ROSEMEAD CITY COUNCIL
February 27, 2007
The regular meeting of the Rosemead City Council was called to order by Mayor Taylor
at 8:04 p.m. in the Council Chambers of the City Hall, 8838 E. Valley Boulevard,
Rosemead, California.
The pledge to the flag was led by Mayor Pro Tern Nunez. The invocation was delivered
by Mayor Taylor.
ROLL CALL OF OFFICERS:
Present: Councilmembers Clark, Imperial, Tran (arrived late at 8:08 PM),
Mayor Pro Tern Nunez and Mayor Taylor
Absent: None
1. PUBLIC COMMENT FROM THE AUDIENCE
Marlene Shinen, residing at 8447 Drayer Lane, South San Gabriel, submitted a copy of
the agenda for the record to illustrate. instructions on the first page which direct meeting
attendees to observe rules of propriety, decorum and good conduct and to refrain from
impertinent or slanderous remarks. Ms. Shinen reminded Councilmembers to abide by
their self-imposed instructions as described on the cover page of the Council agenda.
Juan Nunez, residing at 2702 Del Mar Avenue, spoke about the, NAFTA superhighway.
Mr. Nunez submitted NAFTA materials to be copied to the Council. He requested staff
research the issue and follow-up at the next meeting.
2. PUBLIC HEARINGS
A. Extension of Medical Marijuana Dispensary Moratorium Ordinance
On January 23, 2007, the City Council adopted Ordinance 849, an interim
urgency ordinance establishing a temporary moratorium on the
establishment and operation of medical marijuana dispensaries in
Rosemead for a forty-five (45) day period. That temporary moratorium will
end on March 9, 2007.
During the past month, staff has begun analyzing this issue in greater
detail by researching recent articles on the subject and conferring with -
other jurisdictions and agencies. Bosed on these initial findings, an
extension of the moratorium on medical marijuana dispensaries is needed
to fully explore and understand all of the policy ramifications related to the
issue.

Recommendation: That the City Council take the following action:
1) Issue this staff report as the written document which describes the
measures taken to alleviate the condition which led to the adoption of the
urgency ordinance.
2) Adopt Ordinance 850, which would extend Ordinance 849, by placing a
moratorium on the establishment and operation of medical marijuana
dispensaries in Rosemead pending further study of the potential impacts
that such facilities could have on public health, safety, and welfare.
3) Direct staff to bring back for Council consideration a zoning ordinance
amendment which would regulate the establishment and operation of a
medical marijuana dispensary in Rosemead within the next ten months,
fifteen days, as mandated by state law which governs the issuance of any
moratorium.
City Attorney Wallin explained public hearing procedures. Mayor Taylor opened the
public hearing at 8:15 pm and invited the public to speak.

Councilmember Tran made a motion, with a second by Councilmember Clark to
approve the Extension of the Medical Marijuana Ordinance and take staff recommended
action outlined above. Vote resulted:
Yes: Clark, Imperial, Nunez, Taylor, Tran
No: None
Abstain: None
Absent: None
3. CONSENT CALENDAR
A. Resolution No. 2007-07 Claims and Demands
Recommendation: Adopt Resolution No. 2007-07,. for payment of City
expenditures in the amount of $253,565.88 demands 56155 through
56290.
B. Parking Restrictions at 2660 River Avenue
Staff received a request from the business owner at 2660 River Avenue
requesting the installation of red curb adjacent to their driveway. The
business owner indicated that parking adjacent to the driveway has

created a difficult loading/unloading situation for trucks accessing the
property.
Recommendation: That the City Council approve the Traffic
Commission's recommendation to install 20 feet of red curb from the
driveway of 2660 River Avenue northerly.
C. Authorization to Attend City Clerks Association of California 2007
Annual Institute, April 11-13, 2007
The CCAC Annual Institute education program will include: (P.E.A.K.)
Professional Empowerment through Advocacy and Knowledge; Essential
Skills for Leaders; Political. Savvy; Mentoring; Gadflies; Elections, Public
Records, and Brown Act; Attitude, Communication & Productivity; League
of California Cities City Clerk Involvement .
Recommendation: That the City Council authorize the attendance of the
City Clerk.
Councilmember Tran made a motion, with a second by Mayor Pro Tern Nunez to
approve the aforementioned Consent Calendar items. Vote resulted:
Yes: Clark, Imperial, Nunez, Taylor, Tran
No: None
Abstain: None
Absent: None
4. MATTERS FROM MAYOR & CITY COUNCIL
Councilmember Imperial requested the meeting be adjourned in memory of Bill Knapp.
Councilmember Clark and Mayor Pro Tern Nunez reported they would be at a
conference in Washington D.C. on March 13, 2007 when the next City Council is
scheduled to take place.
Councilmember Clark suggested the meeting might need to be cancelled due to a lack
of quorum.
Mayor Taylor responded a meeting cancellation notice will be posted if a third member
of Council is unable to attend the next meeting.

6. ADJOURNMENT
The meeting was adjourned at 8:20 pm in memory to Bill Knapp, the husband of Traffic
Commissioner Holly Knapp.
The next regular meeting is scheduled for March 13, 2007 at 8:00 pm.
