FROM: OLIVER CHI, CITY MANAGER DATE: NOVEMBER 20, 2007 SUBJECT: STOP SIGN AND CROSSWALK ON JACKSON AVENUE AT WHITMORE STREET SUMMARY At the October 9, 2007 City Council meeting, the Council approved a plan for the installation of stop signs and a crosswalk at Jackson Avenue and Whitmore Street and directed staff to carry out the installation. The traffic controls were installed on October 30, 2007. However, Mr. Andy Loi, who resides at 3120 Jackson Avenue, has expressed his concerns that the new stop sign installed immediately north of his driveway has created an unsafe condition for his family. Staff Recommendation Staff requests the City Council's guidance with regards to Mr. Loi's concerns. ANALYSIS The Traffic Commission received a petition requesting the installation of a crosswalk on Jackson Avenue at Whitmore Street. The petition indicated that students from the Head-Start and State Preschool on the Emerson Elementary School campus cross at this intersection. In addition, parents drop-off/pick-up their students in the vicinity of Jackson Avenue and Whitmore Street. The petition also indicated that vehicles traveling on Jackson Avenue do not stop for pedestrians accessing the school. At the July 5, 2007 Traffic Commission meeting, the Commission approved the installation of a crosswalk and appropriate signage and to further study the intersection when school is back in session. At the September 25, 2007 City Council meeting, the Council concurred there was a need for additional traffic control at the intersection and approved the installation of both a stop sign and crosswalk on Jackson Avenue at Whitmore Street. On October 9, 2007, the City Council directed staff to install the traffic controls per the approved plan (Attachment "A"). The work was completed on October 30, 2007. In a letter from Mr. Andy Loi dated October 31, 2007 (Attachment "B"), Mr. Loi expressed his difficulties and safety concerns regarding the new stop sign installed in front of his home. Staff met with Mr. Loi and his family to discuss this matter. The following viable options are available: • Install a "Do Not Block Driveway" sign on a street light post immediately south of Mr. Loi's driveway to provide relief from the cars backing up in front of the driveway, and facilitate Mr. Loi's access into and out of the driveway. • Remove the new stop signs, while leaving the new crosswalk. • Remove the traffic controls completely which would include the new crosswalk. Valley Blvd. Rosemead, CA 91770 RE: The "STOP" Sign on Jackson Avenue and Whitmore Avenue. To Whom It May Concern: Dear Sir/Madam: My family and I have been good residents in Rosemead for many years. The care and service that we receive from Rosemead City are wonderful. However, on October 30. 2007, a "STOP" sign was created by a road worker that completely blocked our driveway, and has caused unsafe, difficulties and stress to us. First of all, this is the only drive way exit we have. The "STOP" sign that is in front of our driveway is making veilf difficult to drive safely in and out to our house at any time. Second, the "STOP" sign in front of our driveway is not safe for children. Third, it may cause extremely inconvenience during emergency. To prevent accident happening in the future, we hope that you remove the "STOP" sign that is in front of our driveway as soon as possible. Enclosed you will find pictures that show how difficult and unsafe it is for us to drive because of the "STOP" sign that is blocked right in front of our driveway. We hope that you will take this letter seriously and solve this problem immediately.
