LAZZARETTO, CITY MANAGE DATE: MAY 8, 2007 SUBJECT: ROSEMEAD YOUTH ASSOCIATION FUNDING REQUEST SUMMARY The Rosemead Youth Association (RYA) is a local youth sports league founded in 1952 to provide a venue for kids to play baseball and softball. On April 24, 2007, representatives from the RYA requested that the City Council assist their organization financially for the 2007-2008 season by contributing $15,000 to help cover operating expenses. In addition, the RYA previously had formalized their funding request by submitting a proposal to the City in writing (Attachment A). To assist the City Council in their consideration of this funding request, staff has also requested that RYA make available financial information for review. Unfortunately, it appears that RYA does not have any historical data on hand, however, the organization has been very cooperative in providing to the City their current year operating budget, including expense report information for the current fiscal year (Attachment B). Furthermore, the RYA has committed to providing the City Council with a financial update at the end of their season. Staff Recommendation Staff recommends that the City Council approve the funding request from the RYA by appropriating $15,000 from unallocated General Fund reserves. ANALYSIS Several years ago, the RYA was hampered by controversy surrounding the operations of their organization. More recently, the association seems to have rebounded as a new Board of Directors has been able to increase youth participation in the program. For the 2007-2008 RYA baseball and softball season, the group has raised around $88,000 to fund their operation, and is requesting that the City contribute $15,000 to finalize their budget. The purpose of the organization is to provide a fun and safe place for the children of the community and a place where they are taught the fundamental skills of baseball and softball. Most important, it is a place that keeps children off the streets and out of trouble. RYA is a place for children to play ball from the ages of 4 to 16. They are placed in their corresponding division starting from Shetland for both boys and girls. The organization follows the Pony Baseball and ASA Softball League rules and regulations. Throughout the years, the volunteers of the community have operated and managed RYA. The dedication, hard work, and love for the children of these volunteers have allowed the organization to be successful. The RYA 2007-2008 season will begin on September 1, 2008 and will continue the tradition of the previous _years. Every year RYA sponsors children by waiving their registration fees. There are some families that have financial difficulties in which they cannot afford the fees. The organization has to decide every year how many children can be sponsored but sometimes the lack of funds does not allow the sponsorship of all children in need. RYA projects expenses to total about $88,000 for the upcoming season however, the program will be short of about $15,000. The organization is requesting for some help with this program to help the youth of the community of Rosemead. The following is a breakdown of expenses that are accrued every year: • Uniforms + Trophies • Pictures • Equipment • Insurance • Registration with Pony Baseball and ASA Softball • Umpires • Snack Bar • Sponsorships + Memorial Day Weekend Tournament • All Star Tournaments • 0 Please take into consideration that RYA is the only youth program of its kind in the City of Rosemead. In closing, the RYA Board would like to thank the City of Rosemead for allowing the organization the opportunity to be able to submit a proposal for the 2007-2008 season.
