The business owner claimed that some vehicles park in front of his business all day and thus parking for his customers is not available. Upon investigating this matter, staff recommended denying the business owner's request as there is a shared parking lot on the north side of his building. The attached Traffic Commission staff report provides a detailed analysis of the site. After taking public comment on this matter, the Traffic Commission recommended installing 40 feet of green curb, with a 20-minute limit, flanked by 8 feet of red curb as shown on the attached exhibit. RECOMMENDATION Approve the Traffic Commission's recommendation to install green (20-minute time limit) and red curb in front of 2525 San Gabriel Boulevard. Attachment • Staff Report Rosemead Traffic Commission TO: HONORABLE CHAIRMAN AND MEMBERS ROSEMEAD TRAFFIC COMMISSSION FROM: JOANNE ITAGAKI, TRAFFIC ENGINEERING DEPUTY DATE: December 28, 2005 RE: Request to Install Time Limit Parking at 2525 San Gabriel Boulevard REQUEST Mr. Cesar Santos, owner of Casa De Liquor at 2525 San Gabriel Boulevard, has requested time limit parking as his business (letter attached). Mr. Santos indicates that some vehicles park in front of his business all day and his customers cannot be accommodated. Casa De Liquor is located on the northwest corner of San Gabriel Boulevard and Garvalia Avenue. The front door is located on San Gabriel Boulevard. There is a shared parking lot for Casa De Liquor and Long's Auto Sound to the north of the building. The shared parking lot has 6 parking stalls and 1 handicap-parking stall. It is a one-way access parking lot with incoming access on San Gabriel Boulevard and exiting access on Garvalia Avenue. There are signs in the parking lot identifying customer parking for Casa De Liquor and Long's Auto Sound. Based on the location of the signs, it appears that parking spaces immediately north of Casa De Liquor are designated for their customers. Those spaces on the north property line are designated for Long's Auto Sound customers. Exhibit A depicts the general conditions surrounding 2525 San Gabriel Boulevard. Pictures of the subject property will be available at the Traffic Commission meeting. DATA The reported collision history in the vicinity of 2525 San Gabriel Boulevard was reviewed for the period from January 1, 2002 to the present. There were 3 reported collisions occurring at the intersection of San Gabriel Boulevard and Garvalia Avenue. None of these reported collisions appear to be associated with parking along the west curb line of San Gabriel Boulevard. Exhibit B summarizes the reported collisions. • 0 January 12, 2006 Traffic Commission Meeting Request to Install Time Limit Parking at 2525 San Gabriel Boulevard Page 2 of 2 DISCUSSION Field observations were made of 2525 San Gabriel Boulevard during the afternoon hours. During this time, on street parking was available for customers of the subject property. Most vehicles parked for a limited time, entered the store and then drove away. There were also 3 vehicles parked in the parking lot leaving 4 open spaces. North of 2525 San Gabriel Boulevard there appears to be auto repair shops. These shops do not appear to have sufficient on-site parking for customers. This may lead to vehicles parking for long periods on San Gabriel Boulevard. City staff has encountered similar concerns with long term on street parking at other auto repair shop locations. There may be times when the on street parking in front of 2525 San Gabriel Boulevard is occupied. However, this business has a parking lot that can accommodate its customers and there is ample on street parking on Garvalia Avenue. The parking lot may not be as convenient as on street parking but it still offers customers a parking location. RECOMMENDATION Based on field observations change recommended for on Boulevard. ROLL CALL Present: Chairman Quintanilla, Vice-Chairperson Matsdorf and Commissioner Knapp Absent: None Pledge of Allegiance: Commissioner Matsdorf Invocation: Commissioner Knapp I. APPROVAL OF MINUTES - November 3, 2005 & December 1, 2005 It was moved by Commissioner Matsdorf, seconded by Commissioner Knapp, and carried unanimously to approve the minutes for November 3, 2005 and December 1, 2005. II. ORAL COMMUNICATIONS FROM THE AUDIENCE Speaking before the Commission was: Jesse Wong 3420 Brighton Street Rosemead, California 91770 Mr. Wong stated that on Del Mar and Hellman Avenue at the Del Sol Flowers, cars are parking too close to the corner and causing visibility problems. Deputy Traffic Engineer Itagaki stated that she will look into it. III. OLD BUSINESS - None • DRAFT IV. NEW BUSINESS A. REQUEST TO INSTALL TIME LIMIT PARKING AT 2525 SAN GABRIEL BOULEVARD - CASA DE LIQUOR Deputy Traffic Engineer Itagaki presented the staff report. RECOMMENDATION: Based on field observations and the availability of a parking lot, there is no change recommended for on-street parking restrictions at 2525 San Gabriel Boulevard. Speaking before the Commission was: Cesar Santos, Owner Casa de Liquor 2525 San Gabriel Boulevard Rosemead, California 91770 Mr. Santos stated that this problem occurs mostly on Friday during street sweeping hours. In addition, the auto shop sometimes leaves a car parked there for a long period of time. Deputy Traffic Engineer Itagaki inquired about how their parking lot was working for him. Mr. Santos stated that their parking lot is not working for them at all. Deputy Traffic Engineer Itagaki referenced to Exhibit "A", which shows 40 feet of green curb with 8 feet on either end. It was moved by Commissioner Knapp, seconded by Commissioner Matsdorf, and carried unanimously to deny the Traffic Engineer's recommendation and to install 40 feet of green curb with 8 feet on either side, with time limit (green curb) 20 minutes/ 24 hours a day. Commissioner Knapp informed Mr. Santos that this item will go before the City Council and he is encouraged to attend, as they make the final decision. 0 DRAFT B. REQUEST TO INSTALL RED CURB AT DRIVEWAYS OF MUSCATEL MIDDLE SCHOOL ON LAWRENCE AVENUE Deputy Traffic Engineer Itagaki presented the staff report. RECOMMENDATION: Based on the recommendation of the Fire Marshall, the installation of red curb at the driveways on Lawrence Avenue to Muscatel Middle School is recommended. It was moved by Commissioner Knapp, seconded by Chairman Quintanilla to approve the Traffic Engineer's recommendation. Commissioner Matsdorf abstained her vote because of her employment with the school district. V. STAFF REPORTS The Sheriff's representative stated that the Sheriff's Department has received a Grant for two (2) DUI Cars. They will be used in South El Monte and in Rosemead in March. VI. COMMISSIONER REPORTS Commissioner Matsdorf thanked staff for their hard work. Commissioner Knapp asked about the parking lot on Marshall at the Church. She was inquiring if we could contact them and ask them to post a "No Left Turn" or "Right Turn Only" sign, coming out of the driveway onto Marshall. Deputy Traffic Engineer Itagaki made the Commission aware that the Church is in the planning process to do some changes and will bring it before the Commission once the traffic study is complete. Chairman Quintanilla asked how often the sensors on the traffic signals are checked, because the signal at Valley and Ivar seems to stay on too long. Deputy Traffic Engineer Itagaki stated that preventative maintenance is done monthly, and she will have the signal at Valley and Ivar checked. 0 VII.
