SUBJECT: PARKING RESTRICTIONS AT 2660 RIVER AVENUE
SUMMARY
Staff received a request from the business owner at 2660 River Avenue requesting the
installation of red curb adjacent to their driveway. The business owner indicated that
parking adjacent to the driveway has created a difficult loading /unloading situation for trucks
accessing the property.
Staff Recommendation
Staff recommends that the City Council approve the Traffic Commission's recommendation
to install 20 feet of red curb from the driveway of 2660 River Avenue northerly.
ANALYSIS
Field observations during the afternoon hours noted that parking was in high demand on
this commercial street. The loading dock for 2660 River Avenue has direct access to the
street, which requires trucks to back into the loading dock from the street itself. As such,
vehicles parked immediately adjacent to the driveway create difficult travel patterns for
trucks backing into the loading dock. Therefore, the installation of 20 feet of red curb will
improve the accessibility of the loading dock.
The proposed red curb is depicted on Attachment A.

SUBJECT: REQUEST FOR RED CURB AT 2660 RIVER AVENUE
SUMMARY
Staff received a letter (Exhibit A) from Ms. Cindy Wu,.President of Huarun Investment
(USA) Inc. located at 2660 River Avenue. Ms. Wu indicates that parking directly
adjacent to the driveway has created a difficult loading /unloading situation for trucks
accessing the property. Ms. Wu is requesting the installation of red curb adjacent to her
driveway.
Staff Recommendation
It is staffs recommendation that the Traffic Commission recommends the City Council
approve the installation of 20 feet of red curb from the driveway of 2660 River Avenue
northerly.
ANALYSIS
River Avenue is a 40 -foot wide roadway with no striping separating opposing lanes of
traffic. South of Garvey Avenue, River Avenue is a dead -end street. The subject
address, 2660 River Avenue, is approximately 600 feet south of Garvey Avenue. River
Avenue is "Stop" controlled at its intersection with Garvey Avenue. The prima facie
speed limit on River Avenue is 25 mph.
Exhibit 'B" depicts existing conditions of River Avenue in the vicinity of 2660 River
Avenue.
Discussion
Field observations were made of River Avenue south of Garvey Avenue during the
afternoon hours. On- street parking is in high demand on this commercial roadway. At
the subject address, 2660 River Avenue, on- street parking was 100% occupied on both
sides of the street.
The loading dock of 2660 River Avenue has direct access to the street. It is one of the
few, possibly the only one, on this street that requires trucks to back into the loading
dock from the street. Most loading docks are located such that trucks access from a
parking lot or loading dock area where the trucks can maneuver on -site.

Exhibit B also depicts other existing red curb locations adjacent to driveways in the
vicinity of 2660 River Avenue. The exact reasons for the existing red curb installation is
unknown. However, it would appear that concerns for vehicles parking "too close" to
the driveways could have been the justification.
Based on our field observations, there is a definite demand for on- street parking in the
vicinity of 2660 .River Avenue. Vehicles parked immediately adjacent to the driveway of
2660 River Avenue creates a difficult travel pattern for trucks backing into the loading
dock. The installation of 20 feet of red curb will improve the accessibility of the loading
dock at the subject location.

To Whom It May Concern,
Greetings! My name is Cindy Wu. I am writing a letter in regards to some problems I've
been encountering at my business for several months now. My office is located on:
2660 River Avenue.
Rosemead, CA 91770
I do not mind people parking in front of my warehouse, however it makes it very difficult
for the container drivers to safely port and de -port the containers when cars are parked
too closely to our driveway.
I would like to request for a small section (1 car length) by the driveway to be red - curbed
for safety masons and to better my business operation.
Thank you for your time and understanding. I will look forward to hearing from the City
of Rosemead soon.

Deputy Traffic Engineer Itagaki presented the staff report.
RECOMMENDATION:
It was staff's recommendation that the Traffic Commission recommends the City
Council approve the installation of 20 feet of red curb from the driveway of 2660
River Avenue northerly.
It was moved by Commissioner Knapp, seconded by Commissioner Quintanilla,
and carried unanimously to approve the Traffic Engineer's recommendation.

5. STAFF REPORTS

Commissioner Knapp asked how close staff is to installing the red turn lanes on
Walnut Grove Avenue.
City Engineer, Ken Rukavina stated that the northbound has been re- striped, and is
assessing options for lengthening the left turn lane for the southbound side.
Commissioner Masuda stated that the lights are out on the eastbound freeway off -
ramp at Walnut Grove.
Commissioner Hunter asked if the left turn lane (northbound/ southbound) at
Walnut Grove and Hellman was going to help the lights.

Deputy Traffic Engineer Itagaki stated that there has not been any changes to the
timing of the lights.
City Engineer Rukavina stated that he met with Cal -Trans in November, and they
are reluctant to change the timing. If they add more green time to Walnut Grove, it
would take time away from the freeway off -ramp, causing a back -up on the
freeway.
Commissioner Hunter stated that the "green' street signs along Walnut Grove
Avenue from Klingerman to Marshall are cracked and faded, and need replacing.
Commissioner Matsdorf stated that the trains have been stopping for over 45
minutes and impacting the traffic in Rosemead.
7. ADTOURNMENT
There being no further business to come before the Traffic Commission, the
meeting was adjourned. The next regularly scheduled meeting is set for March 1,
2007.
