SUBJECT: RATIFY APPOINTMENT OF TRAFFIC COMMISSIONERS AND
PLANNING COMMISSIONERS
SUMMARY
The City Council interviewed candidates for the Traffic Commission on May 8, 2007.
Following the interviews, the Council announced the appointment of three
commissioners: Holly Knapp, Ronald Gay, and Janet Chin.
Interviews for new Planning Commissioners were held on May 14, 2007. The City
Council appointed five commissioners as a result of those interviews: Allan K. Vuu,
Larry Bevington, Daniel Lopez, Todd Kunioka, and Truong Cam.
Based on the City's Municipal Code (Attachment A), Section 2.28.020 Members-
Terms-Vacancies (Planning Commission), members of the Planning Commission
shall have a term of office of two years, from the date of appointment. Section 2.32.040
Term - (Traffic Commission), voting members of the Traffic Commission shall serve for
terms of two years.
These appointments need to be ratified in an open meeting of the City Council.
Staff Recommendation
Staff recommends that the City Council appoint the following three individuals to the
Traffic Commission for two year terms effective May 8, 2007: Holly Knapp, Ronald Gay,
and Janet Chin, and the following five individuals to the Planning Commission for two
year terms effective May 14, 2007: Allan K. Vuu, Larry Bevington, Daniel Lopez, Todd
Kunioka, and Truong Cam.
ANALYSIS
The City Council conducted interviews on May 8, 2007 of five residents that expressed
interest in serving on the Traffic Commission. At the conclusion of the interviews, the
Mayor announced that the Council wished to appoint Holly Knapp, Ronald Gay, and
Janet Chin to the Traffic Commission.

Interviews of twelve residents that expressed interest in serving on the Planning
Commission were conducted on May 14, 2007. The Mayor announced that the Council
wished to appoint Allan K. Vuu, Larry Bevington, Daniel Lopez, Todd Kunioka, and
Truong Cam to the Planning Commission; however this action was not taken at a city
council meeting; therefore, the official act ratifying the appointments was never
recorded. By taking this action, the appointments will be on the public record.
Councilmember Taylor submitted notes of the motions made and voted on at the Traffic
Commission Interviews held on May 8, 2007. He further submitted his audio copy of the
Planning Commission Interviews held on May 14, 2007.

There are no fiscal impacts associated with this action.

The City Attorney has reviewed this proposed action.

Chapter 2.28 PLANNING COMMISSION
2.28.020 Members--Terms-- Vacancies.
The Planning Commission shall consist of five members, each of whom shall be appointed
by the Mayor with the consent of the majority of the members of the City Council and
otherwise in accordance with the applicable state law. An appointed member of the
Planning Commission may be removed at any time by the Mayor, with the approval of the
Council, or by a majority vote of the City Council. Each member of the Planning Commission
other than the Commissioners first appointed shall have a term of office of two years, from
the date of appointment. Should any vacancy exist on the Planning Commission, otherwise
than by expiration of term, such vacancy shall be filled by appointment for the unexpired
portion of the term. (Prior code § 2501)

2.32.040 Term.
The voting members of the Commission shall serve for terms of two years which shall be
staggered so that one member's term shall expire in each of three years and two members'
terms shall expire in the fourth year. If vacancies shall occur other than expiration of term,
they shall be appointed for the unexpired portion of the term. The term of the ex-officio
members shall correspond to their respective tenure of office. (Prior code § 2573)
