LAZZARETTO, CITY MANAGER DATE: June 12, 2007 SUBJECT: ASSIGNMENT OF ROSEMEAD GENERAL PLAN UPDATE CONTRACT FROM P&D CONSULTANTS TO HOGLE-IRELAND, INC. SUMMARY The City of Rosemead is currently under contract with P&D Consultants to complete a comprehensive update of the City's General Plan. Staff recently learned that P&D Consultants senior staff who have been working on the City's General Plan Update in the capacity of project managers are scheduled to leave the company on May 24, 2007 for full time employment with another planning firm known as Hogle-Ireland. Staff has determined that it would be beneficial to the City to move the existing contract to Hogle-Ireland since these individuals have extensive knowledge and are familiar with the City's General Plan Update process. Particularly these two employees were initially involved in General Plan Update exercise since its kick off. Transfer of the contract will ensure that the remaining General Plan tasks are completed in a timely manner and a new project manager does not need to be assigned. There will be no financial impact to the City's cost for the contract transfer or revision of the contract other than transfer to Hogle- Ireland. Hogle-Ireland is a well established and highly respected planning consulting firm in Southern California and staff anticipates the exercise to transition smoothly as scheduled. Staff Recommendation Staff recommends that the City Council take the following action: 1) Authorize the General Plan Update contract assignment from P&D Consultants to Hogle-Ireland,lnc. ANALYSIS The project team from P&D working on the City's General Plan Update left the company on May 24, 2007 to join Hogle-Ireland. In order to maintain continuity and timeliness for our project, it is recommended that the City Council reassign the contract to Hogle-Ireland from P&D. The separation of said staff from P&D to Hogle-Ireland is an amicable separation and the transfer of the contractual agreement will not create any issues for either firm or the City. Three series of meetings were held in each neighborhood to tailor opportunities and issues identification, alternative selection, and plan impacts specific to that neighborhood. Larger city-wide meetings were held to continue the visioning discussions, alternatives selection, "big ideas" or controversial issues discussion, and the final plan. The citywide events usually included nationally known speakers, music groups/bands, door prizes and/or raffles, and food. The festivals, workshops, speakers series, and meetings were taped and edited into five to ten minute DVD broadcast on cable and distributed in the local library and through community groups. "State-of-the-City" summary booklets, colorful general plan summary booklets, newsletters, and fliers were printed in both English and Spanish and distributed to each household and business. All workshops were conducted in English with real-time translation into Spanish via headphones. Santa Monica Housing Element Update, Santa Monica, CA Planner CLIENT: City of Santa Monica, CA Planner for this updated housing element, the first to link housing fund contributions with noncommercial development and address renter issues, It continued to address housing stock condition issues and complied with revised state requirements Chino Housing Element, Chino, CA Planner CLIENT: City of Chino, CA Ms. Brownfield was the Planner for this housing element update. As a community transitioning from a semi-rural to a suburban character, this housing element balanced the need for affordable housing with the development pressure for market rate housing. It also established policy for maintaining existing stock primarily housing dairy workers and their families. Santa Maria Land Use and Circulation Elements, Santa Maria, CA Planner CLIENT: City of Santa Maria, CA Planner for the City of Santa Maria's land use and circulation elements, which balanced the City's desire for physical and economic growth while preserving an agriculture buffer through the use of commercial and industrial districts/ nodes, urban limit lines, and neighborhood development and maintenance guidelines. It coordinated circulation infrastructure and other public service provision with the land use designations and development. Monrovia Nursery Specific Plan, Azusa, CA Project Manager and Design Team Liaison CLIENT: City of Azusa, CA Project Manager and Design Team Liaison, assisting with team selection, conducting site tours, coordinating and facilitating public workshops, performing site planning, and editing this specific plan. As a result of a referendum to a previous project, the City of Azusa and the property owner embarked on a comprehensive public outreach program for the planning of a 5,000 acre property located in the San Gabriel Mountains foothills. The City solicited proposals from local and national planning and urban design firms, ultimately selecting four teams to enter into a design competition. The selected teams participated in a City-sponsored charrette, where the first day comprised 9 0 RESUME 1 4 LISA A. BROWNFIELD of stakeholders/residents/ decision-makers/resource meetings, and a guided tour of the city and site. On the second day, the city conducted a city-wide visions meeting