SUBJECT: 4T" OF JULY PARADE CONSIDERATION
SUMMARY
Recently, members of the City Council have requested that staff explore the possibility of
organizing a 4th of July Parade this year. Over the past several weeks, we have been
working to develop some initial projections regarding the possibility of undertaking such an
initiative.
Based on this initial review and the timeframe within which the event would have to be
organized, it could potentially be possible for the City to host a limited 4th of July Parade.
However, a significant amount of staff time and resources would have to be invested in
order for this project to be carried out and there is no guarantee that the event can be
sufficiently coordinated.
Staff Recommendation
Staff recommends that the City Council receive this report and provide direction regarding
the 2007 4th of July Parade.
ANALYSIS
Background
Over the past several weeks, staff has been exploring the possibility of organizing a 4th of
July Parade by putting'together several spreadsheets with information related to potential
event participants (Attachment A) and potential event volunteers (Attachment B).
Based on this effort, we have been able to identify 93 possible parade participants and at
least 28 possible parade volunteers. While staff has not attempted to contact any of these
groups regarding their participation in a 4th of July Parade, it can most likely be assumed
that at least some of the targeted individuals would be interested in being involved with this
effort.

Decision Points
Parade Route
Initially, staff was proposing a parade route that would begin at the Bank of the
West building at the corner of Rosemead / Valley. The parade would then proceed
east along Valley Boulevard and then loop north-west on Mission Drive, ending at
Rosemead Park and the 4`h of July Carnival location (Attachment C).
While this parade route could be utilized, it is recommended that if the City Council
does decide to direct staff to organize a 4th of July Parade, that a shorter route be
considered. Ideally, we would start the parade on Valley Boulevard at Walnut
Grove and have the event travel east on Valley Boulevard, ending at Ivar Avenue in
front of the Bank of America site.
Parade Theme
Based on feedback from members of the City Council, if staff is directed to pursue
organizing this 4th of July event, it would be recommended that the theme of the
event be "A Salute to Our Military" (Attachment D).
Resources Needed
At this point in time, it is undetermined what amount of resources would be
necessary to have this event organized. At a minimum, staff would have to
coordinate with Los Angeles County Public Works, the Sheriffs Department, private
vendors, and staff from throughout the City to coordinate the event. In addition,
staff will need to more fully develop a marketing plan for this activity (Attachment E).
Finally, there will be some cost associated with organizing this event, however, staff
has not yet developed a proposed budget for the function.

Dear Participants,
Our Nation's Birthday is right around the corner, so now is the time to plan your entry for
the City of Rosemead's Fourth of July Parade! Please join us for this year's event which
is themed:
"A Salute to Our Military"
To participate in the parade, please fill out the attached application. You will receive a
confirmation phone call when your application has been processed along with additional
event details.
Please be sure to complete and return the application in its entirety to the City of
Rosemead 4'h of July Parade Committee by 5:00 p.m. on May 22, 2007.
Applications will not be accepted after the deadline.
The City of Rosemead is extremely excited about this year's event and we hope that your
organization will join us in celebrating the occasion! If you have any questions, please

signing below, I hereby agree to, and will abide by, the rules/guidelines as they have been presented
to me. 1 understand that any infraction of these rules/guidelines will cause the extraction of my
parade entry from the City of Rosemead Fourth of July Parade and will prevent me from
participating in future City of Rosemead Fourth of July Parades. I further agree that I will be
responsible for the delivery of these rules/guidelines to all representatives of my
business/organization participating as a parade entrant in the City of Rosemead Fourth of July
Parade.

