CHI, CITY MANAGER DATE: OCTOBER 9, 2007 SUBJECT: LETTER REGARDING PROPERTY MAINTENANCE ORDINANCE SUMMARY On September 251h, a study session was held to discuss elements of a new Property Maintenance Ordinance in an effort to enhance the City's existing Code Enforcement Program. Based on the feedback received from the City Council, staff was directed to draft a letter for distribution to the entire community regarding this new proposed regulation. In order to finalize the mailing of a letter regarding this matter that the entire City Council agrees upon, staff has drafted a correspondence for consideration (Attachment A). Staff Recommendation Staff recommends that the City Council approve the draft letter regarding the proposed Property Maintenance Ordinance for distribution to the entire community. Attachment A: Draft Letter Regarding Proposed Property Maintenance Ordinance APPROVED FOR CITY COUNCIL AGENDA: 0 • 0 0 ATTACHMENT A Dear Rosemead Resident: On September 25, 2007, the City Council held a study session to discuss a proposed Property Maintenance Ordinance which would allow for a more proactive Code Enforcement operation. The study session was an opportunity for the City Council and the public to interact in an effort to provide input regarding the proposed ordinance. The City has heard from residents indicating a need to do a better job of cleaning Rosemead. The proposed ordinance was drafted in a way that would allow the City to be more proactive in enhancing the visual appeal of neighborhoods for both residents and visitors. Understandably, this proposed ordinance raises valid concerns regarding enforcement procedures. The document is currently in the process of being updated for further review and will incorporate many of the suggestions and ideas discussed at the September 25Th study session. Ultimately, the proposed Property Maintenance Ordinance will be crafted and presented to the City Council in a format which will allow the City to promote the maintenance of properties to enhance the appearance of unkempt homes. The overwhelming majority of Rosemead residents do an outstanding job of maintaining their property. The proposed ordinance is intended to give the City the tools to address those properties which become substandard. Although we have conducted a study session regarding this issue, we will be having continued discussions regarding the proposed Property Maintenance Ordinance at our City Council meeting on Tuesday, October 23`d.
