SUMMARY
On June 26, 2007, the City Council directed the City Attorney to prepare and distribute an RFQ in
search of a new construction management firm. Based on that direction, the City Attorney drafted
and sent out such a document and the City received responses from the following two firms:

■ Del Terra (Attachment B)
On August 14, 2007, the City Council requested that interviews and possible selection of a firm be
placed on the agenda of our August 28, 2007 meeting.
Staff Recommendation
Staff recommends that the City Council interview both firms and provide additional direction.

Mr. Rodriguez has more than 22 years experience in the construction industry and has
managed a wide variety of construction projects. As Vice President of Operations, he is
responsible for project management and construction management, with emphasis on total

Raised over one million in annual fundraising, developed mutually beneficial partnerships with
corporate, private, community and elected officials. Assisted the President and CEO of the
corporation in organizing and directing a marketing strategy to increase the foundations' visibility
and financial support. Responsible for overseeing a staff of 21 and orchestrate staff alignment
with foundation's strategic plan and performance standards.
WEINGART EAST LOS ANGELES YMCA- Executive Director
Provided leadership to over 56 full and part-time staff that were delivering programs in child
care, fitness, recreation and education. Managed a full fitness facility by maintaining
maintenance and maximizing occupancy usage. Involved 13,000 paid members in fitness,
recreational, and educational programs. Reported to an active board of 42 corporate and
community leaders implementing fund raising strategies, strategic planning community
collaborations and board development. Over saw the construction of a new 30,000 square foot
YMCA facility. Developed and managed a branch budget annually that would consist of fund
raising dollars, membership and program fees and all other grants totaling over two million in