where local residents, business owners, and adjacent jurisdictions discussed their goals and aspirations for the site. At this meeting, the five guiding principles were established. The design teams then took the technical and workshop information and the guiding principles back to their offices to develop a plan. In four weeks, the City sponsored a day-long forum where the four teams presented their plans and participants evaluated how well the plan complied with the guiding principles, identifying what they liked/disliked about the plans. Based on the public input and City/property owner needs, the final team was selected. The final team then met with the City and the property owner over the next ten weeks, refining the plan to incorporate all the "good" ideas from the four teams' designs. A final half-day workshop Sphere of Influence Specific Plan, Ontario, CA Project Manager CLIENT: Cit\, of Ontario, CA Project Manager for a multi-disciplinary team (planners, civil engineers, economists, infrastructure economists, transportation planners, biologist, airport planners, and dairy industry experts) that created a comprehensive general plan and environmental impact report for the City of Ontario's 8,200-acre Sphere of Influence. The plan provided guidance for the orderly conversion of existing dairy land to a community of neighborhoods based on walkability and a balance of land uses. It also provided for the development of a series of residential villages, high density mixed-use centers, a town center, and business parks linked by a community-wide greenways network, a regional park, a lake, and other open space amenities. Each neighborhood contains a variety of housing types oriented around a mixed-use center containing local retail and services, public facilities, higher density housing, schools, and parks. The plan established a framework of land use organizing and design principles, core transportation and utility infrastructure plans, and environmental resource management policies that serve as the foundation for subsequent specific plans. It also prescribed subsequent actions for site development planning, infrastructure improvements and financing, and annexation. Public participation included visioning workshops, alternatives workshops, and a 30- member advisory committee composed of residents, businesses, property owners, and public agency or service representatives. Moonridge Corridor Specific Plan, Big Bear Lake, CA Project Manager CLIENT: City of Big Bear, CA Project Manager for the Moonridge Corridor Specific Plan. Historically, the Big Bear Lake community had turned its back on one of its most valuable resources, the lake. Industrial development occurred on its southeastern edge while the Bear Mountain ski resort developed nearby. The Moonridge Corridor Specific Plan encouraged the transition of the lakefront from a hodge podge of industrial type uses to restaurants, shops, and overnight accommodations. It then linked the lake to the ski resort by extending the tourist overnight accommodation uses and other residential uses up the corridor to the resort area while preserving a lovely meadow, golf course, and zoo. Conducted technical analyses, created the specific plan components, and prepared the plan document while playing an active design role in an intensive three-day charrette. During the charrette, the team (consisting of planners, urban/resort designers, traffic engineers, economists, and City staff) consulted with local stakeholders and experts at various stages of the design process including site tours, visioning, alternatives review/ selection, and final plan. 0 RESUME 1 5 LISA A. The Magnolia Boulevard project established design and development guidelines to maintain and enhance this neighborhood's commercial area's economic vitality and improve its physical appearance. The guidelines established public right-of- way improvements (sidewalks, street furniture, curb cuts/driveways, traffic calming, landscaping), retro-fit design suggestions (awnings, window and door transparency, signage), and new development standards (building siting and orientation, architecture characteristics, parking location). Prepared the development guidelines document and facilitated the public participation workshops. Agoura Road Development Guidelines, Agoura Hills, CA Project Manager CLIENT: City of Agoura Hills, CA Project Manager for the Agoura Road project, which established design and development guidelines to create a "sense of place" along the Agoura Road corridor and at the Agoura Road/Kanan Road intersection, one of the city's main crossroads. The guidelines specify public streetscape improvements (pedestrian plazas, sidewalk and paving treatments, landscaping, street furniture, lighting, and signage), identify building siting and parking location criteria, establish architectural guidelines, and identify methods to retro-fit existing sites and buildings in compliance with the new standards. Riverwalk Circulation Study, New York City, New York Planner CLIENT: City of New York, NY Planner providing traffic engineering and planning technical analyses for a mixed-use development (residential, restaurants/shops, offices, boat marina) built on a floating platform in the Hudson River