SUBJECT: "KEEP CLEAR" PAVEMENT MARKINGS, LIMIT LINES AND "DO NOT
BLOCK INTERSECTION" SIGNS ON SAN GABRIEL BOULEVARD AT
ROSE GLEN AVENUE
SUMMARY
A resident living near the San Gabriel Boulevard/Rose Glen Avenue intersection
requested that "KEEP CLEAR" pavement markings and limit lines be installed at this
intersection. At the July 6, 2006 Traffic Commission meeting, the Traffic Commission
recommended installing the pavement markings and signage for eastbound San Gabriel
Boulevard at Rose Glen Avenue.
Staff Recommendation
Staff recommends that the City Council approve the Traffic Commission's
recommendation to install "KEEP CLEAR" pavement markings and limit lines and "Do
Not Block Intersection" signs for eastbound (southbound) San Gabriel Boulevard at
Rose Glen Avenue.
ANALYSIS
A resident living near the San Gabriel Boulevard/Rose Glen Avenue intersection

release of Don Bosco Technical High School, the southbound lanes of traffic block
access into and out of Rose Glen Avenue.
Staff reviewed the request and recommended that the Traffic Commission recommend
to the City Council that they approve the installation of "KEEP CLEAR" pavement
markings, limit lines and "Do Not Block Intersection" signs for southbound San Gabriel
Boulevard at Rose Glen Avenue (Attachment "A").

SUMMARY
A request was received from a resident living near the San Gabriel Boulevard/Rose
Glen Avenue intersection. The request was for "KEEP CLEAR" markings on San
Gabriel Boulevard. The resident indicated that, especially during the afternoon peak
and the release of Don Bosco Technical High School, the eastbound (southbound)
lanes of traffic block access into and out of Rose Glen Avenue.
Staff Recommendation
It is staffs recommendation that the Traffic Commission recommends the City Council
approve the installation of "KEEP CLEAR" pavement markings, limit lines and "Do Not
Block Intersection" signs for eastbound (southbound) San Gabriel Boulevard at Rose
Glen Avenue.
ANALYSIS
San Gabriel Boulevard is an 84-foot wide roadway with two lanes of traffic' in each
direction. Opposing lanes of traffic are separated by a raised center median. The
posted speed limit is 45 mph on San Gabriel Boulevard. Red curb restricts parking in
the immediate vicinity of the intersection with Rose Glen Avenue.
Rose Glen Avenue is a 40-foot wide roadway with no traffic striping. Rose Glen Avenue
is stop controlled at its intersection with San Gabriel Boulevard. The prima facie speed
limit is 25 mph.
Village Lane, a private road, is directly across from Rose Glen Avenue at San Gabriel
Boulevard. Village Lane is 30 feet wide and is stop controlled at its intersection with
San Gabriel Boulevard..
Exhibit "A" depicts existing conditions at the intersection of San Gabriel Boulevard and
Rose Glen Avenue.

Discussion
Field observations were made of the intersection during the afternoon peak period.
There were times when vehicles would block access into or out of Rose Glen Avenue
from San Gabriel Boulevard. This blockage occurs from the back up of vehicles from
the San Gabriel Boulevard/Walnut Grove Avenue signalized intersection. Therefore,
installation of "KEEP CLEAR" pavement markings, limit lines and "Do Not Block
Intersection" signs for eastbound (southbound) San Gabriel Boulevard at Rose Glen
Avenue as illustrated on Exhibit "A" would facilitate access into and out of Rose Glen
Avenue.
Staff continues to work with Caltrans to coordinate traffic signals in this vicinity. We are
continuing to contact Caltrans to make them aware of the coordination problems that
result in back up on our streets.

JULY 6, 2006
A regular meeting of the Rosemead Traffic Commission was called to order by
Chairman Quintanilla at 7:00 p.m., in the Council Chambers, 8838 East Valley
Boulevard, Rosemead.

1. PRESENTATION
Joan Hunter was administered the Oath of Allegiance and sworn in as the City's new
Traffic Commissioner.
2. APPROVAL OF MINUTES
It was moved by Commissioner Matsdorf, seconded by Commissioner Knapp, to
approve the minutes for May 4, 2006 and June 1, 2006.

Deputy Traffic Engineer Itagaki presented the staff report.
RECOMMENDATION:
It was recommended that the Traffic Commission recommends the City
Council approve the installation of "Keep Clear" pavement markings, limit
lines and "Do Not Block Intersection" signs for eastbound (southbound) San
Gabriel at Rose Glen Avenue.
Commissioner Hunter stated that she visited the location and did not see the
back-up while she was present, however, it must be the same situation at
Walnut Grove and Village Lane, where it does back-up, and perhaps this
location could use a "Keep Clear" sign.
Commissioner Knapp stated that she was looking at the left turn into Rose
Glen where it backs up out of Village Lane.
Commissioner Hunter stated that at the service station, there is a keep clear
sign that is posted on the pole, but can't be seen by the drivers.
Deputy Traffic Engineer Itagaki stated she will look at relocating the sign for
better visibility.
It was moved by Commissioner, Knapp, seconded by Commissioner
Matsdorf, and carried unanimously to approve the Traffic Commissioner's
recommendation.
6. STAFF REPORTS
Assistant City Manager Wagner stated that Mr. Howard Masuda was not
able to attend tonight's meeting, due to prior vacation plans, and will be
attending the August meeting to be sworn-in. He also welcomed Joan
Hunter as a new Traffic Commissioner.

7. COMMISSIONER REPORTS
Commissioner Matsdorf congratulated and welcomed Joan Hunter to the
Commission.
Commissioner Matsdorf stated that there is an overgrown planter on the
median on Rosemead Boulevard, just past Lower Azusa that needs to be
trimmed.
Assistant City Manager Wagner stated that the Commission will re-organize
in the month of September, in light of the new Commissioners coming on
board.
Commissioner Knapp stated that there seems to be a problem with the
drainage in the planter on Garvey Avenue between Delta and Charlotte.
Commissioner Knapp asked staff to look at the signal at Ivar Avenue and
Valley Boulevard. It appears that the signal takes a long time to turn green,
and is not synchronized with Muscatel Avenue.
Commissioner Knapp was inquiring about the new signal coming off the 10
freeway onto Hellman and Walnut Grove. She does not feel the electronic
sensors are working properly, and need to be cut back by at least 30 seconds.
Assistant City Manager Wagner stated that Cal-Trans is looking into this
location, because there does seem to be a problem with the signal.
Commissioner Knapp also expressed concern regarding the school pedestrian
crossing Hellman Avenue in the vicinity of Rockhold Avenue. Commissioner
Knapp indicated that with the new signal at Hellman Avenue and the 1-10
freeway ramps, pedestrians must cross Hellman Avenue before they get to
the ramps. She was especially concerned with school age pedestrians
attending Janson School.
Deputy Traffic Engineer Itagaki stated that she will look into it and put it on
the next Traffic Commission Agenda.
Commissioner Hunter stated that there seems to be a problem with traffic
backing up on Marshall Street to Garvey Avenue around 6:00 p.m.
Chairman Quintanilla welcomed Joan Hunter to her newly appointed
position.
8. ADJOURNMENT
There being no further business to come before the Commission, the meeting
was adjourned in honor of all the service members past and present at 7:37
p.m., with 21 people in the audience.
