LAZZARETTO, CITY MANAGER DATE: NOVEMBER 28, 2006 SUBJECT: ACCEPTANCE OF BIDS AND AWARD OF CONTRACT FOR GARVEY AVENUE BRIDGE SUMMARY On November 14, 2006, bids were received for the subject project, which provides for the reconstruction of the Garvey Avenue Bridge over the Rio Hondo Channel. City Council will consider award of the contract to Reyes Construction, Inc. in the amount of $10,869,568.20. Staff Recommendation Staff recommends that the City Council accept all bids and award the project to Reyes Construction, Inc. in the amount of $10,869,568.20; waive the irregularities in the bids by Steve P. Rados, Inc. and Griffith Company; and authorize the Mayor to sign the contract on behalf of the City. ANALYSIS The following bids were received for the subject project on November 14, 2006: 1. Reyes Construction, Inc. $10,869,568.20 2. Sema Construction, Inc. $11,194,740.95 3. Steve P. Rados, Inc. $11,556,234.92 4. C.C. Meyers, Inc. $11,949,130.90 5. Griffith Company $12,727,017.10 6. MCM Construction, Inc. $12,970,049.95 7. Atkinson Contractors, LP $13,894,816.00 Attached are copies of the three lowest bids, a bid analysis, and Dun and Bradstreet reports for each of the three low bidders. The low bid was submitted by Reyes Construction, Inc., a responsible contractor, in the amount of $10,869,568.20, which is less than one percent above the Engineer's estimate of $10,774,631.25. The average bid was $12,165,936.86. Irregularities in the bid amounts by Steve P. Rados, Inc. and Griffith Company were due to addition errors that did not affect the order of the bids.
