SUBJECT: NO PARKING FOR OVER 80 INCHES WIDE SIGN ON MISSION DRIVE
AT IVAR AVENUE
SUMMARY
Staff received from the resident at 4403 Ivar Avenue requesting the installation of the
"No Parking Vehicles Over 80 Inches Wide Upon Any Street for Over 2 Hours Except
Loading and Unloading" sign along Mission Drive adjacent to her home to discourage
trucks parking near her home, especially during the "overnight" hours.
Staff Recommendation
Staff recommends that the City Council approve the Traffic Commission's
recommendation to install a "No Parking Vehicles Over 80 Inches..." sign for westbound
Mission Drive just west of Ivar Avenue.
ANALYSIS
Field observations made during the morning hours of the Mission Drive/lvar Avenue
intersection did not identify any trucks parking on Mission Drive in front of 4403 Ivar
Avenue. However, discussions with Lt. Wallace indicate that he has been contacted by
this resident in the past regarding trucks parking at this location.
In general, the "No Parking Vehicles Over 80 Inches Wide Upon Any Street for Over 2
Hours Except Loading and Unloading" sign is posted at the entrances to the City on
truck route streets. Due to the location of Mission Drive at Ivar Avenue, trucks may be
traveling on Mission Drive, especially in the westbound direction, and may not have
crossed a "No Parking Vehicles Over 80 Inches..." sign. This may be the reason why
trucks are parking in the area of Mission Drive and Ivar Avenue.
Therefore, it is recommended that a "No Parking Vehicles Over 80 Inches Wide Upon
Any Street for Over 2 Hours Except Loading and Unloading sign for westbound Mission
Drive just west of Ivar Avenue be installed. This recommendation is depicted on Exhibit
A.

SUBJECT: REQUEST FOR POSTING OF NO PARKING FOR OVER 80 INCHES
WIDE SIGN ON MISSION DRIVE AT WAR AVENUE
SUMMARY
Staff received an email (copy attached) from Ms. Nancy Waki, 4403 Ivar Avenue,
regarding trucks parking adjacent to her home on the northwest corner of Mission Drive
and Ivar Avenue. Ms. Waki indicates that she has spoken with Lt. Wallace and has
received truck enforcement from the Sheriffs Department. Ms. Waki would like the
installation of the "No Parking Vehicles Over 80 Inches Wide Upon Any Street for Over
2 Hours Except Loading and Unloading" sign along Mission Drive adjacent to her home
to discourage trucks parking here especially during the "overnight" hours.
Staff Recommendation
It is staffs recommendation that the Traffic Commission recommends the City Council
approve:
The installation of a "No Parking Vehicles Over 80 Inches..." sign for westbound
Mission Drive just west of Ivar Avenue as shown in Exhibit A.
Selective enforcement of trucks parking in the subject area.
ANALYSIS
Mission Drive is a 64-foot wide roadway at Ivar Avenue. There are two lanes of traffic in
each direction separated by a double yellow centerline. There are no left turn lanes on
Mission Drive at Ivar Avenue. Parking is generally allowed on both sides of Mission
Drive. The posted speed limit is 40 mph.
Ivar Avenue is a 38-foot wide roadway north of Mission Drive. There is no traffic striping
on Ivar Avenue north of Mission Drive. South of Mission Drive, Ivar Avenue has one
lane of traffic in each direction separated by a single yellow skip stripe. Parking is
generally allowed on both sides of Ivar Avenue. Ivar Avenue is stop controlled at its
intersection with Mission Drive (2-way stop). The prima facie speed limit on Ivar
Avenue is 25 mph.

existing conditions of the subject intersection.
Discussion

Subject: Oversized Truck Parking Signage
Dear Mr. Rukavina,
Lt. Wayne Wallace of the Temple City Sheriff Station recently suggested I
contact you regarding the posting of signage of the 2 hour street parking limit for
oversized trucks on Mission Dr. Over the past year, I have called Lt. Wallace
several times to ask his assistance to enforce this parking limit on Mission Dr.
next to my house on the comer of Ivar Ave.and Mission Dr. (4403 Ivar Ave). The
traffic noise on Mission Dr.
is almost unbearable as you can imagine, and add to that a large unsightly truck
(car carriers and freight trailers) with its diesel engine noise and odor spewing
into my house as it regularly parks overnight next to my house on Mission Dr. -
I'm sure you would not tolerate such conditions at your home. Thankfully, Lt.
Wallace has been successful in removing these violators.
I'm asking for signs to be installed on Mission Dr. next to my house.
Hopefully, this will discourage future overnight parking violators, and I won't need
to bother Lt. Wallace and his deputies regarding parking violations.
Please let me know what can be done. I don't like living next to a truck stop.
hope Rosemead really can be a place "Where City Pride is Justified."

