ROSEMEAD CITY COUNCIL
STAFF REPORT
TO: THE HONORABLE MAYOR AND CITY COUNCIL
FROM: ANDREW C. LAZZARETTO, CITY MANAGER
DATE: FEBRUARY 13, 2007
SUBJECT: EMPLOYEE LONGEVITY RECOGNITION POLICY
SUMMARY
Staff longevity is an important contributor to the success of the Rosemead organization. In an
effort to formalize the City's policy for recognizing and rewarding those employees who have
reached significant career milestones serving the community, an employee longevity
recognition policy has been created for Council consideration. The proposed policy builds off
of the City's existing guidelines and formalizes the way in which the City recognizes
employees who have reached their 10-year, 15-year, 20-year, 25-year, 30-year, 35-year, and
40-year anniversary while working for Rosemead.
Staff Recommendation
Staff recommends that the City Council approve Administrative Policy 30-17 (Attachment A)
authorizing the establishment of an employee longevity recognition policy.
ANALYSIS
Currently, the City has a policy to recognize employees who have reached their 10-year, 15-
year, 20-year, and 25-year anniversary as members of the Rosemead Team. That policy
stipulates the following:
• 10-year anniversary recipients: City Plaque
• 15-year anniversary recipients: Clock Radio
• 20-year anniversary recipients: Watch
• 25-year anniversary recipients: 3-day cruise for two, plus $200/day for expenses
However, there are several employees who have been part of our organization in excess of 25
years and based on existing guidelines, there is no defined way in which those individuals can
be honored for their contributions to the community.
In an effort to address this concern, staff

Why Modifications To Existing Policy Are Needed
This year, we experienced a dilemma when attempting to recognize an employee who was
celebrating his 40`h year as a member of the Rosemead Team. When staff researched the
issue, it was discovered that there was no set policy for honoring those employees who
had been with the organization for more than 25 years.
Based on this development, staff undertook a comprehensive examination of the City's
employee longevity recognition policy and made several modifications to the program. In
the past, those employees who reached 25 years were provided with a 3-day cruise for
two, including $200/day for expenses. It became apparent that the process of
administering such a program was uneven as the City on occasion was forced to become
a travel agent. To help streamline the process, it is being recommended that employees
be recognized with a travel voucher that can be used by the individual to plan their own
trip.
Staff is also proposing that categories for employees who have worked for the community
for 30 years, 35 years, and 40 years be included in the modified policy. In addition, slight
changes are being proposed for the 10-year, 15-year, 20-year, and 25-year recognition
portion of the policy.
