LAZZARETTO, CITY MANAG 6L DATE: NOVEMBER 14, 2006 SUBJECT: COMMUNITY DEVELOPMENT REORGANIZATION PLAN SUMMARY Over the past several months, staff has been investigating the possibility of reorganizing the efforts of the Community Development Department to enhance both the efficiency and effectiveness of internal operations. After careful consideration, staff is proposing the establishment of a new departmental structure for Community Development. As part of this reorganization, it is recommended that the position of Community Development Director be created to choreograph the efforts of the entire department, within which staff is proposing the formal creation of the following five divisions: ■ Redevelopment Division • Economic Development Division ■ Building & Safety Division ■ Planning Division • Community Revitalization Division Based on recent personnel developments, including the pending retirement of the Assistant City Manager and the resignation of the Code Enforcement Supervisor and the CDBG Coordinator, this effort to reorganize the operations of Community Development Department will be cost-neutral. Staff Recommendation Staff recommends that the City Council take the following action: Authorize the City Manager to institute the proposed restructuring of the Community Development Department as described in Attachment A. Authorize the City Manager or his designee to appoint new and reclassify existing personnel as needed to complete the proposed reorganization of the Community Development Department without any added expenditures above current salary and benefit costs. APPROVED FOR CITY COUNCIL AGENDA; 1` t- City Council Meeting November 14, 2006 Page 2 of 4 ANALYSIS Community Development Department Based on an understanding of current operations within the Community Development Department, staff is proposing that a new structure be implemented to enhance performance. This reorganization will entail the creation of a new Department Head position, the Community Development Director. It is also proposed that five divisions be created within the new Community Development Department, each of which is managed by a division head reporting to the Director. The creation of these divisions, including the division head job classification and divisional responsibilities, includes the following: DIVISION DIVISION HEAD DIVISION RESPONSIBILITIES Redevelopment Division Redevelopment Redevelopment Activities Administrator / RCDC ■ CDC Management Deputy Executive Director Economic Development Division Economic Development ■ Economic Development Activities Administrator ■ CDBG Function • Affordable Housing Function Building & Safety Division Building Official ■ Building & Safety Planning Division Planning Services Current Planning Administrator ■ Advance Planning Community Revitalization Division Community Revitalization ■ Sheriff Liaison Administrator ■ Code Enforcement ■ Parking Control ■ Graffiti Abatement ■ Emergency Preparedness New Job Classifications Based on a review of current personnel related costs, this reorganization of the new Community Development Department can be accomplished with no additional salary and benefit costs. 0 0 City Council Meeting November 14, 2006 Page 3 of 4 A number of recent personnel changes have occurred which will facilitate this proposed reorganization without requiring an additional appropriation of funds. The Assistant City Manager has announced his retirement at the end of this month while the CDBG Coordinator and the Code Enforcement Supervisor have both submitted their resignation. Rather than refilling these positions as they currently are organized, staff is proposing that three new job classifications be created. Community Development Director Staff is proposing that the City hire a Community Development Director rather than fill the Assistant City Manager position. The Community Development Director will be charged with coordinating and organizing the activities of the Community Development Department. Economic Development Administrator To take over the duties of the current CDBG Coordinator, staff is recommending that an Economic Development Administrator be hired. This position will not only oversee duties related to the CDBG function but will also assist with our efforts to expand the City's affordable housing programs and strengthen our business and economic development related activities. Community Revitalization Administrator It is also being recommended that a new job classification be created for a Community Revitalization Administrator. This position would created in place of filling the Code Enforcement Supervisor job and would be act as a liaison with the Sheriffs Department while also overseeing operations related to Code Enforcement, Parking Control, Graffiti Abatement, and Emergency Preparedness. Cost Analysis As the jobs are currently classified, the combined total annual cost for the Assistant City Manager, the CDBG Coordinator, and the Code Enforcement Supervisor comes out to around $478,910. In filling these three new job classifications, staff is proposing that the City Council authorize the City Manager or his designee to hire personnel at an amount not to exceed these current costs. Reclassifying Existing Job Classifications To assist with this reorganization, several existing job classifications in the Community Development Department are proposed to be modified to become the following: Redevelopment Administrator / RCDC Deputy Executive Director In an effort to better focus the City's redevelopment efforts, it is proposed that the existing Redevelopment & Economic Development Manager position be reclassified to Redevelopment Administrator / RCDC Deputy Executive Director. This will allow the position to spend more time on redevelopment and Community Development Commission related activities. 0 0 City Council Meeting November 14, 2006 Page 4 of 4 Building Official It is recommended that the Building Official position continue to be a contractual position through Willdan, however, the reporting structure is proposed to be altered such that the Building Official begins reporting directly to the new Community Development Director. This will enable a more coordinated effort between all divisions within the newly reorganized department. Planning Services Administrator In an effort to better concentrate on planning related activities, it is being recommended that the existing Planning Director position be reclassified to Planning Services Administrator. This will allow the position to become more primarily focused with the operations of the City's planning division.
