The City Council requested financial information from the Association and the information was submitted to the staff for analysis. A subsequent meeting between Association Representatives and staff resulted in the following recommendation. Staff Recommendation Staff recommends that the City Council provide financial assistance to the Association as follows: F.Y. 07 -08 - $ 8,356 — Football Helmet Replacement F.Y. 08 -09 - $ 8,800 — Football Helmet Replacement ANALYSIS The Association's original $20,000 request included $ 17,156 for helmet replacement. The current helmets are 7 -10 years old. Technology advances in helmet design and construction have rendered the Association's current helmets outdated and therefore not providing the very best safety protection for participants. The Association has recently had the helmets tested and approximately half have passed certification and therefore have at least 1 more season of usefulness remaining. Therefore, it was agreed by the Association and City staff to recommend funding the purchase or half the replacement helmets in F.Y. 07 -08 and the remaining replacement helmets in F.Y. 08- 09. I trust you will exercise your authority properly and we will all support the decision of the council. The future of our children and youth success in life is our primary mission. Our $20,000.00 donation request, if granted will assist us in our support to our children. Per the request of council, I have provided a breakdown showing what our forecasted expenditure will be for 2007, incorporating some of our annual standard operating cost into the totals. Items listed in blue are new line items; football helmets for health and safety reasons as well as maintenance cost which is required to extend the life of equipment in our concession stand. Currently they run a Pop Warner football league and a group of cheerleaders. ➢ They serve Residents from Rosemead, Monterey Park, San Gabriel, and Montebello. The ages range from 6 to 14 yrs for cheerleaders and 6 to 13 yrs for football ➢ Rebel's home field is The Jess Gonzales Sports Complex. This field was name after the founder of the Rosemead Rebels. Jess passed away April 16, 2005 It is located at 8471 Klingerman Avenue in Rosemead. The field is adjacent to Temple Intermediate and Sanchez school and is actually owed by the Garvey School District. The city has a contract with the district that says we operate the Complex from 2:15pm to close (which is about 10:00pm) Monday through Friday and all day Saturday and Sunday. ➢ Two years ago the city put in a electronic scoreboard at the request of the organization.
