SUBJECT: PUBLIC SAFETY SERVICES DEPARTMENT OVERVIEW
SUMMARY
In December of 2006, the City began the process of coordinating the new Public Safety
Services Department in an effort to consolidate vital City functions under the direction of
one Department Head level position. That effort has resulted in the revamping of the
public safety center which is now home to the City's code enforcement, parking
enforcement, graffiti abatement, animal control, and law enforcement services.
Over the past several months, the newly constituted department has made an extremely
significant, noticeable, and positive impact on graffiti vandalism, dirty bus stops, discarded
bulky items & shopping carts, and transients loitering on City sidewalks and bus benches.
The department also identified and has begun addressing issues related to nuisance dog
problems and underperforming law enforcement positions.
Staff Recommendation
Staff recommends that the City Council receive and file this report.
ANALYSIS
As the new Public Safety Services Department has become further organized, the staff
and I have been working to further solidify the reorganization of the Public Safety Services
Department operation. This reorganization includes all aspects of the City's public safety
services, graffiti abatement, and public safety contract services.
This reorganization has resulted in a variety of interdependent public safety services being
placed under the authority of the Public Safety Services Director and has resulted in an
expanded use of our public safety center and has also enhanced the effectiveness and
efficiency of our contract services and public safety related services.
The attached Public Safety Department organizational chart illustrates the present and
future organization of contract services and public services (Attachment A). The following
is an outline of the attached flow chart of present and future services and programs.

Conclusion
The new organization of the City's public safety programs is designed to produce the most
responsive public safety services possible. Staff will continue to publicize the Public
Safety Center so that residents will be able to contact the facility for their concerns,
questions, and complaints with respect to any of the services discussed.
The Pubic Safety Services Director is responsible for insuring insure that the Public Safety
Services Department staff and the City's contract staff are providing the best possible
services to meet the needs of the community. Through this organization and a variety of
special public safety programs, the City will be able to make changes that will ensure that
Rosemead residents and businesses enjoy a cleaner and safer environment. Of course,
as the department continues to evolve, staff will continue to analyze the best way in which
to organize the operation to provide the best service possible to the community.
