SUMMARY
Attached for your consideration is information regarding the National League of Cities
Congress of Cities & Expo, New Orleans, November 13-17, 2007.
Staff Recommendation
Staff recommends that the City Council authorize any Council Member, the City
Attorney, the City Manager, or a staff designee to attend the event at City expense.
ANALYSIS
Conference sessions will include: Understanding GASB; Selling Public Assets; Regional
Water Management; Youth Violence & Gang Prevention; Water Infrastructure;
Affordable Housing; and Revitalizing Your Downtown.
FINANCIAL REVIEW
Expenses for this conference is included in the 2007-08 Budget.

New Orleans has learned a great deal about how to prepare for and prevent future disasters
from happening. The city has developed a unique and informative set of mobile workshops that
are designed to showcase the wealth of knowledge acquired as a result of the Katrina disaster.
These workshops are a comprehensive set of "lessons learned" and will be of great value to any
local official who has been or will be called upon to lead in a disaster.
A City Being Reborn:
Targeted Recovery Zones in Progress
Visit one of 17 Targeted Recovery Zones and
see the various stages of reclaiming the land for
building. See areas that are devastated, cleared,
and rebuilt on this fascinating tour.
I If You Re-Build It, They Will Come:
Tourism & Conventions
Learn how the New Orleans Conventions and
Visitors Bureau are luring tourists back to the
city to restore the city's economy.
I Heal on Wheels: Health Dept. Mobile Clinics
Tour a mobile health clinic and learn how, in
the wake of Katrina, medical supplies and care
are being given to the citizens of New Orleans.
I Taking a Bite out of Crime:
New Orleans Police Department
See how the city is ensuring the safety of its
citizens by using new techniques such as Crime
Cameras, Community Policing, Fast Track

Water Board-Pumping Station Operations
During Katrina, water pumping stations were
overwhelmed trying to keep up with the rain,
storm serge, and the levee breaks. See how the
city is increasing its pumping station capacity
to keep the city dry in future water events.

Levee Protection Projects
Learn how the Corps of Engineers has repaired and
is developing ways to ensure the levees hold in
the future. Also learn what the Louisiana Coastal
Restoration program is doing to combat coast line

Preserving the Past--Reclaiming for the Future
Learn how to revitalize the inner city by con-
verting historic buildings into apartments and
hotels. Visit a historic cotton mill converted to
apartments and condos; a historic can factory
converted to apartments; and an office build-
ing changed into a hotel.
Mobilizing Volunteers To Create
Community-A Trip to the City of Gretna
Visit historic Gretna where delegates will learn
about the farmers market, Art Walk, and
Heritage Festival created and run by an all
volunteer corps and learn what it takes to
build a volunteer corps and reestablish a
sense of community after a crisis.

This year's spouse and guest tours offer unique insight into not only the culture of
New Orleans, but also the post-Katrina rebuilding process. For more information and

Devastation & Hope Tour
Travel through neighborhoods such as Lakeview, Gentilly, New Orleans
East and the Ninth Ward and see how Hurricane Katrina devastated
these neighborhoods and witness first hand the hope these neighbor-
hoods have for rebuilding.

Night on the Town
Join us for a Night on the Town on Friday night during the confer
ence. This event will give delegates a chance to experience the Nev, Orleans arts and museum district to take in one of a kind art gallene
and museum. Participating businesses will offer special discounts to
NLC delegates and guests. You can grab dinner on your own at one 21
of the many neighborhood restaurants; reservations are always recommended. New Orleans
has a lively visual arts scene centered on the contemporary art galleries of Julia Street and
the renowned Ogden Museum of Southern Art. The gallery owners will extend their hours
for NLC delegates that night so that everyone can experience the arts district and enjoy
restaurants like the original Emeril's. Shuttle busing will be provided.
Host City Closing Event
The City of New Orleans and the state of Louisiana know how to throw a world class
party. Come to Festival Louisiana and enjoy the music, food, and fellowship in the
style that only Louisianans can provide. During Legendary Louisiana festivals, includ-
ing New Orleans Jazz & Heritage and Essence Festivals, and
Lafayette's Festival International de Louisiane, visitors come from
around the world to sample the best in Creole and Cajun regional
cuisine and to hear world renowned local musicians. You'll have
the chance to experience the flavor of all of these festivals and
more, all under one roof. Laissez les bon temps router! (Let the
good times roll!)
An Opportunity to Give Back
Delegates will have a chance to leave NLC's mark on the
continuing recovery process by participating in several
community service opportunities. Confirmed plans
include construction of a playground from start to finish
on Friday, November 16, in partnership with KaBOOM!
Children who will be served by the new playground will
participate in a design session in September to ensure
that the NLC-built playground fulfills their dreams.
In addition, NLC will join again with Habitat for
Humanity to contribute to rebuilding the New Orleans
affordable housing stock. Building opportunities will
be offered on Thursday and Friday. Be sure to bring com-
fortable clothes for working outside-rain or shine-
including jeans, sweatshirts, and comfortable closed
toe shoes.
