LAZZARETTO, CITY MANAGER DATE: NOVEMBER 1, 2006 SUBJECT: APPROVAL OF ARCHITECT'S PROPOSAL TO SOLICIT BIDS FOR IMPROVEMENTS AT GARVEY AND ROSEMEAD RECREATION CENTER SUMMARY Attached is a proposal from BOA Architecture to provide professional services, specifications and bid documents to correct some problems at the Garvey and Rosemead Recreation Centers (see attached). Staff Recommendation Staff recommends that the City Council approve BOA's proposal and authorize its execution by the Mayor. FINANCIAL REVIEW When this project was first initiated in January, 2006, it was estimated that repairs would cost $ 156,000. The architect recently revised his estimates and has indicated that the project cost could increase by $ 21,000, for a total project cost of $ 177,500. By authorizing the Mayor to execute BOA's contract, the project will be publicly bid. After receiving bids, staff will present the findings to the City Council for review. Staff will make a recommendation for additional expenditures if additional funding is required at that point in time. Valley Blvd. Rosemead, CA 91770 Re: Fee proposal to provide repair solutions to: Garvey Community Center & Rosemead Community Center Rosemead, CA [dear Mike: Based on the scope of work meeting on January 25, 2006 at the site, we are pleased to submit our fee proposal for the above referenced project. Our understanding of the scope is as follows: Various repairs at the Garvey Community Center and minor repair at Rosemead Community Center. We estimate the construction cost to be approximately $155,500 for the repair of both community centers. DESCRIPTION OF SERVICES: 1. Review punchlisl prepared by the City. 2. Investigate why such defects appeared. 3. Provide solutions for repair. 4. Prepare construction drawings and specifications based on solutions provided. For simple solutions, a written description of the repair to be provided. 5. Provide construction administration which includes two on-site construction meetings (based on 2-month construction). Review shop drawings and product data. Issue supplemental instructions, change orders, review payment request, final review list. 6. This does not include cost for soils engineer testing soils condition at south patio. (This cost is estimated to be $2,500.) COMPENSATION: We will complete the project for a fixed fee of $19,500.00 ADDITIONAL SERVICES: Additional services will need to be approved prior to proceeding with work. 1.
