CC - Item 2B - 07-08 Personnel Changes• • City of Rosemead Memorandum TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: ANDREW C. LAZZARETTO, CITY MANAGER DATE: JUNE 4, 2007 SUBJECT: 2007-2008 PERSONNEL CHANGES The 2007-2008 budget details an expenditure plan for all City operations and capital improvement projects totaling $37.2 million. This spending plan also projects revenues of $33.2 million and reflects a reduction in fund balance of $4 million. The General Fund budget is $16.2 million, or 44% of the City's total budget. It is important to note that the General Fund reserves will decrease by $1.4 million, however, overall General Fund reserve levels will remain healthy at $21.1 million. ORGANIZATIONAL CHANGES This years budget reflects many of the organizational changes that have occurred during this most recent fiscal year. Of particular note are the personnel changes that have occurred during this past year and the new position requests that are included as part of this budget proposal. For a complete listing of the City's personnel costs, please see Attachment A, which includes personnel budgeting sheets for each employee in the City. Also attached for review as Attachment B is a comparison of the City's staff in 2006/2007 compared with what is proposed for 2007/2008. As you can see from that listing, there are a total of nine new positions that are included in this budget for City Council review. Of those nine positions, the City Council previously approved three of those new jobs in May 2007 when allocating CDBG and HOME funds. At that time, the City Council gave approval for staff to restructure the CDBG and HOME function in the City by changing the administration of the programs from contractual arrangements to that of City employees. Based on that decision, three new position were created and funded entirely with CDBG and HOME funds. Those positions include an Administrative Assistant to provide support to the Public Safety Services Department, a Management Analyst to manage the day-to- day administration of the City's CDBG and HOME programs, and a Grants Specialist to coordinate the City's interaction with federal grant initiatives. The remaining six positions that are proposed in this budget have been carefully considered and are recommended for approval to assist staff with meeting the demands of operating an efficient and effective organization. Those positions include the following: • • Assistant to the City Manager This position is being proposed to provide specialized administrative support in a number of important areas. The City Council has indicated an interest in becoming more involved at the State and Federal level in tracking and advocating for legislative issues. In addition, there is a need for an experienced generalist to join the Rosemead team in providing support and oversight for our technology initiatives, solid waste tracking and management, and detailed financial analysis. This position has been designed with those responsibilities in mind. The salary for this position ranges between $78,828.90 and $95,233.91. We have budgeted for this position at the salary midpoint of $86,214.01. Fully Burdened Cost - CDC: $43,887.47 General Fund: $102,404.11 TOTAL: 146,291.58 People Manager An efficient and effective human resources operation is important for every organization. In Rosemead, we have not had a formalized personnel division to support the efforts of the City. As a result, a number of people management related challenges require that the City employ the services of a professional personnel manager. This position would be responsible for consolidating and administering the recruitment of all City employees, overseeing our risk management program, creating job descriptions for all employee classifications, and provide support for labor relation activities. The salary for this position ranges between $78,828.90 and $95,233.91. We have budgeted for this position at the salary midpoint of $86,214.01. Fully Burdened Cost - CDC: $58,516.63 General Fund: $87,774.95 TOTAL: $146,291.58 Public Communications Manager A number of issues have been raised during the course of this past year which have pointed to the need for a public information officer for the City of Rosemead. Issues such maintenance and oversight of the City's website, creating internal communications procedures for the employees, issuing press releases to promote positive City activities, and creating a Communications Master Plan to enhance the overall image of the City of Rosemead are all duties that would fall under the responsibility of the individual selected for this position. The salary for this position ranges between $78,828.90 and $95,233.91. We have budgeted for this position at the salary midpoint of $86,214.01. Fully Burdened Cost - CDC: $58,516.63 General Fund: $87,774.95 TOTAL: $146,291.58 Accounting Manager There is a strong need for an individual with a formal accounting background to manage the day-to-day accounting activities of the Finance Department. Addressing issues such as implementation of new accounting rules and regulation in Rosemead, compliance