SUBJECT: CALIFORNIA JPIA RISK MANAGEMENT CONFERENCE
SANTA BARBARA - OCTOBER 24-26, 2007
SUMMARY
Attached for your consideration is information regarding the California Joint Powers
Insurance Authority Risk Management Conference, Santa Barbara, October 24-26,
2007.
Staff Recommendation
Staff recommends that the City Council authorize any Council Member, the City
Attorney, the City Manager, or a staff designee to attend the event at City expense.
ANALYSIS
Conference sessions will include: Working Effectively with Worker's Compensation
Third Party Administrator; Navigating Through Local Ordinance and Zoning Exposures;
Strengthening Relationships Throughout the Liability Claims Process; Getting
Community and Senior Centers in Order; Preventing Child Abuse in Public Agency
Programs; Interpreting ADA Standards for Local Government; and Learning and
Applying Successful Employment Practices.
FINANCIAL REVIEW
Expenses for this conference are included in the 2007-08 Budget.

Risk Management: The Road Best Traveled is the theme for this years
conference, being held in Santa Barbara, October 24 thru 26. Just as
the navigational system with real-time traffic helps the present day
motorist manage the pitfalls of travel, the risk management solutions
provided by the CALIFORNIA JPIA helps its members manage the
pitfalls of potential risk in their agency.
This year, the conference begins on Wednesday with a five-hour pre-
conference session, limited to 50 participants. As an option, those
wishing to golf can join the conference golf tournament, taking place at
the Glenn Annie Golf Club. On Thursday, the conference begins in
earnest with keynote speaker Michael Josephson.
The Authority encourages officials and staff from all public agencies to
attend. This year, every member agency that pays for one attendee will
be liven a second registration gratis. Doing so allows agencies to send
their key, people, thus providing your team with a unique opportunity
to discuss and apply best risk management practices.

Michael Josephson is one of the nations most sought-after ethicists. He is
founder and president of the Joseph & Edna Josephson Institute of Ethics
and of the Cl-1ARACTER COUNTS! youth character education program
that reaches 5 million children across the countn,. In addition to being
quoted widely and featured regularly in the media, he consults with and
conducts programs for leaders in an array of fields. His daily radio
commentary is heard on over two dozen U.S. radio stations and in more
than 180 counn-ies around the world. He is the author of several books,
most recently The Best Is Yet to Come. A former businessman and law
professor, he is a frequent lecturer and instructor to bar association programs
as well as to judicial organizations. For his achievements in character and
ethics education, Mr. Josephson received the America's Award from
President Ronald Reagan.

Conference registration includes rwo days of sessions, nvn breakfast"
one lunch and dinner, Crusin' Route 66 reception, and all conference
materials. Registration can be completed through the Authority's
website at A w"%cjpia.org.
Each paid conference registrant will be eligible to register a second
employee from the same agency at no additional cost. Roth participants
must be registered at the same point in time, and must be from the
same agency. Register and pay by August 23, 2007 to be ebyible for
reduced registration fees. Deadline for conference
September 20_ Fees for all paid registrants must be received by that
date. Registration forms submitted without payment
recorded until payment is received.

Requests for refunds must be received in writing. Cancellations
postmarked on or before September 20, 2007 will receive a full
refund. No refunds will be issued for cancellations received after
September 20, 2007 including registration, optional events, or guest
fees. Cancellations postmarked after that date will be charged as
follows:
Primary Participants and Free Participants will be subject to a $300
fee for late cancellations and/or conference no-shoxvs, which may be
adjusted for registration fees already paid. To avoid cancellation fees,
registration may be transferred to another participant from the same
agency, upon request.