attaching to Manhattan. The technical analyses included pedestrian and vehicular circulation layout; pedestrian, subway and bus user, and vehicular level of service and capacity analyses; parking analyses; and federal environmental analyses and documentation. Housing Capacity Assessment, Burbank, CA Project Manager CLIENT: City of Burbank, CA Project Manager providing technical expertise to a team of housing and land use planners analyzing the potential housing capacity under the existing zoning and then recommending general plan and zoning changes to align housing capacity with the City's vision and preference. Neighborhood Improvement Program, Glendale, CA Project Manager, Technical Advisor, and Community Participation Planner and Facilitator CLIENT: Cih, of Glendale, CA Project Manager, Technical Advisor, and Community Participation Planner and Facilitator for this program. A series of neighborhood improvement techniques and programs was identified, analyzed, and compiled into a "tool box" or a "kit of parts" to be used by individual neighborhoods for addressing pressing neighborhood issues and needs. BROWNFIELD enforcement, building/ property maintenance, land use, and education issues, and included traffic calming techniques, beautification and property maintenance techniques, safety procedures, education outreach, health maintenance and outreach programs, and others. Development Code, Azusa, CA Project Manager and Technical Consultant CLIENT: City of Azusa, CA Project Manager and Technical Consultant for Azusa's new development code. The development code rewrote the city's antiquated Euclidian code into a hybrid transect code. The new development code establishes different development standards and list of uses for each neighborhood, corridor, and district. For example, in pedestrian-oriented corridors and districts, the code encouraged and, in some cases, mandated that buildings be brought forward to the property line, and permitted uses that facilitated pedestrian activity. In other corridors or districts where pedestrian activity is not as paramount, the buildings could be set back, and the design guidelines/ permitted uses were applicable to the existing and future character and use. The development code guidelines and standards permitted flexibility for new projects while ensuring compatibility with the surrounding neighborhood, district, and corridor. It included architectural guidelines and siting standards, and streamlined project review and applicant requirements. Mixed Use Ordinance, Los Angeles, CA Planner CLIENT: City of Los Angeles, CA Planner, prepared the City of Los Angeles' first mixed-use ordinance. As part of the ordinance, a team of planners, architects, and economists determined building design characteristics including height, floor area ratio, setbacks, parking requirements, open space requirements, and use ratio to determine economically viable mixed-use standards for various areas and corridors throughout Los Angeles. Based on the analysis, the mixed-use ordinance established different guidelines and standards for the different regions and locations for mixed use. General Plan EIR, Huntington Beach, CA Project Manager and Technical Writer CLIENT: City of Huntington Beach, CA Project Manager and Technical Writer for many of the environmental analyses of the comprehensive Master EIR for the Huntington Beach General Plan. The general plan was prepared as a self-mitigating plan, where the environmental impacts associated with the plan were primarily mitigated through plan policy change. However, some impacts remained regarding traffic and air quality. General Plan EIR, Westlake Village, CA Project Manager CLIENT: City of Westlake Village, CA Project Manager for the comprehensive Master EIR prepared for the Westlake Village General Plan. As project manager for both, ensured that the plan was self-mitigating. However, a mitigation monitoring plan and a statement of overriding considerations were prepared for air quality impacts. Brownfield provided the City of Azusa planning staff services for a very contentious development project known as the Rosedale Development. As staff, Nis. Brownfield analyzed site and specific plans; provided third party review of the EIR; reviewed/commented/edited technical documents including circulation studies, environmental hazards, cost/ benefit analysis; participated in Development Agreements negotiation; facilitated and participated in project mediation between City team members and developer team; conducted public outreach sessions regarding site design and project issues; prepared and presented staff reports to decision makers and public. Staff Services for the Monrovia Nursery Mixed Use Project, Azusa, CA Staff Services CLIENT: Citv of Azusa, CA Ms. Brownfield was an original and integral project manager for this innovative public/ private joint planning venture. This community of 250,000 residents was founded as a citrus growing center in the late 1800s, and the City today displays the architecture of Riverside's early period and the styles of the 20th century through present times. Riverside has experienced constant, steady growth since its founding and has always sought to balance business growth with the explosive demand for housing. As