B. REQUEST FOR POSTING OF NO PARKING OVER 80 INCHES

Deputy Traffic Engineer Itagaki presented the staff report.
RECOMMENDATION:
It was staff's recommendation that the Traffic Commission recommend the City
Council approve:
The installation of a "No Parking Vehicles Over 80 Inches..." sign for
westbound Mission Drive just west of Ivar Avenue
Selective enforcement of truck parking in the subject area
Speaking before the Commission was:

Mr. Wang's concerns were that with the installation of the "No Parking Vehicles
Over 80 Inches..." sign on Mission, that those trucks would start parking on Ivar
Avenue.
Deputy Traffic Engineer Itagaki clarified the recommendation by saying that the
sign states, no parking vehicles over 80 inches "anywhere".
It was moved by Commissioner Knapp, seconded by Commissioner Masuda,
and carried unanimously to approve the Traffic Engineer's recommendation.
C. REQUEST FOR LOADING ZONE ON WILLARD AVENUE FOR
8501 GARVEY AVENUE (D & M BROS.)
Deputy Traffic Engineer Itagaki presented the staff report
RECOMMENDATION:
It was staff's recommendation that the Traffic Commission recommend the City
Council approve:
• 20 feet of red curb on the east side of Willard avenue from Garvey Avenue
northerly,.

45 feet of green curb on the east side of Willard Avenue from the
proposed red curb northerly to the driveway of 8501 Garvey Avenue
(D & M Bros.)

The owner was concerned with the number of feet for the red curb.
It was moved by Commissioner Masuda, seconded by Commissioner
Hunter, and carried unanimously to approve the Traffic Engineer's
recommendation, with the modification of 10 feet of red curb instead of 20
feet and 55 feet of green curb instead of 45 feet, to allow for her trucks to
load and unload.
D. REQUEST FOR EXTENDED LEFT TURN LANES FOR
NORTHBOUND AND SOUTHBOUND WALNUT GROVE
AVENUE AT HELLMAN AVENUE
It was staff's recommendation that the Traffic Commission recommend the City
Council approve:
Deputy Traffic Engineer Itagaki presented the staff report.
RECOMMENDATION:
• The extension of the southbound left turn lane to 120 feet
• The extension of the northbound left turn lane to 200 feet
• The installation of 185 feet of "No Parking Anytime" on the west side of
Walnut Grove Avenue. This will remove approximately 6 parking spaces.
• The installation of 185 feet of "No Parking Anytime" on the east side of
Walnut Grove Avenue. This will remove approximately 7 parking spaces.
Commissioner Knapp asked if the residents were notified. Deputy Traffic
Engineer Itagaki stated that they had, with no negative responses.
Commissioner Masuda was inquiring as to why the left turn lane south of
Hellman is longer than the one on the north side.

Deputy Traffic Engineer Itagaki stated that the length of left turn lanes are
determined by the Traffic Counts.
After some discussion amongst the Commission, it was moved by Commissioner
Knapp, seconded by Commissioner Hunter, and carried unanimously to approve
the Traffic Engineer's recommendation.
6. STAFF REPORTS
Assistant City Manager Wagner reminded the Commission to pick up their
Traffic Commission Books before they leave.
7. COMMISSIONER REPORTS
The Sheriff's Representative stated that there was a fatality accident on Graves
Avenue, just before Stevens.
Commissioner Hunter expressed some concerns on Garvey Avenue. It appears
that it backs up from Rosemead Boulevard to Walnut Grove. She's concerned
with the reconstruction of the bridge, and how that will affect the traffic.
Commissioner Knapp asked about the crosswalk on Delta and Rush.
Commissioner Knapp stated that she did a field observation at Janson School on
Rockhold and Hellman. She observed the two crossing guards and how they
crossed the children, and they are doing it correctly.
8. ADJOURNMENT
There being no further business to come before the Traffic Commission, the
meeting was adjourned in memory of "Cory Lidle", abCrcousin of Traffic
Commissioner Brandan Matsdorf. The next regularly scheduled meeting is set
for November 2, 2006.
