SUBJECT: AUTHORIZATION TO ATTEND 29th ANNUAL MMASC CONFERENCE
SUMMARY
Attached for your review is information regarding the 29th Annual Municipal
Management Association of Southern California Annual Conference set to take place
July 19-21 in Indian Wells.
Staff Recommendation
Staff recommends that the City Council authorize any Council Member, the City
Manager, the City Attorney, or staff designee to attend the 29th Annual MMASC
Conference at City expense.
ANALYSIS
Seminar sessions at the MMASC Conference will include a discussion on Public
Finance 101, Innovations in Local Government Legislation, Tales From Young City
Managers, and other related events.

O'hal is "Speed Networking"?
On Wednesday evening, the Executive Board will host a
Speed Networking event from 5:30pm - 7:30pm at the
Hyatt. This event will provide: you with an opportunity to
meet new- colleagues, hear about the exciting programs
they are implementing in their communities, and find out
what makes others so passionate about our profession.
Isn't it just handing out your business cards?
Speed Networking is about setting the foundation for
,building relationships. No one can succeed by working
alone or operating inside a vacuum. You need information
and support to succeed in an ever-changing environment.
Many of'the best netvorkers don't have a rolodex full of
business cards, but rather a key group of contacts they tap
into when they need it r Networking is much more, but
don't forget to bring your business cards too!
I don't like focusing conversations entirely on
work; can I still make contacts and network?
Absolutely! You can focus your networking efforts on
career aspirations, mutual friends in the profession, or you
talk about an additional degree you are pursuing. The goal
is to meet people from other agencies that you may not
otherwise get a chance to meet or share information with.
Won't people feel I'nr just using their?
If you only call on your network when you want some-
thing, then yes, they will get that, impression. But, if you
truly enjoy die other person and take the time to help them
when they need it and vice versa, there won't be a feeling
of being "used." So much of what we do is facilitated by
effective relationships. This event is a great way to culti-
vate those relationships, and make achieving your organi-
zation's goals that much easier!

Benefits of Attending
The MMASC Board is aware that policies vary from
agency to agency with respect to attendance at profes-
sional contcrenecs. The Board also understands that
agencies want to ensure that there is an organizational
benefit to sending stall' to a professional conference.
This year's Conference is designed to provide the oppor-
tunity for professional improvement' through training
and education, and to advance the profession of public
administration.
The Annual Conference is just one of many ways
MMASC seeks to educate its members. The three days
of the Conference are prograrmned with the needs of the
membership in mind. "Elie Conference Committee takes
great care to ensure that the topics presented are relevant
and timcly, and includes information that members can
put to use immediately upon return to their agencies.
The 2006 NIM.ASC Conference will be the 290i profes-
sional conference put on by lie organization. The 2006
Conference will be held July 19 2 t in Indian Wells at
the Hyatt Grand Champions Hotel. 'Elie Conference
format includes a pre-Conference event held on Wednes-
day, and two days of Conference workshops held on
Thursday and Friday. 'I he MMASC Conference is typi-
cally attended by approximately 250 local government
professionals representing all disciplines of local gov-
emment, and at varied organizational levels. Many City
and County Managers, Assistant City Managers, Depart-
ment Beads, Analysts, Managers, Interns, and student:
attend the Conference each year. If you have any ques-

This year's MMASC Conference will feature an op-
tional Golf Tournament at the Ilyatt Grind Champi-
ons Indian Wells Resort Course. The Resort Course,
which has played host to the Sr. PGA Tour's Gulf
Stream Tournament, is a 6,600 yard par 72 layout
designed by Ted Robinson.
