LAZZARETTO, CITY MANAGE DATE: DECEMBER 19, 2006 SUBJECT: PARKING RESTRICTIONS AT 9335 GLENDON WAY SUMMARY A letter was received from a resident at 9331 Glendon Way who requested assistance in providing a safe location for setting out trash receptacles so they do not block her driveway. The resident was concerned that if trash receptacles needed to be placed in front of the driveway emergency vehicles could be impeded. Installation of 10 feet of red curb adjacent do the driveway would provide a safe location for the trash receptacles. Staff Recommendation Staff recommends that the City Council approve the Traffic Commission's recommendation to install 10 feet of red curb from the driveway of 9331 Glendon Way easterly. ANALYSIS Field observations on trash collection day noted that the driveway to 9331 Glendon Way was partially blocked by trash receptacles. There were no cars parked adjacent to the driveway at the time of observation. Currently there is enough space between the driveways for 9331 and 9335 Glendon Way for the parking of two cars. Installation of 10 feet of red curb will still allow two cars to park at this location and at the same time provide a location for trash receptacles. The proposed red curb is depicted on Exhibit A. ASSISTANT CITY MANAGER DATE: NOVEMBER 2, 2006 SUBJECT: REQUEST FOR PARKING RESTRICTIONS REGARDING TRASH PICK UP — 9335 GLENDON WAY SUMMARY A letter (attached) was received from Ms. Rowena Paredes, 9331 Glendon Way, regarding placing trashcans out at 9335 Glendon Way. Ms. Paredes lives in a 'Year' house behind 9335 Glendon Way. Currently, she places her trash in front of her driveway when vehicles are parked at the curb. This blocks access to her home and 2 other homes using this driveway. Ms. Paredes is requesting assistance in this matter. Staff Recommendation It is staffs recommendation that the Traffic Commission recommends the City Council approve the installation of 10 feet of red curb from the driveway of 9331 Glendon Way easterly. ANALYSIS Glendon Way is a 40 -foot wide east/west roadway with fronting residential uses. Parking is generally allowed on both sides of the roadway (street sweeping on Wednesdays). There is no striping on the street. Several properties on this street provide long driveways to access 'Year" homes. The prima facie speed limit on Glendon Way is 25 mph. Exhibit "A" depicts existing conditions in the vicinity of 9335 Glendon Way. Discussion Field observations were made of Glendon Way on Tuesday, trash day. The driveway to 9331 Glendon Way was partially blocked by trashcans. However, vehicles could pass by the trashcans with little obstruction. Other trashcans in the area did not appear to obstruct any driveways for the properties with 'Year' homes. There were no vehicles parked on the street in the vicinity of 9335 Glendon Way. Based on our field observations, there does not appear to be a consistent problem with placing the trashcans away from the driveway access of 9331 Glendon Way. There is 0 0 Traffic Commission Meeting November 2, 2006 Page 2 of 2 approximately 40 feet of curb between the driveways of 9331 and 9335 Glendon Way. This provides approximately 2 parking spaces. If vehicles are parked, it is likely that more trashcans could be placed in the driveway area blocking access. The installation of 10 feet of red curb will reduce the possibility of trashcans blocking the driveway access and still provide parking for approximately 2 vehicles. Every Tuesday is our trash pick up day and whenever we put out our trash at this front house we are already blocking our private driveway, which is a fire hazard. One of our neighbor talked to the owner of the pick up truck and made a comment that it is a "public road" I even went to the city hall to assist me in regards to this matter and they pointed a gray curb next to it, It did help for the post few weeps but then this morning, they're not giving us enough space for all our trash again, there's 3 houses behind this house and our next door neighbor is also a private driveway. I've spoken with officer Milan Mrokich in regards to this matter several times. I do hope you can find a resolution in regards to this matter. Unfortunately I am not able to make it to the meeting but I would like to request the commission to help us with this matter, the people who live at 9335 Glendon Way the gray paint that was painted on the curb was not enough to accommodate 3 -6 trashcans plus 3 recycle bins it ends up blocking our driveway which can be a fire