The first target area is bordered by Hellman Avenue on the north, Walnut Grove Boulevard on the east, Garvey Avenue on the south and San Gabriel Valley Boulevard on the west. The target area was conceived as an outgrowth of resident concern towards improving neighborhood conditions. At the adoption of the Community Development Block Grant (CDBG) proactive code enforcement area, Council stipulated that the program should be able to be replicated in additional low-to- moderate areas within the City. As part of the 2005-2010 Consolidated Plan, the City Council approved the adoption of an additional target area between 2005 and 2007. The City Council, in the FY 2005-2006 CDBG budget, has already approved funding for proactive code enforcement for one additional target area. Approval of Proposed Special Target Area 2, 2 • Based on input from citizens, staff and law enforcement, staff reviewed two (2) potential target areas, both located in low-to-moderate income areas within the City - Area A: bounded by Garvey on the north, Walnut Grove on the east, Klingerman on the south and San Gabriel Boulevard on the west, Area B: bounded by Garvey on the north, Del mar on the east, Graves on the south and New Avenue on the west. There are 387 lots in area A and 525 lots in area B. 87% of lots in Area A have surveyed code violations, compared to 80% in Area B. In addition, Area A has 8.5% more serious crime than Area B and 41% higher crime in less serious categories. There are 46% more crimes committed on a per lot basis in Area A and 42% more crimes involving narcotics, alcohol and arson. Based on the forgoing, staff recommends that the City Council approve Area A, bounded by Garvey Avenue on the north, Walnut Grove Avenue on the east, Klingerman on the south and San Gabriel Boulevard on the west as Target Area 2 and authorize staff to implement proactive code enforcement. Staff further recommends that Area B be considered as the next potential CDBG special target area.