with GASB regulations, making journal entries, and assisting with the annual financial audit are areas where the Finance Department is in need of assistance. This position would fulfill those requirements. The salary for this position ranges between $74,993.72 and $90,600.58. We have budgeted for this position at the salary midpoint of $82,019.52. Fully Burdened Cost - CDC: $67,102.86 General Fund: $67,102.86 TOTAL: $134,205.72 Assistant Planner The Planning Division is currently tasked with a caseload that is too extensive for the existing staff. The volume of plans that are submitted for plan check in Rosemead has grown and the current planning professionals, which include the Planning Administrator, a Senior Planner, and an Associate Planner, are in need of additional assistance to keep up with the growing workload. The salary for this position ranges between $48,111.11 and $58,123.46. We have budgeted for this position at the salary midpoint of $52,618.41. Fully Burdened Cost - CDC: $45,773.55 General Fund: $45,773.55 TOTAL: $91,547.10 Public Safety Coordinator One of the important initiatives that the City has begun pursuing is an aggressive plan to catch and arrest vandals and graffiti taggers. One of the ways that the City can enhance that program is by investing in a position which will coordinate and organize the detailed work needed to ensure that Sheriffs personnel has all of the data they need to convict individuals of vandalism related crimes. In addition, this position would be responsible for coordinating the City's emergency operations program. This position would allow the Public Safety Services Department to achieve such an objective. The salary for this position ranges between $38,247.81 and $46,207.52. We have budgeted for this position at the salary midpoint of $41,831.06. Fully Burdened Cost - CDC: $37,947.73 General Fund: $37,947.73 TOTAL: $75,895.46 Overall Cost Increase In total, these six new full-time positions will cost $740,523.02. • • OTHER BUDGETARY CHANGES The recommended budget before the City Council includes several other budgetary changes, including the following: 4% Cost of Living Adjustment In 2006, the Consumer Price Index for the Los Angeles-Riverside-Orange County Area was 5.1 Given that increase in the cost of living, this budget includes a 4% across the board wage adjustment for all employees. The total cost for that increase is $190,131.14. Benefit Cost Increase / Decrease This year, the City did experience increases in providing several benefits for our employees. However, there was also a cost savings that was achieved in providing our ancillary benefits and providing FICA and Medicare Costs. An overview of the cost increase / (decrease) is illustrated below, followed by a narrative describing key reasons behind the change in each benefit category. In total, our benefits increased in cost by $514,145.90. This means that the City would provide each employee with $1,200 per month to purchase health insurance, dental insurance, and vision insurance. In 2006/2007 FY, these costs totaled around $779,429. In FY 2007/2008, these costs rise to $923,760*. It is important to note that the primary reason for this cost increase is the addition of nine new full-time staff members. If we were to compare cost for implementing this new cafeteria plan with nine less staff members, the program would cost $794,160 for an increase of $14,731 over last year's health care costs. Ancillary Benefit Costs The City took its benefits out to market this year to see if we could obtain better rates for providing long-term disability, short-term disability, life insurance, and accidental death & dismemberment insurance for our employees. In 2006/2007 FY, these costs totaled $55,727. By taking these benefits out to market, the City was able to obtain the same insurance for $34,480, for a total cost savings of $21,247. Workers' Compensation Costs In the 2006/2007 FY, workers' compensation costs totaled $61,343. For this upcoming 2007/2008 FY, workers' compensation costs rose $41,402.80 and will cost around $102,745.80. • r Retirement Costs Pension costs increased nearly by around $466,363 for the 2007/2008 FY for an obligation of around $1,385,783. Deferred Compensation Costs As part of the new benefits packaged negotiated with the employee association, the City will begin providing deferred compensation based on an employees number of years of service. The cost for implementing this program will be around $66,348 for the 2007/2008 FY. Auto Allowance Increase According to the Energy Information Administration, the average cost for a gallon of gas in 2004 was $1.85. In 2005, the average cost for a gallon of gas was $2.27. In 2006, the average cost for a gallon of gas was $3.44. Given these dramatic increases in the cost for gas, this budget recommends that the monthly auto allowance for applicable management employees be increased from $250 / month to $500 / month. Currently, there are 15 positions that are eligible to receive the auto allowance in the City. This increase from $250 / month to $500 / month will cost an additional $45,000.
