SUBJECT: APPROVAL OF AMENDMENT TO 2006 ENGINEERING AND TRAFFIC
SURVEY
SUMMARY
On March 20, 2006, the City Council adopted the 2006 Engineering and Traffic (E&T)
Survey which provides recommendations for the posted speed limits on forty-two city
street segments. The California Vehicle Code (CVC) requires each city to complete an
E&T Survey every seven years in order to continue using radar for traffic speed
enforcement. The change in traffic conditions on Rush Street and Walnut Grove
Avenue due to the installation of new traffic signals serving the Wal-Mart Store requires
a resurvey of the posted speed limits for two affected street segments.
Staff Recommendation
Staff recommends that the City Council approve an amendment to the 2006
Engineering and Traffic Study.
ANALYSIS
As necessitated by the completion of the Wal-Mart Store and installation of two new
traffic signals on Rush Street and Walnut Grove Avenue serving the store, staff
resurveyed the posted speed limits on Rush Street between San Gabriel Boulevard and
Walnut Grove Avenue, and Walnut Grove Avenue between San Gabriel Boulevard and
Rush Street. The E&T surveys for these two segments were conducted in accordance
with the 2006 California Manual on Uniform Traffic Control Devices and Section 627 of
the CVC. The posted speed limits for both segments are recommended to remain
unchanged from the current posted speed limits. The attached supporting
documentation will amend the 2006 E&T Survey for these segments of Rush Street and
Walnut Grove Avenue.

As requested, Willdan has completed. an Engineering and Traffic Survey to justify and
update the posted speed limits along Rush Street between San Gabriel Boulevard and
Walnut Grove Avenue and Walnut Grove Avenue between San Gabriel Boulevard to
Rush Street. - The re-survey of the 2 street segments will amend the Engineering and
Traffic Survey dated March 2006. These 2 segments need to be updated to comply
with requirement set by the City of Rosemead when the Wal-Mart development was
approved.
We are pleased to submit the enclosed recommendations and supporting
documentation for the 2 street segments. The Engineering and Traffic Surveys for the 2
segments were conducted in accordance with procedures outlined in the California
Manual on Uniform Traffic Control Devices (California MUTCD) dated September 2006
and as required by Section 627 of the California Vehicle Code.

SEGMENTS WITH SPECIAL CONDITIONS
The following segments surveyed had recommended speed limits that were 5 miles per
hour (mph) or more below the critical speed due to conditions not readily apparent to
the driver. Each segment is discussed below.
Segment #29 - Rush Street - San Gabriel Boulevard to Walnut Grove Avenue
This segment is currently posted at 40 mph and has 2 through lanes in each direction
with an ADT.of 10,470 vehicles per day. The adjacent land use is residential within the
vicinity of a school. The critical speed is 44 mph and would normally justify a 45 mph
posted speed limit. However, due to various hidden driveways, a vertical curve, and
moderate pedestrian traffic that may not be apparent to unfamiliar drivers, a lower
speed limit is prudent. It is recommended that the speed limit remain at 40 mph for the
above reasons. In addition, 25 mph school zones are recommended per Section 22352
of the California Vehicle Code.
Segment #37 - Walnut Grove Avenue - San Gabriel Boulevard to Rush Street
This segment is currently posted at 45 mph and has 2 through lanes in each direction
with an ADT of 19,816 vehicles per day. The adjacent land use is residential fronted by
a golf course and university. The critical speed is 49 mph and would normally justify a
50 mph posted speed limit. However, due to the adjacent posted speed limit, steep
vertical curve, and moderate pedestrian traffic that may not be apparent to unfamiliar
drivers, a lower speed limit is prudent. It is recommended that the speed limit remain at
45 mph for the above reasons.

The radar equipment used to collect speed measurements for this survey include one
Genesis VersaPak Hand-Held traffic Radar manufactured by Decatur Electronics, of
Decatur, Illinois. The calibration of the unit was checked before each series of
measurements were taken. Tests of the unit were conducted in accordance with the
manufacturer's specifications. The Genesis VersaPak Hand Held Traffic Radar was last
calibrated on October 5,'2006 by R.H. F, Inc.
