RE: APPROVAL OF PLANS AND SPECIFICATIONS AND
AUTHORIZATION TO SEEK BIDS FOR ASPHALT
CONCRETE OVERLAY ON VARIOUS STREETS
Attached, for the City consideration for approval and authorization to advertise for bids, are
the plans and specifications for the subject project. The project includes an Asphalt-rubber
overlay on various City streets, as shown in Exhibit "A", as well as miscellaneous concrete
repairs and installation of handicapped access ramps in compliance with the Americans
with Disabilities Act (ADA) where needed.
The proposed schedule for construction is as follows:

Complete Work

The specifications have been reviewed and are acceptable to the City Engineer.
Construction of the project is currently funded by Gas Tax funds. The Engineer's estimate
for construction based on current material costs is $665,395.00.
At the time the project was first proposed, the estimated construction cost was
$375,000.00. The construction cost increase is due to the extraordinary increase in
material costs due to high oil prices, natural disasters and foreign demand.
Insufficient funds exist in unappropriated Gas Tax reserves to fund the entire project as
originally proposed. Therefore, it is recommended that only a limited number of streets be
overlayed at this time. Thus, the project will be bid as a whole, but with the priority streets
comprising a base bid upon which the project will be awarded. If funds are available based
upon the unit prices bid additional streets can be added to the project. The streets
comprising the base bid are listed in Exhibit "A".

RECOMMENDATION
•
It is recommended that the City Council approve the plans and specifications and authorize
advertisement for bids by the City Clerk.

The following streets will be overlayed as part of this project and will comprise the base
bid:
• Darlow Avenue (Lower Azusa Road to Evansport Drive)
• DeAdalena Street (Rio Hondo Avenue to Ellis Lane)
• Dubonnet Avenue (Zerelda Street to North End)
• Evansport Drive (Darlow Avenue to Lower Azusa Road)
• Lashbrook Avenue (Olney Street to North End)
• Walnut Grove Avenue (Southbound Lane; 1-10/Hellman)
• Zerelda Street (Bartlett Avenue to Muscatel Avenue)
One or more of the following streets will be added to the project depending on available
funds:
• Arnie (Dubonnet Avenue to West End)
• Bartlett Avenue (Marshall Street to North End)
• Blue Circle (Walnut Grove Avenue to East End)
• DeAdalena Street (Bartlett Avenue to West End)
• Dubonnet Avenue (Loftus Drive to Marshall Street)
