LAZZARETTO, CITY MANAGE DATE: JUNE 27, 2006 SUBJECT: TRUCK PARKING RESTRICTIONS ON SAN GABRIEL BOULEVARD SUMMARY At the request of Los Angeles County Department of Public Works, the Rosemead Traffic Commission recommended restricting commercial vehicles weighing over 5 tons from parking on the west side of San Gabriel Boulevard between Towne Center Drive and the southern City limit. Staff Recommendation Staff recommends that the City recommendation to restrict commercial the west side of San Gabriel Boulevard City limit. Council approve the Traffic Commission's vehicles weighing over 5 tons from parking on between Towne Center Drive and the southern ANALYSIS Currently, the stretch of San Gabriel Boulevard between Towne Center Drive and the southern City limit is posted with a 2 -hour parking limit for commercial vehicles over 80 inches in width. The west side of San Gabriel Boulevard south of the Rosemead City limit in the City of Montebello is posted "No Stopping Any Time." On the east side of San Gabriel Boulevard, south of Towne Center Drive, which lies within unincorporated Los Angeles County jurisdiction, the posted parking restriction is "No Parking Anytime for Commercial Vehicles over 5 Tons." At the time of preparing the Traffic Commission staff report, a field observation made during afternoon hours found only one commercial vehicle (a 40 -foot semi tractor - trailer) parked on the west side of San Gabriel Boulevard immediately north of the Rosemead City limit. One commercial vehicle was parked on the west side of the street well south of Darlington Street. It was not readily apparent whether or not these commercial vehicles were conducting business in the area or on a layover. It has been noted that in the past, commercial vehicles have parked along the entire stretch of San Gabriel Boulevard from Towne Center Drive south to Rosemead Boulevard for no other apparent reason than to idle away time before moving on to their final destination. APPROVED FOR CITY COUNCIL AGENDA: '�n_ -' 0 City Council Meeting June 27, 2006 Page 2 of 2 To be consistent with the commercial vehicle parking restriction on the east side of San Gabriel Boulevard, it was recommended to the Traffic Commission that the parking restrictions posted on the west side of San Gabriel Boulevard between Towne Center Drive and the south City limit be changed to "No Parking Anytime for Commercial Vehicles over 5 Tons." Two citizens spoke on this matter. One was in support of the new parking restrictions and the other voiced concerns about abandoned cars in this area. ORAL COMMUNICATIONS FROM THE AUDIENCE Speaking before the Commission was: Helen Gunther 3654 Dubonnet Rosemead, California 91770 Ms. Gunther wanted to know how many traffic accidents have been logged on Marshall Street, in the last year. She presented the Commission with some pictures. RECOMMENDATION: To be consistent with the commercial vehicle parking restriction on the east side of San Gabriel Boulevard, it was recommended that the parking restrictions posted on the west side of San Gabriel Boulevard between Towne Center Drive and the south City limit be changed to "No Parking Anytime for Commercial Vehicles over 5 Tons".