the City entered the first decade of the 21st century, the decision was made to comprehensively address growth and City character through the City's key land use regulatory toots: the General Plan, the zoning ordinance, the subdivision ordinance, and citywide Design Guidelines. The firm, leading a team of specialists, was selected to work with Riverside to prepare all of these documents, as well as a Program EIR. The program involved working with many community groups to affirm direction defined through a prior visioning process and economic strategy study. Claremont General Plan Managing Principal CLIENT: City of Claremont The City of Claremont, with a population of 35,000, stands as truly one of the most unique communities in Los Angeles County. Founded in the late 1800s as a railroad stop, Claremont embraced early the concepts of forward-thinking, rationale town planning. The grid street pattern, convenient rail service, walkable Village Center, abundant parks, and tree-tined streets evident today reflect the City's beginnings. The world-renowned cluster of Claremont Colleges attracts a highly educated and politically active demographic that participates at all levels in the community. In 2004, the City chose CBA to continue the town's history of good planning through preparation of a comprehensive General Plan update, the first since 1981. To help Claremont residents craft a vision for the first decades of the twenty-first century, EDAW and its partner, Moore Iacofano Goltsman, led a multi-layered public involvement program, including working with a 100+ member General Plan Committee with topic-oriented subcommittees. Key ideas embodied in the General Plan included preservation of hillside areas for scenic qualities and recreation, creating new opportunities for affordable housing, strengthening relationships between the City and the Claremont Colleges, and ensuring that Claremont sustains those qualities that have attracted people to the community for over 100 years. • 0 RESUME 2 LAURA STETSON, AICP Manhattan Beach General Plan Managing Principal CLIENT: City of Manhattan Beach Manhattan Beach last comprehensively revised its general plan in the mid- 1980s, with the assistance of EDAW. City officials again retained EDAW in 2001 to update the plan to respond to current community concerns and needs, particularly neighborhood character and traffic issues. EDAW worked with a General Plan Advisory Committee and Neighborhood Traffic Committee to understand community goals. Baldwin Park General Plan and Zoning Code Project Manager CLIENT: City of Baldwin Park Baldwin Park, a 6.8-square-mile city with 73,500 residents, initiated a series of community enhancement programs focused on improving community image and enhancing the City's tax base. To ensure that these efforts were coordinated with recommendations contained in the general plan, the city council authorized a comprehensive update of the general plan. The program focused on economic development and creation of a revitalized downtown to establish a vibrant community center and to enhance the 1-10 corridor. EDAW directed a team of professionals working together to create a new general plan for Baldwin Park to serve as a development guide and redevelopment marketing tool. As a follow up program, our staff crafted a new zoning code, with accompanying design guidelines, to implement the Plan (see discussion below). Brea General Plan and Hillside Zoning Regulations Project Manager CLIENT: City of Brea Brea is a city of 37,000 residents nestled against the Puente Hills at the junction of Orange, Los Angeles, and San Bernardino counties. A significant policy discussed and of intense interest to the entire community was: "How should the City balance local and regional growth pressures with its desire to protect the hillside resources important to the community?" To address this issue and related questions about the future direction of Brea, city officials retained EDAW and a team of specialists to help the community express a long-tern vision for Brea. Through a series of innovative public outreach forums, community goals were re-defined. In addition, the revised General Plan also addressed traditional planning issues, as well as "Livable Community" goals. The Brea General Plan was awarded the 2004 California Chapter APA award for Comprehensive Planning-Small jurisdiction. Following adoption of the General Plan, our staff was retained to develop new hillside zoning regulations. Monterey Park General Plan Project Manager CLIENT: City of Monterey Park Monterey Park, in the heart of the San Gabriel Valley, is an area experiencing substantial growth pressure to meet both regional housing demand and associated business growth. City officials undertook a comprehensive general plan amendment to identify and pursue opportunities for growth of most benefit to the community. In particular, EDAW worked with staff and the General Plan Update Committee to establish new mixed-use districts in downtown and along key corridors. The plan update also incorporated new urban design guidelines and an action plan for economic development. • RESUME 1 3 LAURA STETSON, AICP PROJECT EXPERIENCE - SPECIFIC PLANS AND ZONING ORDINANCES Santa Ana Civic Center Walk Specific Plan Principal CLIENT: The Olson Company The Olson Company proposes to revitalize a residential neighborhood near the Santa Ana Civic Center through construction of new homes. To further enhance the area, the City, will work with CBA and the Olson Company to define additional improvements, including streetscape treatment, modified circulation patterns and neighborhood design guidelines. CBA will prepare a specific plan to outline revitalization goals and strategies. Yucaipa 1-10 Corridor Specific Plan Principal CLIENT: City of Yucaipa The firm was retained to assist the City of Yucaipa prepare a specific plan for approximately 1,229 acres of mostly undeveloped land located on both sides of Interstate 10. The objective is to determine the highest and best use of the property based on market conditions and environmental constraints, and to develop conceptual site designs. The process involved a collaborative effort with a specific Plan Advisory Committee, property owners, and City policy- makers. The outcome was a plan that is compelling, inspirational, and feasible. Baldwin Park Zoning Ordinance Project Manager/Principal CLIENT: City of Baldwin Park Baldwin Park, a city of 75,000 residents in the San Gabriel Valley, adopted a comprehensively updated General Plan in 2002 (working with our staff). To ensure implementation of key Plan policies regarding new development, the City retained the firm to overhaul the City's zoning ordinance, which had not been rewritten in over 40 years. Project objectives, in addition to accomplishing general plan/zoning consistency, include streamlining administrative procedures, addressing modem land uses, encouraging quality development, and creating a code that is unambiguous and easy to use. The program also involved developing design guidelines, adopted separate from the code, to improve the appearance of business districts and residential neighborhoods. Belmont Shore Zoning and Parking Study Principal CLIENT: City of Long Beach The popular Belmont Shore area of Long Beach contains a variety of retail shops and restaurants that serve both the local community and beach visitors. In recent years, an increase in restaurant uses has resulted in over-demands on available parking. Long Beach's zoning regulations generously allow non- conforming parking to be "grandfathered" for new uses, and the restaurants have higher parking demand than the old retail uses they are replacing. In cooperation with Meyer, Mohaddes Associates, we developed new zoning, parking, and related regulations aimed toward minimizing parking impacts in the Belmont Shore area. PROJECT EXPERIENCE - CEQA DOCUMENTATION Raymond Theater EIR Project Manager CLIENT: City of Pasadena In 2000-01, we worked with the City of Pasadena to prepare an EIR for the adaptive reuse of the Raymond Theater, a historic structure located within Old 0 RESUME 1 4 LAURA STETSON, AICP Pasadena on Raymond Avenue. The City Council approved a plan that included apartments and retail space, including retail space within the balcony area and the theater auditorium area. In 2004, the property owner submitted revised project plans that eliminated the balcony and auditorium retail uses in favor of additional residential units. To comply with the City's light and air requirements for residential uses, the plans called for skylights in the auditorium ceiling. EDAW, together with the historic resource consultant San Buenaventura Research Associates, was retained to assess whether the changed project and its associated impacts were addressed in the prior EIR. EDAW prepared consistency findings to document that no new impacts requiring additional mitigation would result. Los Angeles County General Plan EIR Principal CLIENT: County of Los Angeles \Is. Stetson is currently serving in this role for preparation of an EIR which addresses the first comprehensive update of the Los Angeles County General Plan in 25 years. The general plan amendment largely involves refinements to the plan to reflect more complete land use information, although the most significant proposed change involves substantially altering the scope of significant ecological areas countywide. Other notable amendments include road segment deletions from the master circulation plan. Given the scope of the proposed amendments across the 2,649-square-mile county, a Program EIR is being prepared. This unique and complex program requires meaningful outreach to public agencies and the general public to understand their concerns, developing scientifically meaningful thresholds of significance, and carefully addressing water supply issues in light of recent state legislation. Rosedale EIR Project Manager CLIENT: City of Azusa In August of 1997, our staff completed a Draft EIR for the Rosedale Specific Plan, a master-planned residential community in Azusa. The DEIR identified several unavoidable significant impacts associated with the proposed project. In response to the DEIR findings and growing public opposition to the development proposal, the applicant revised the project to reduce overall density and to better respond to community concerns. Ultimately, the project was subject to voter referendum, a process which resulted in a design competition for the site and a new EIR.
