LAZZARETTO, CITY MANAGE DATE: JUNE 12, 2007 SUBJECT: RED CURB AT 8657 GRAND AVENUE SUMMARY A request was received from California American Water Company located at 8657 Grand Avenue, requesting installation of an additional 20 feet of red curb west of their driveway in order to improve visibility and maneuverability of their vehicles exiting their facility. Currently, 10 feet of red curb exists immediately west of the driveway. Staff Recommendation Staff recommends that the City Council approve the Traffic Commission's recommendation to install 20 feet of red curb on the west side of the driveway of 8657 Grand Avenue from the existing red curb westerly. ANALYSIS Field observations during business hours noted three vehicles parked west of California American Water Company's driveway and that the water company had placed delineators to discourage parking too close to their driveway. According to the water company, it appeared that in recent months employees of Pacific Bell were parking on Grand Avenue very close to the existing red curb west of the water company's driveway. This raised the concern of water company employees with respect to visibility and maneuverability when exiting the water company facility. The installation of additional red curb west of 8657 Grand Avenue will not significantly impact on-street parking, as displaced vehicles can be accommodated east of water company's driveway. Mr. Romero has requested the installation of red curb west of the Water Co. driveway at 8657 Grand Avenue. He indicated that many vehicles park directly adjacent to the Water Co. driveway and create a visibility and maneuverability constraint for vehicles exiting the site. Mr. Romero would like to extend the existing red curb an additional 20 feet. Staff Recommendation It is staffs recommendation that the Traffic Commission recommends the City Council approve the installation of: • 20 feet of red curb on the west side of the driveway of 8657 Grand Avenue from the existing red curb westerly. ANALYSIS Grand Avenue is a 40-foot wide roadway. There is a single yellow skip stripe in the centerline of the roadway. On the approaches to the intersection of Grand Avenue at Bartlett Avenue, there is double yellow striping in the centerline of Grand Avenue. The north side of Grand Avenue is commercial/industrial developments. The south side is residential. Grand Avenue has a posted speed limit of 35 mph. The driveway of 8657 Grand Avenue is directly across from Bartlett Avenue. The driveway is 35 feet wide and provides the primary access for the Water Co. There is 38 feet of red curb east of the driveway and 10 feet of red curb west of the driveway. Exhibit A depicts the general conditions in the vicinity of 8657 Grand Avenue Discussion Field observation of 8657 Grand Avenue was made during the mid-morning hours. During this time, 3 vehicles were parked between the driveways of 8657 (Water Co.) and 8633 (Pacific Bell) Grand Avenue and one vehicle was parked east of the Water • • Traffic Commission Meeting April 5, 2007 Page 2 of 2 Co. driveway. In addition, the Water Co. had placed flexible delineators west of their driveway to discourage any vehicles from parking too close to their driveway. Staff spoke with Mr. Romero and he indicated that in recent months it appears that employees with Pacific Bell were parking on Grand Avenue. They would park very close and sometimes into the existing red curb west of the Water Co. driveway. Employees of the Water Co. were concerned with visibility and maneuverability when exiting the Water Co. facility. The field observations of the location support the demand of on-street parking especially during business hours. The installation of the requested red curb will not significantly impact the on-street parking demand in the vicinity. The displaced vehicle can be accommodated east of the Water Co. driveway. Therefore, the following installation is recommended: • 20 feet of red curb on the west side of the driveway of 8657 Grand Avenue from the existing red curb westerly. PLEDGE OF ALLEGIANCE INVOCATION Commissioner Hunter Commissioner Masuda ROLL CALL Present: Chairperson Matsdorf, Commissioner Quintanilla, Commissioner Knapp, Commissioner Hunter & Commissioner Masuda Absent: None 1. APPROVAL OF MINUTES It was moved by Commissioner Knapp, seconded by Commission Masuda, and carried unanimously to approve the minutes for February 1, 2007. 2. PUBLIC COMMENT FROM THE AUDIENCE Speaking before the Commission was: Daryl Kelty 4443 Earle Avenue Rosemead, California 91770 Mr. Kelty stated that as he was heading north on San Gabriel Boulevard and Hellman where there is a right turn only lane. He was inquiring if that right turn goes onto Hellman, as well as onto the freeway. Deputy Traffic Engineer Itagaki stated that she received an e-mail with the same request, and staff will be looking into this situation. 3. OLD BUSINESS - NONE 4. NEW BUSINESS • 11 A. REQUEST FOR RED CURB AT 8657 GRAND AVENUE Deputy Traffic Engineer Itagaki presented the staff report. RECOMMENDATION: It was recommended that the Traffic Commission recommends the City Council approve the installation of 20 feet of red curb on the west side of the driveway of 8657 Grand Avenue from the existing red curb westerly. It was moved by Commissioner Quintanilla, seconded by Commissioner Knapp, and carried unanimously to approve the Traffic Engineer's recommendation. B. REQUEST FOR STOP SIGNS AT THE INTERSECTION OF BARTLETT AVENUE AND OLNEY STREET Deputy Traffic Engineer Itagaki presented the staff report. Chairperson Matsdorf stated that the Commission was asked by the leader of a neighborhood group to postpone this item because some people were unable to attend. Speaking before the Commission was: Veronica Pena 8648 Olney Street Rosemead, California 91770 Ms. Pena stated that if this item is approved, it will impact the value of her home. The staff at Janson Elementary told the residents that this would be a temporary situation until they finish remodeling the school. She stated that their houses have been vandalized, and is not in favor of the stop signs and feels that these streets should remain closed. Ms. Pena collected over 100 signatures of residents that do not want the stop signs at this location, and presented staff with before pictures of the location. Deputy Traffic Engineer Itagaki stated that a lot of situations at schools are beyond the jurisdiction of the City, and as a courtesy may ask the City for their recommendation, but ultimately it is up to the School Board. • 0 Speaking before the Commission was: Steven Cardona 8652 Olney Street Rosemead, California 91770 Mr. Cardona stated that the traffic on their street is a real problem and agrees with Mrs. Pena. Mr. Cardona feels there should be a better solution. Commissioner Knapp had a concern over the houses being vandalized over the holidays. Deputy Traffic Engineer Itagaki explained the process of an item going before the City Council. Speaking before the Commission was: Florencio Molina 8609 Olney Street Rosemead, California 91770 Mr. Molina stated that he has lived in the City of Rosemead for over 25 years and feels there is no need for stop signs at this location. 5. STAFF REPORT Deputy Traffic Engineer Itagaki informed the Commission of the upcoming Traffic Workshop on April 21St, from 8:30 a.m. - 2:30 p.m., at Cal-Poly Pomona. 6. COMMISSIONER REPORTS Commissioner Hunter stated on Walnut Grove as your coming off the freeway it is very dark, and there is only one light at this location. Deputy Traffic Engineer Itagaki stated that she will look into this location. Commissioner Hunter also stated that she feels City Hall should have more than 2 handicap parking spaces. Deputy Traffic Engineer Itagaki stated that she will look to see if the City is up to code with the number of parking spaces required. 0 9 Commissioner Knapp thanked everyone for their support during this difficult time of her husband's passing. She thanked everyone for their cards, letters and prayers. 7. ADJOURNMENT There being no further business to come before the Rosemead Traffic Commission, the meeting was adjourned at 7:37 p.m. There were 6 people in the audience. The next regularly scheduled meeting is set for Thursday, May 3, 2007.
