CITY CLERKS NEW LAW AND ELECTION SEMINAR, DECEMBER 6-8,
2006, LA JOLLA, CA.
SUMMARY
For your consideration is information regarding the League of California Cities 2006 City
Clerks New Law and Election Seminar set to take place December 6-8, 2006, in
La Jolla, California.
Staff Recommendation
Staff recommends that the City Council authorize the City Clerk to attend the League of
California Cities New Law and Election Seminar at City expense.
ANALYSIS
Seminar sessions will include workshops on New Law and Election updates, FPPC, the
Administrative Record, Candidate Packets, Federal Voting Rights Act and its provisions,
Ethics AB 1234, Recalls, Initiatives and Referendums, and Meeting Rules of Order.
FINANCIAL REVIEW
Funds for attending this event are included in the 2006-07 Budget.

Voting Rights Act - A

Key provisions of the Voting Rights Act of 1965 are set to expire in 2007. This year, Congress has
renewed the Act for an extended period of time. In light of recent efforts by the Department of Justice to
enforce the Act's language provisions, this session provides a historical overview of the statute and
specifically discusses how cities, counties and the State are complying with the outreach and minority
language requirements of the Voting Rights Act.
