Staff Recommendation Staff recommends that the City Council authorize any Council Member, the City Attorney, the City Manager, or a staff designee to attend the event at City expense. ANALYSIS Conference sessions will include: Understanding GASB; Selling Public Assets; Regional Water Management; Youth Violence & Gang Prevention; Water Infrastructure; Affordable Housing; and Revitalizing Your Downtown. The city has developed a unique and informative set of mobile workshops that are designed to showcase the wealth of knowledge acquired as a result of the Katrina disaster. These workshops are a comprehensive set of "lessons learned" and will be of great value to any local official who has been or will be called upon to lead in a disaster. A City Being Reborn: Targeted Recovery Zones in Progress Visit one of 17 Targeted Recovery Zones and see the various stages of reclaiming the land for building. See areas that are devastated, cleared, and rebuilt on this fascinating tour. I If You Re-Build It, They Will Come: Tourism & Conventions Learn how the New Orleans Conventions and Visitors Bureau are luring tourists back to the city to restore the city's economy. I Heal on Wheels: Health Dept. Mobile Clinics Tour a mobile health clinic and learn how, in the wake of Katrina, medical supplies and care are being given to the citizens of New Orleans. I Taking a Bite out of Crime: New Orleans Police Department See how the city is ensuring the safety of its citizens by using new techniques such as Crime Cameras, Community Policing, Fast Track Processing of Offenders, Multi Parish/Multi Agency Cooperation and much more. ' Keeping it High and Dry: Sewerage & Water Board-Pumping Station Operations During Katrina, water pumping stations were overwhelmed trying to keep up with the rain, storm serge, and the levee breaks. New Orleans has a lively visual arts scene centered on the contemporary art galleries of Julia Street and the renowned Ogden Museum of Southern Art. The gallery owners will extend their hours for NLC delegates that night so that everyone can experience the arts district and enjoy restaurants like the original Emeril's. Shuttle busing will be provided. Host City Closing Event The City of New Orleans and the state of Louisiana know how to throw a world class party. Come to Festival Louisiana and enjoy the music, food, and fellowship in the style that only Louisianans can provide. During Legendary Louisiana festivals, includ- ing New Orleans Jazz & Heritage and Essence Festivals, and Lafayette's Festival International de Louisiane, visitors come from around the world to sample the best in Creole and Cajun regional cuisine and to hear world renowned local musicians. An Opportunity to Give Back Delegates will have a chance to leave NLC's mark on the continuing recovery process by participating in several community service opportunities. Confirmed plans include construction of a playground from start to finish on Friday, November 16, in partnership with KaBOOM! Children who will be served by the new playground will participate in a design session in September to ensure that the NLC-built playground fulfills their dreams. In addition, NLC will join again with Habitat for Humanity to contribute to rebuilding the New Orleans affordable housing stock. Building opportunities will be offered on Thursday and Friday. Be sure to bring com- fortable clothes for working outside-rain or shine- including jeans, sweatshirts, and comfortable closed toe shoes.
