SUBJECT: AUTHORIZATION OF FUNDING FOR NEW CITY EMPLOYEE
SUMMARY
Over the past six months, a number of events have occurred to increase the workload in the
City Clerk's office, including the retirement of the previous City Clerk, federal mandates that
the City must follow in preparation for upcoming elections, and the possibility that a recall
election will take place sometime during 2006. As a result of this increase in work load, the
City entered into an agreement with Stivers Staffing Services to provide a temporary
employee for administrative support at a cost of $27.60 per hour.
After conducting a recent review of the City Clerk's office to better determine the staffing
needs that would be required to meet ongoing work priorities, it would be both prudent and
efficient for the City Council to consider terminating the current contract with Stivers Staffing
Services and instead hire one fulltime employee. Not only would such a move better
position the Clerk's office to address the increased workload, the City would also
experience some salary cost savings. It is anticipated that to hire a fulltime employee will
require a salary of between $19.04 and $23.00 per hour, an amount less than the $27.60
the City is currently paying to Stivers Staffing Services.
Staff Recommendation
Staff recommends that the City Council take the following action:
Authorize the City Manager or his designee to terminate the City's current contract
with Stivers Staffing Services for administrative support in the City Clerk's office.
2. Authorize the City Manager or his designee to hire a fulltime employee for the City
Clerk's office and appropriate an amount not to exceed $10,000 from available fund
balance to pay for the new position through the end of the current 2005-2006 fiscal
year.
3. Direct staff to include funding for this new position in the 2006-2007 budget.

ANALYSIS
Should the City Council take action to create this new position, the individual hired will
assist and support the activities of the City Clerk's office by maintaining official City
documents, compiling and recording information related to official municipal actions, assist
with the administration of City elections, and transcribe City Council / Community
Development Commission minutes.
FINANCIAL REVIEW
There are monies available in the general fund balance to appropriate for the purpose of
hiring a new employee for the City Clerk's office.
PUBLIC NOTICE PROCESS
This item has been noticed through the regular agenda notification process.
STAFF RECOMMENDATION
Staff recommends that the City Council take the following action:
1. Authorize the City Manager or his designee to terminate the City's current contract
with Stivers Staffing Services for administrative support in the City Clerk's office.
2. Authorize the City Manager or his designee to hire a fulltime employee for the City
Clerk's office and appropriate an amount not to exceed $10,000 from available fund

year.
3. Direct staff to include funding for this new position in the 2006-2007 budget.
ALTERNATIVES TO STAFF RECOMMENDATION
In addition to the staff recommendation, there are the following alternatives for the City
Council's consideration:
