LAZZARETTO, CITY MANAGER DATE: JANUARY 23, 2007 SUBJECT: CITY LEGISLATIVE PLATFORM & CORESPONDENCE PROCEDURES SUMMARY During the course of any given year, a number of important issues arise which may require the City to quickly respond to proposed legislative action. In an effort to streamline the process of determining whether to support or oppose particular measures, staff is recommending that the City Council adopt an administrative policy outlining a broad legislative platform which mirrors the policies and guiding principles of the League of California Cities (League). This policy would allow the City Manager or his designee to take action on proposed legislation as recommended by the League. Staff Recommendation Staff recommends that the City Council adopt Administrative Policy 20-03 (Attachment A) which would establish a procedure for reviewing and responding to proposed legislative actions. ANALYSIS Over the past several months, staff has been approached by the League on a number of occasions with a request to either support, oppose, or provide comment on proposed legislation. In most instances, those requests for assistance have also included the caveat of needing to occur rather quickly. Under the City's existing policy of taking all proposed legislative items before the Council for approval prior to taking a position, the City has had difficulty in supporting the League's efforts in this arena. In an effort to streamline the legislative correspondence process, staff is proposing that the City adopt Administrative Policy 20-03 and establish a new procedure for reviewing and responding to proposed legislation. The policy has been crafted in such a way that the City Manager or his designee would be allowed to take positions on proposed legislation only in those cases where the measure falls within the legislative platform and the guiding principles and policies of the League. It is important to note that the proposed City Legislative Platform included in "Attachment A" mirrors the policy of the League of California Cities. GENERAL POLICY The City or Rosemead actively supports the League of California Cities (League) in their efforts to influence legislation that impacts local government, and particularly, legislation which directly affects Rosemead. During the course of any given year, a number of important issues arise which may require the City to quickly respond to proposed legislative action. In determining whether to support or oppose particular measures, the City will rely on the League's policies and guiding principles and authorizes the City Manager or his designee to take action in accordance with recommendations established by the League. PROVISIONS The City's Legislative Platform contains broad policy statements pertaining to a variety of issues which in particular affect cities within Los Angeles County. This platform provides a policy framework for the City to respond to legislative issues in a timely manner. Local Control Advocate legislation that enhances local control of resources and tools that allow cities to address the needs of residents within a framework of regional cooperation. Encourage the use of state incentives for local govt. action rather than mandates. Oppose preemption of local authority whether by State legislation or ballot propositions. Environment Support cost effective and realistic storm water runoff and waste water regulations. Reduce air pollution from mobile and stationary sources. Ensure adequate, convenient waste disposal sites and support full use of and full credit for all waste diversion methods including, but not limited to, recycling and conversion technology. Advocate for adequate funding to enable cities to address these issues. Transportation Adequate and fair funding for Southern California region and equitable distribution of transportation dollars within LA County. Balance between infrastructure improvements and transit needs. Support a transportation finance structure for State and local governments that balances and supports all modes of transportation. Goods Movement Issues Monitor and support measures mitigating impacts of control of port rail, truck traffic and regionalization of airports and air traffic. Maintain and protect redevelopment funding for our cities. Housing and Land Use Support incentive-based housing legislation to encourage expanding the housing supply in our area. Explore opportunities for work force and affordable housing. Support jobs/housing balance concept and provide funding for necessary infrastructure. Emphasize local control in relation to all land use planning. Emergency Preparedness and Recovery Support efforts, strategies, and legislation, both state and federal, that promotes and fund emergency preparedness and recovery efforts for cities. Support efforts to secure adequate frequencies and communications systems for multi-jurisdictional connectivity for public safety and protect the frequencies from intrusion. Insure adequate funding based on risk, not population or geographic equity. ■ Telecommunications Support policies that allow regulatory efforts by cities to maintain local control and revenues from telecom agreements. Support legislation that protects the esthetics and quality of life issues within the communities. ■ Redevelopment Support legislation that allows local governments to revitalize communities, provide affordable housing, protect the public's safety, maintain or generate good jobs, build infrastructure and enhance local economies. ■ Public Health Infrastructure Support efforts that promote adequate trauma care facilities to take care for LA County's growing population and provide funding to protect the population from all forms of health threats. ■ Related Issues As They Arise In addition to the priority goals listed above, the City will continue to monitor and anticipate regional issues that may arise during the year. Some of the issues that the City may work on during the upcoming year include enhanced cooperation with other governmental organizations (California Contract Cities Association, Independent Cities, local COGs, SCAG, etc.) on issues of common interest.
