CC - Item 3B - Minutes 10-11-05MINUTES OF THE ADJOURNED REGULAR MEETING ROSEMEAD CITY COUNCIL OCTOBER 11, 2005 The adjourned regular meeting of the Rosemead City Council was called to order by Mayor Imperial at 6:13 p.m. in the Council Chambers of the City Hall, 8838 E. Valley Boulevard, Rosemead, California. The Pledge to the Flag was led by Councilmember Clark. ROLL CALL OF OFFICERS: Present: Councilmembers Clark, Nunez, Tran, Mayor Pro Tem Taylor and Mayor Imperial 1. ORAL COMMUNICATIONS FROM THE AUDIENCE Juan Nunez, 2702 Del Mar, (inaudible) H. MATTERS FOR DISCUSSION AND ACTION A. CONSIDERATION OF THIRD AMENDMENT TO CONSOLIDATED DISPOSAL SERVICES (CDS) CONTRACT TO INCLUDE AUTOMATED RECYCLING AND YEAR ROUND BULKY ITEM PICKUP Bill Crowe stated that this item was being brought back per Council's request and stated that Richard Fierro and Bill Stansberry, General Manager, from Consolidated Disposal Services was there to answer any questions, along with Eugene Tseng, Solid Waste Consultant for the city. Donald Wagner, Assistant City Manager read the staff report with recommendations. Richard Fierro, Consolidated Disposal Services, made a power point presentation on the options. 1' proposed program will increase rate to $15.24, but the resident will still have their 96 gallon container, but the recycling tub will increase to a 64 gallon container, bulky item pickups weekly, call CDS prior to trash day. All abandoned bulky and e- waste items will be collected within 24 hours. He also stated that there would be more items classified as a-waste in the coming year. Mayor Imperial asked what is e-waste? Mr. Fierro stated that TV's, computer monitors, etc. Councilmember Clark wanted to know what items would be added? CCMin: 10-11-05 Page 1 0 0 Mr. Fierro stated that certain kid's video games, hair dryers. Councilman Nunez asked if stereos would be added? Mr. Fierro stated no, not at this time. Mayor Pro Tern Taylor asked what was the difference between abandoned and unscheduled pickups? Mr. Fierro stated that items discarded on the street are abandoned and that he would also classified unscheduled items to be abandoned items. Mr. Wagner stated that at present, if a bulky item was picked up, the city would have Consolidated bill the resident. But if the City received a letter stating it was not their item, we would have the charges removed. Councilman Nunez stated that they want the residents to call ahead so trucks can be scheduled. Mayor Pro Tern Taylor stated that he still had a problem with the logistics. Councilman Tran stated that they have had the contract since 1991, complaints lately and how is the program and increase to help residents? Mr. Fierro stated that the new program has been in place for 6 months and that there has been an increase of abandoned items in last few years- Mayor Pro Tem Taylor stated that an annual review to look at CDS records in contract, but needed logistics worked out. Documentation can't be tracked. Mr. Fierro stated that the new system has been installed and tracking is better. Mayor Pro Tern Taylor wanted to know how many bulky items are picked up? Mr. Wagner stated that it is about 100 items a week. Councilmember Clark asked what was the cost for picking up everything like the city of Temple City? Mr. Fierro stated about $35 extra a month for unlimited pick up, but recommended not going to that, because of the problem the city has now with abandon bulky items. Mayor Pro Tern Taylor stated that in the amendment, tree branches limited to 4 pick ups a year and that he needed logistics worked out. Councilman Nunez stated that employees need to be talked to regarding customers... (inaudible) Bill Stansberry, General Manager stated that Consolidated had hired a consulting service recently and also a customer service consultant. Mr. Fierro stated that the new system tracks callers and who they spoke to. Mr. Stansberry stated that the new system will monitor customer's calls and that they were getting a new phone system also. Councilman Nunez asked how to inform residents on what is a-waste and what is not. Concerned with green waste not being automated, need entire system to be automated. Mr. Fierro stated that Consolidated wanted everything to be automated, but city and consultant wants manual and that there was a 2nd proposal. The meeting was recessed to the CDC meeting at 7:15 p.m. The CDC meeting was called to order and a roll call of officers was conducted. The CDC was recessed and the meeting was reconvene to the City Council study session at 7:15 p.m. Mr. Fierro stated that there was a 2nd proposal. Mayor Pro Tem Taylor asked why is there another proposal, when it is the recommendation for proposal I? Mr. Fierro stated that the 2nd proposal would cost $15.54, but would include a 96 gallon black container, a 64 gallon recycling container and a 64 gallon green waste container for the additional cost of $30. The new proposal would include a buy out of the containers, if the city would get a new hauler within the 15-year life of the containers. Councilman Nunez wanted to know the legality of this proposal. Peter Wallin, City Attorney stated that he had not seen anything like this, but should not be a problem. Councilman Nunez asked if it would be harder to get a new hauler with this in place? Mr. Wallin stated that a new hauler would not have to purchase new containers for a portion of the contract. CCMin: 10-11-05 Page 3 0 0 Mayor Pro Taylor stated that there was no buy out for existing contract. Value is in the containers and if Council wants another contract, what happens with evergreen contract? Mr. Fierro stated that the city would pay Consolidated for remainder of contract/evergreen. Councilmember Clark asked about green waste, if drivers will pick up if some other materials are in there, and will drivers pick up bundled branches? Mr. Fierro stated yes, but would like them to call in for pick up. Mayor Pro Tern Taylor wanted to add to contract, that drivers can manually pick up small bundles of bulky items. Councilmember Clark wanted to add more then 20 bulky items per year and asked if there were any stats on cities that have gone to automatic green waste? Is there a better percentage of increase and if they would be willing to have a trial run? Mr. Fierro stated that there would be no problem. Eugene Tseng stated that if adequate disposal, do not get much contamination and that he only had stats on curbside, but it was a 1501/o increase. Mayor Pro Tern Taylor stated that he needed a copy of these stats and asked if there was an additional cost if residents wanted more than 1 green container? Mr. Fierro stated that he would have to get back to him on that cost and that with the increase Rosemead will still be the 2nd lowest in the area. Councilmember Clark stated that there was nothing prohibiting a resident from recycling and if pickups include tires? Mr. Fierro stated yes. Mayor Imperial wishes this item to be continued to next meeting of October 25t'. Mayor Pro Tem Taylor stated that he needed backup on logistics. Juan Nunez spoke on the overflowing trashcans that were spilling out into the street, does not agree with added cost. Blue recycling boxes, people dumping green waste.
