SUBJECT: AUTHORIZATION TO ATTEND CALIFORNIA JPIA 11TH ANNUAL
RISK MANAGEMENT CONFERENCE
SUMMARY
Attached for your review is information regarding the California JPIA 11th Annual Risk
Management Conference, set to take place November 15-17, 2006, in San Francisco.
Staff Recommendation
Staff recommends that the City Council authorize any Council Member, the City
Attorney, the City Manager, the Traffic Commission Chairman, or staff designee to
attend the California JPIA 11th Annual Risk Management Conference at City expense.
ANALYSIS
Conference sessions will include ADA, Ethics, Worker's Compensation, Public Works,
Ergonomics, Law Enforcement, and Human Resources.
FINANCIAL REVIEW
Funds for attending this event are included in the 2006-07 Budget.

A New Vision for Risk Management
CONFERENCE
A New Vision for Risk Management is the theme for this year's conference,
being held in San Francisco, November 15th thru 17th. Like globalization
and world economies, risk management, too, is changing. Practices are
improving, strategies are more sophisticated, and efforts are being put forth
with more rigor. As the Califonua JPLA positions itself to improve the
strength and effectiveness of its programs and services, integrating this new
vision with the Authority's public agency partners becomes key
This year, the conference begins on Wednesday with a five-hour pre-
conference session, limited to 40 participants. As an option, those wishing
to golf can join the conference golf tournament, taking place at the Harding
Park Golf Course. On Thursday, the conference begins in earnest with
keynote speaker Story, Musgrave, NASA astronaut.
The Authority encourages officials and staff from all public agencies to
attend. This year, every member agency that pays for one attendee will be
given a second registration gratis. Doing so allows agencies to send their key
pectple, thus providing your team with a unique opportunity to discuss and
apply best risk management practices.

THE WORLD AS I SEE IT
Leadership in Organizational Effectiveness
Story Musgrave, Astronaut
Story Musgrave is one of NASA's most experienced astronauts. With a
30-year career spanning the Apollo era of the 1960s through the Space
Shuttle program of the 1990s, he is the only astronaut to have flown on all
five Space Shuttles. Story is also a pilot, surgeon, mechanic, poet and
philosopher. He was the first astronaut to photograph Mt Everest and the
Egyptian pyramids from space, and also smdied the psychological
responses of performing certain tasks in space. A popular guest of the
Astronaut Encounter Program at the Kennedy Space Center, Story also
consults for Walt Disney lmagineering and Applied Minds Inc. in their
research and development divisions. He is an advocate and visionary for
the continual exploration of space and the author of numerous scientific
papers on a diverse range of topics including aerospace medicine, exercise
physiology, temperature regulation, and clinical surgery
REGISTRATION
Conference registration includes two days of sessions, two breakfasts, one
lunch and dinner, Top of the Mark reception, and all conference materials.
Registration can be completed through the Authority's website at
www.cjpia.org.
Each paid conference registrant will be eligible to register a second employee
from the same agency at no additional cost. Both participants must be
registered at the same point Ili time, and must be from the same agency.
Register and pay by September 14, 2006 to be eligible for reduced
registration fees. Deadline for conference registration is October 13. Fees
for all paid registrants must be received by that date. Unpaid registration
fees after October 13, 2006 will result in automatic cancellation of
registration.

CANCELLATION POLICY
Cancellations and refund requests must be made in writing