LIABILITY WAIVER
(Including General Release and Covenant Not to Sue)
INSTRUCTIONS
Print out and read this entire document. Insert the name of your
organization as indicated in Section 1. Instruct each person associated with
your entry (parent or guardian, for a minor) to complete and sign in the
appropriate spaces at the bottom. Return the signed and completed form(s)
with the rest of your Parade Entry Forms. If you cannot get all the
necessary signatures prior to the Parade, complete the form as best you
can and sent it in. Print out extra copies of this form and collect the
additional signatures prior to the Parade. Turn them in when you check in on
Parade day.
IN CONSIDERATION of being granted a position as an entrant and/or permission to participate in the City
of Rosemead Fourth of July Parade, (the "Parade"), or on behalf ofa minor child, the undersigned agrees
and states as follows:
The undersigned is aware of and understand the inherent risks, hazards and dangers associated
with parade participation (which are printed below and incorporated herein as though
appearing above the signature of the undersigned) and, notwithstanding that the actual
conditions at the Parade may pose more or less risks, hazards and dangers than those so
enumerated, the undersigned nevertheless elects, voluntarily, to enter and/or participate in the
Parade on the terms, conditions and covenants set forth herein. In this regard, the undersigned,
for himself/herself/itself and for his/her/its heirs, successors, assignees, personal
representatives and next of kin, hereby releases, waives, discharges, covenants not to sue and
agrees to hold harmless the City of Rosemead Committee; all Parade volunteers, employees
and/or representatives; the City of Rosemead; the providers of official parade vehicles; and

and each of them, as well as their officers, directors, agents, volunteers, and employees; from
all liability for any all causes and claims of every type and nature whatsoever, including but

limitation, arising out of or alleged to be arising out of the conduct of the Parade, the pre-
Parade formation, staging, placement, judging, organizational meeting, post- Parade
ceremonies and any other Parade event sanctioned by the City of Rosemead.
2. The undersigned hereby promises that the state of his or her physical health (this release is on
behalf of an individual), or the physical health of the persons representing the undersigned in
this Parade (if this release is on behalf of an organization) will, on the day of the Parade, be
sufficiently sound to permit such person(s) to safely participate. If such person(s) will be
handling any animal, motorized vehicle, apparatus, device, firearm, or other thing in the
Parade, he/she/they is/are possessed of sufficient experience in doing so such that the life,
limb, or property of self and other will not be exposed to unreasonable risk of harm.

RISKS, HAZARDS AND DANGERS ASSOCIATED WITH
PARADE PARTICIPATION
Parades involve inherent risks, hazards and conditions that may be dangerous to life, limb and property and
that can arise in an incalculable variety of unforeseeable or foreseeable ways which may include (as
examples, but not necessarily as a complete list) the following: The presence and use of horses and other
animals, motor vehicles, machinery, firearms, floats, fireworks, acrobats, projectiles, aerial demonstrations.
baton twirling, wind, rain, hail and other forces of the elements, and other threats to life and limb, such as
the possibility of slipping and falling and complications associated with weather conditions and physical
exertion (such as heat stroke, fainting, collapse, exhaustion or other more serious complications).

City of Rosemead Fourth of July Parade
Rules and Guidelines
• The City of Rosemead is not responsible for accidents. All parade entries are
responsible for their own safety precautions and are expected to practice their own
preventative measures.
If your parade entry has horses or ATV's, it is not the riders'/drives'
responsibility to keep the horses/ATV under control.
• All parade entries MUST sign the attached statement of understanding of these
rules/guidelines along with the appropriate entry fonn and fee. Any parade entrant
that has not submitted all of these required documents will NOT be allowed in the
parade.
Once you enter the line of march, there is ABSOLUTELY NO STOPPING
along the parade route - with the SOLE EXCEPTION that performance groups
may stage a MAXIMUM 30- SECOND routine. Entries that stop in front of other
announcer stations, or anywhere else along the parade route to perform, etc.,
• Be on time. The parade will depart at 9:30 a.m. and will arrive at Street at
approximately 10:00 a.m. All entries are encouraged to be in their prescribed
staging area, assembled and be ready to move out by 9:30 a.m.
If a parade entry is not in their assigned staging area at the prescribed time, their
spot in the parade line up will be forfeited. The entry will then be placed, on a
first come first serve basis, at the end of the parade.
• All parade entries must be tastefully decorated.
A tastefully decorated parade entry will consist of, but not limited to, materials
such as fringe skirting, bunting and other colorful decorative materials. Vehicles
and trailers must be fully skirted and decorated.
Parade entry decorations should not be considered offensive to any general
spectator or organization. Water guns, squirt guns, super soakers, water balloons,
similar items of aggression are considered offensive and will not be permitted in
the parade.
A parade theme is designated each year. All parade entries are encouraged to
decorate their floats in accordance with the parade theme. Artistic interpretation
of the theme is encouraged.
• For the purpose of safety for all spectators, items will NOT be distributed by
throwing or tossing off of the parade entry. Any person distributing any items
