RE: ENGINEERING PROPOSAL FOR CONCRETE REPAIRS AT VARIOUS
LOCATIONS
Attached for your consideration is an engineering proposal from Willdan for preliminary and
final engineering design, design and construction survey, utility coordination, monument
restoration, construction observation, and contract administration services for the concrete
repairs project at various locations throughout the City of Rosemead.
The project includes removal and reconstruction of existing damaged and uplifted concrete
sidewalk, curb and gutter, and drive approaches, as well as replacement of parkway trees
with root control barriers, if it is determined that uplifting is a result of the tree. The
locations for concrete repairs will be selected based on highest priority among streets that
are not identified for near-future street pavement upgrading. Locations where citizen
requests have been verified as needing concrete repairs as well as the Los Angeles
County's maintenance list will also be included in this project.
Also included in this project will be the construction of sidewalk on the south side of Pitkin
Avenue west of Encinita Avenue to serve school children. The new sidewalk will lie in front
of 9206 and 9216 Pitkin Avenue and along the side yard frontage of 4434 Encinita Avenue.
The total construction cost for this project is estimated to be $155,000. The proposed
project is currently programmed in the City's budget and utilizes SB 821 Sidewalk Grant
and Gas Tax funds. Construction of the project is anticipated to begin in the summer of
2006.

It is recommended that the Rosemead City Council:
1. Approve the attached engineering proposal.
2. Direct staff to begin the preparation of the necessary plans and specifications.

Subject: Proposal for Professional Engineering Services for
Concrete Repairs at Various Locations
Dear Mr. Crowe:
As requested, we are pleased to be given the opportunity to submit this proposal to provide
preliminary and final engineering design, design and construction survey, utility
coordination, monument restoration, construction observation, and contract administration
services for the concrete repairs project.
The project includes removal and reconstruction of existing damaged and uplifted concrete
sidewalk, curb and gutter, and drive approaches, as well as replacement of parkway trees
with root control barriers, if it is determined that uplifting is a result of the tree. The
locations for concrete repairs will be selected based on highest priority among streets that
are not identified for near-future street pavement upgrading. Locations where citizen
requests have been verified as needing concrete repairs as well as the Los Angeles

We propose to provide the following basic services for the project:
Design Survey
1. Provide locations of repairs by address.
2. Provide existing topographic features at locations of concrete repairs.
3. Provide length of curb and gutter to be removed and replaced.
4. Provide area of sidewalk and drive approach to be removed and replaced.
5. Provide area of street pavement to be removed and replaced along curb, gutter, and
drive approach.
6. Provide locations of parkway trees to be removed and replaced.

Preliminary Design
•
Confer with City staff to review, in full detail, the requirements for the project.
Review available information and data assembled by City staff.
Review compiled data.
3. Prepare a schedule of concrete repair locations.
4. Determine drainage correction requirements.
5. Review concrete repair locations for possible tree removal.
6. Develop preliminary cost estimates for construction.
Submit preliminary concrete repairs schedule to all affected agencies and utility
companies for review.
Final Design Phase
Prepare detailed final schedule and attend coordination meetings, as necessary,
with City personnel at various times during the design phase to obtain additional
input and review work.
2. Prepare specifications and contract documents to conform to applicable
requirements of the City of Rosemead.
3. Prepare final project cost estimates.
Utility Coordination
Submit copies of final concrete repairs schedule to all affected utilities and agencies.
2. Send notification to affected utility companies, other agencies, contractor, and City
staff, and attend and coordinate the preconstruction conference.
Monument Restoration
Tie out any monuments (public or private) to be destroyed by construction and file
corner record with County.
2. Reset destroyed monuments and file comer record with County.

Construction Survey
1. Mark the areas of various types of concrete repairs with paint.
2. Mark with paint the trees to be removed.
Contract Administration
1. Provide the City with 20 sets of final specifications for bidding.
2. Assist the City in securing bids and awarding project.
3. Attend preconstruction conference and prepare minutes.
4. Provide contract administration for proper enforcement of the contract plans and
specifications.
5. Provide engineering support, as needed, to make as-built revisions to the original
concrete repairs schedule.
6. Provide the necessary consulting services required to coordinate the efforts between
the City and contractor.
7. Review and approve progress payment requests.
8. Answer inquiries and complaints for the City relating to the project.
Construction Observation
1. Provide daily construction observation during the construction period.
2. Provide the necessary weekly, monthly, and final reports as needed.
3. Provide copies of daily construction observation reports on a weekly basis, if
requested.
4. Provide necessary coordination with other agencies to provide final inspection of the
project.
5. Perform as-built corrections on original concrete repairs schedule.
6. Provide report to City following final inspection stating that the project has been
completed, and provide necessary data for Agency acceptance of the project.

Total Proposed Fixed Fee

The total estimated construction cost for the project is $155,000. The construction contract
period is estimated to be 20-working days. The design fee is based on the fee curve
schedule from the American Society of Civil Engineers. The total fee, excluding utility
coordination and monument restoration is in conformance with that portion of the City's
agreement with Willdan which pertains to design engineering services. Compensation for
weekend inspection and inspection beyond the allocated working days of the construction
contract will be on time-and-materials basis.
