LAZZARETTO, CITY MANAGE DATE: SEPTEMBER 26, 2006 SUBJECT: ADOPTION OF RESOLUTION NO. 2006-25 ADOPTING THE NATIONAL INCIDENT MANAGEMENT SYSTEM (NIMS) SUMMARY The Federal Department of Homeland Security requires the adoption of the National Incident Management System (NIMS), to be eligible to receive 2006 Homeland Security Grant Program Funds. Adoption of this Resolution will meet that requirement. Staff Recommendation Staff recommends that the Rosemead City Council adopt Resolution No. 2006-25 Adopting the National Incident Management System (NIMS). ANALYSIS Staff is in the process of updating our emergency plan and providing employees with the required training. Adoption of this Resolution is part of the process. Submitted by: )r Mana Attachment A: Resolution No. 2006-25 APPROVED FOR CITY COUNCIL AGENDA: • C~ RESOLUTION NO. 2006-25 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ADOPTING THE NATIONAL INCIDENT MANAGEMENT SYSTEM (NIMS) WHEREAS, the President of the United States has issued Homeland Security Presidential Directive #5, which ordered the creation of the National Incident Management System; and WHEREAS, the National Incident Management system creates a single, comprehensive incident management system for all public agencies in the United States; and WHEREAS, the City of Rosemead has already adopted and uses California's Standardized Emergency System for emergency management; and WHEREAS, the City of Rosemead desires to provide the community with the best capability to rapidly and efficiently respond to emergencies and disasters; and WHEREAS, the National Incident Management System is now the national standard for organizing and responding to emergencies and disasters, including terrorism, human caused events and natural disasters. NOW, THEREFORE, BE IT RESOLVED, that the City of Rosemead formally adopts the National Incident Management System, and will participate in the phased implementation of the National Incident Management System, as reflected in California's Standardized Emergency Management System.
