CC - Item 4L - City Council Chambers Buildings Modifications Rejection of All Bids• 6 M E S • ROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: OLIVER CHI, CITY MANAGER DATE: NOVEMBER 20, 2007 SUBJECT: CITY COUNCIL CHAMBERS BUILDING MODIFICATIONS - REJECTION OF ALL BIDS SUMMARY As part of the City's Fiscal Year 2007-08 Capital Improvement Budget, the City Council approved a project to renovate the City Council Chambers. This project will include modernization work, upgraded access for disabled persons, and improved audio visual technical equipment. On October 31, 2007, bids were received and reviewed for the project. Staff Recommendation Staff recommends that the City Council: Reject all bids. 2. Request the architect to revise the plans and specifications as needed 3. Direct staff to advertise the revised project for bid. These upgrades will give the council chambers a needed facelift and provide residents with a more user-friendly venue. Plans and specifications for the renovation work were prepared by Onyx Architects. Upon reviewing the bid proposals submitted, staff found several irregularities in six of the ten proposals received. Some of the irregularities included: • Failure to meet requirements outlined in the City's standard construction documents for public works projects • Failure to acknowledge receipt of bid forms • Failure to provide complete lists of subcontractors • Failure to acknowledge receipt of bid addenda documents With such a high frequency of irregularities, it shows confusion in the architect's bid plans and the potential for contract change orders if a contract is awarded. Project change orders commonly cause cost overruns and project delays. Rebidding this project will allow staff and the architect to clarify questions regarding the project's design. In accordance with City Municipal Code (RMC 3.24.100) and the contract bid documents reviewed by each contractor, the City Council/Agency reserves the right to reject any or all proposal and readvertise bids. Upon rejection of bids, staff will meet with the architect to revise the plans and specifications and readvertise the project. Staff estimates that the revised plans and recommended bidder will be presented to the City Council in January 2008. FINANCIAL REVIEW Funding for this project is provided for in the City's approved FY 2007-08 Capital Improvement Program Budget. 0 0 City Council Meeting November 20, 2007 Page 3 of 3 ENVIRONMENTAL REVIEW The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (a) of the CEQA Implementing Guidelines. This exemption covers building alterations involving partitions, plumbing, electrical, etc. LEGAL REVIEW This staff report has been reviewed and approved by the City Attorney.
