SUBJECT: GARVEY GYM UPGRADES
SUMMARY
As part of the budget study session with the City Council on June 12, 2007, staff was
directed to prepare a new capital improvement project for the Garvey Gym. The
Community Development and Recreation Departments have worked closely together
over the last two weeks to determine what upgrades need to be made to the Garvey
Gym facility. They include new interior and exterior paint, installing a new heating and
air conditioning system, renovating the restrooms to comply with the American with
Disabilities Act (ADA), new windows and landscaping, basketball backboards, and other
improvements.
Staff Recommendation
Staff recommends that the City Council approve the Garvey Gym capital improvement
project in concept including a estimated budget amount of $528,000.
The Garvey Gymnasium is the only City owned gymnasium in the City of Rosemead.
The City's building records indicate that this facility was constructed in the 1950's and
has not had a major systems upgrade since it was built. The facility's mechanical
systems (heating and air conditioning) are outdated and inefficient. Many of the
building's windows are broken or have been painted over and need to be replaced with
new more energy efficient windows and the bathrooms are not ADA compliant. Four (4)
of the six (6) basketball backboards are broken or off alignment and need to also be
replaced. Finally, the gym needs to be completely repainted and re-landscaped. Staff
has included a list of all proposed improvements to the facility and related costs below:

The demand for gymnasium facilities in the City of Rosemead is extremely high. There
are numerous youth and adult activities currently being held in the Garvey Gym. Staff
believes that the proposed improvements are overdue and will help to use the facility
more efficiently, especially during the Summer months.
FINANCIAL REVIEW
The proposed improvements to the Garvey Gym are estimated to cost approximately
$528,000. For FY 2007-08, there are CDBG fund available to complete the ADA
improvements to the restrooms (approximately $150,000). The remaining $378,000
would need to be appropriated from the General Fund Reserve.
Please note that the City Council does not need to take an action tonight to appropriate
these funds. The actual cost to complete the project will be presented to the City
Council as part of the award of the bid to a general contractor.
