Staff Recommendation Staff recommends that the City Council authorize the attendance of any Council Member, the City Manager and staff designee. ANALYSIS Conference sessions will include: Policy Role in Land Use Planning; Relationship between City Council and City Manager/Staff; Practical Ethics and the Law; Dealing and Succeeding with the Media; and Financial Responsibilities.
