVED FOR CITY COUNCIL AGENDA: 6- ATTACHMENT A RESOLUTION NO. 2007-05 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD DECLARING ITS SUPPORT FOR THE COMPLETION OF IMPROVEMENTS TO THE 605/10 INTERCHANGE AND THE EXTENSION OF 1-10 HOV LANES BETWEEN THE 605 AND 57 FREEWAYS. WHEREAS, the San Gabriel Valley will experience a significant increase in population and jobs in the San Gabriel Valley that will generate additional vehicle trips impacting the quality of life throughout the Valley; and WHEREAS, the San Gabriel Valley's existing freeway system and public transportation infrastructure cannot accommodate or maintain the level of service currently existing; and WHEREAS, limited improvements to the existing freeway system have been proposed or completed within the San Gabriel Valley to accommodate the significant population and employment increases, and WHEREAS, the 605/10 Interchange is poorly designed for today's-traffic capacity and causes traffic congestion, pollution, economic losses, and negatively impacts residents' quality of life; and WHEREAS, Interstate 10 HOV lanes between the 605 and 57 Freeways is the only section of HOV lane that has yet to be completed. NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROSEMEAD AS FOLLOWS: Section 1. The City of Rosemead hereby declares its support for the completion of improvements to the 605/10 Interchange and the extension of Interstate 10 HOV lanes from the 605 Freeway to 57 Freeway. Section 2. The City of Rosemead encourages funding for the improvements to the 605/10 Interchange and the extension of'Interstate 10 HOV lanes from the 605 Freeway to 57 Freeway utilizing local, state, and federal sources; and Section 3. The City of Rosemead hereby urges all cities in the San Gabriel Valley and the County of Los Angeles to support the improvements to the 605110 Interchange and the extension of Interstate 10 HOV lanes between the 605 and 57 Freeways; and Section 4. That the City Clerk shall certify to the adoption of this Resolution and forward a copy to the following entities: San Gabriel Valley Council of Governments, Metropolitan Transportation Authority Governing Board, Southern California Association of Governments, all San Gabriel Valley cities, and all federal and State elected officials representing the San Gabriel Valley, and Section 5. That this resolution shall become effective immediately upon passage and adoption.
