LAZZARETTO, CITY MANAGE DATE: MAY 29, 2007 SUBJECT: 4T" OF JULY PARADE CONSIDERATION SUMMARY Recently, members of the City Council have requested that staff explore the possibility of organizing a 4th of July Parade this year. Over the past several weeks, we have been working to develop some initial projections regarding the possibility of undertaking such an initiative. Based on this initial review and the timeframe within which the event would have to be organized, it could potentially be possible for the City to host a limited 4th of July Parade. However, a significant amount of staff time and resources would have to be invested in order for this project to be carried out and there is no guarantee that the event can be sufficiently coordinated. Staff Recommendation Staff recommends that the City Council receive this report and provide direction regarding the 2007 4th of July Parade. ANALYSIS Background Over the past several weeks, staff has been exploring the possibility of organizing a 4th of July Parade by putting'together several spreadsheets with information related to potential event participants (Attachment A) and potential event volunteers (Attachment B). Based on this effort, we have been able to identify 93 possible parade participants and at least 28 possible parade volunteers. While staff has not attempted to contact any of these groups regarding their participation in a 4th of July Parade, it can most likely be assumed that at least some of the targeted individuals would be interested in being involved with this effort. APPROVED FOR CITY COUNCIL AGENDA: • • City Council Report May 29, 2007 Paqe 2 of 2 Decision Points Parade Route Initially, staff was proposing a parade route that would begin at the Bank of the West building at the corner of Rosemead / Valley. The parade would then proceed east along Valley Boulevard and then loop north-west on Mission Drive, ending at Rosemead Park and the 4`h of July Carnival location (Attachment C). While this parade route could be utilized, it is recommended that if the City Council does decide to direct staff to organize a 4th of July Parade, that a shorter route be considered. Ideally, we would start the parade on Valley Boulevard at Walnut Grove and have the event travel east on Valley Boulevard, ending at Ivar Avenue in front of the Bank of America site. Parade Theme Based on feedback from members of the City Council, if staff is directed to pursue organizing this 4th of July event, it would be recommended that the theme of the event be "A Salute to Our Military" (Attachment D). Resources Needed At this point in time, it is undetermined what amount of resources would be necessary to have this event organized. At a minimum, staff would have to coordinate with Los Angeles County Public Works, the Sheriffs Department, private vendors, and staff from throughout the City to coordinate the event. In addition, staff will need to more fully develop a marketing plan for this activity (Attachment E). Finally, there will be some cost associated with organizing this event, however, staff has not yet developed a proposed budget for the function. (Parent, if (if applicable) sianina for a minor.) City of Rosemead Fourth of July Parade Rules and Guidelines • The City of Rosemead is not responsible for accidents. All parade entries are responsible for their own safety precautions and are expected to practice their own preventative measures. If your parade entry has horses or ATV's, it is not the riders'/drives' responsibility to keep the horses/ATV under control. • All parade entries MUST sign the attached statement of understanding of these rules/guidelines along with the appropriate entry fonn and fee. Any parade entrant that has not submitted all of these required documents will NOT be allowed in the parade. Once you enter the line of march, there is ABSOLUTELY NO STOPPING along the parade route - with the SOLE EXCEPTION that performance groups may stage a MAXIMUM 30- SECOND routine. Entries that stop in front of other announcer stations, or anywhere else along the parade route to perform, etc., • Be on time. The parade will depart at 9:30 a.m. and will arrive at Street at approximately 10:00 a.m. All entries are encouraged to be in their prescribed staging area, assembled and be ready to move out by 9:30 a.m. If a parade entry is not in their assigned staging area at the prescribed time, their spot in the parade line up will be forfeited. The entry will then be placed, on a first come first serve basis, at the end of the parade. • All parade entries must be tastefully decorated. A tastefully decorated parade entry will consist of, but not limited to, materials such as fringe skirting, bunting and other colorful decorative materials. Vehicles and trailers must be fully skirted and decorated. Parade entry decorations should not be considered offensive to any general spectator or organization. Water guns, squirt guns, super soakers, water balloons, similar items of aggression are considered offensive and will not be permitted in the parade. A parade theme is designated each year. All parade entries are encouraged to decorate their floats in accordance with the parade theme. Artistic interpretation of the theme is encouraged. • For the purpose of safety for all spectators, items will NOT be distributed by throwing or tossing off of the parade entry.