hazard in case of an emergency. As per my previous letter one of our neighbors tried to resolve this by talking to the people who live at 9335 Glendon Way but E 0 they would not comply with the request informing our neighbor that it is a public road. We have asked the trash company if we can just put our containers in our private driveway to avoid blocking the entrance but they said trash bins need to be left out on the street. We are asking the commission for any assistance that can be given on this matter such as painting part of the curb red or any resolution the commission feels necessary to help us with this issue. We have attached a picture to show our issues, when this picture was taken the other house did not put out their trashcans and their recycles bins, if you add up 4 trashcans out it blocks our driveway. PLEDGE OF ALLEGIANCE INVOCATION ROLL CALL Commissioner Hunter Commissioner Masuda Present: Chairman Quintanilla, Commissioner Knapp, Commissioner Hunter, Commissioner Masuda & Vice - Chairperson Matsdorf 1. APPROVAL OF MINUTES The minutes for the October 12, 2006 meeting, was deferred until December 7, 2006. 2. REORGANIZATION OF THE ROSEMEAD TRAFFIC COMMISSION Chairperson Quintanilla turned the meeting over to Planning Director Johnson for nominations and election of the new Chairperson. Planning Director Johnson called for nominations. Commissioner Knapp nominated Commissioner Matsdorf, as Chairperson of the Traffic Commission. There being no further nominations, Planning Director Johnson declared nominations closed, and named Commissioner Matsdorf the new Chairperson of the Traffic Commission for the year 2006/2007. Commissioner Matsdorf assumed the chair and opened nominations for Vice - Chairperson. Commissioner Hunter nominated Commissioner Knapp. There being no further nominations. Chairperson Matsdorf declared nominations closed, and named Commissioner Knapp the Vice - Chairperson for the Traffic Commission for the year 2006/2007. 3. REQUEST FOR PARKING RESTRICTIONS REGARDING TRASH - PICK -UP 9335 GLENDON WAY Deputy Traffic Engineer Itagaki presented the staff report. RECOMMENDATION: It was staff's recommendation that the Traffic Commission recommends the City Council approve the installation of 10 feet of red curb from the driveway of 9331 Glendon Way easterly. Planning Director Johnson read a follow -up letter from Mr. & Mrs. Paredes, and asked that it be entered into the record. It was moved by Commissioner Knapp, seconded by Commissioner Masuda, and carried unanimously to approve the Traffic Engineer's recommendation. B. REQUEST FOR PARKING RESTRICTIONS ON STINGLE AVENUE SOUTH OF GARVEY AVENUE Deputy Traffic Engineer Itagaki presented the staff report. RECOMMENDATION: It was staffs recommendation that the Traffic Commission recommends the City Council approve the installation of 20 feet of red curb from the driveway of 2743 Stingle Avenue northerly. Planning Director Johnson read a letter from Mr. Leonard Hernandez and asked that it be entered into the record. 0 0 Speaking before the Commission was: Resident 8941 Garvey Avenue Rosemead, California 91770 The resident stated that he supports the installation of a signal. He feels it will reduce traffic and accidents. He also feels that the there is an employee and customer parking problem. He indicated that the neighbors on the block have a large tree in their driveway that needs to be trimmed, and that residents on that street tend to put their trash cans on the side instead of in front of their property. It was moved by Commissioner Masuda, seconded by Commissioner Knapp, and carried unanimously to approve the Traffic Engineer's recommendation. C. REQUEST PARKING RESTRICTIONS ON LOMA AVENUE NORTH OF VALLEY BOULEVARD Deputy Traffic Engineer Itagaki presented the staff report. RECOMMENDATION: It was staff's recommendation that the Traffic Commission recommends the City Council approve the installation of "2 Hour Parking 9:00 a.m. to 6:00 p.m., except Sundays and Holidays" on the east side of Loma Avenue from Valley Boulevard north to the north property line of 4012 Loma Avenue. Speaking before the Commission was: Mr. Jimenez 4020 Loma Avenue Rosemead, California 91770 Mr. Jimenez stated that he is in favor of the Traffic Engineer's recommendation. He has noticed that cars park on Loma for an extended period of time, and only move when the street sweeper comes by. 0 0 Speaking before the Commission was: Mrs. Veronica Jimenez 4020 Loma Avenue Rosemead, California 91770 Mrs. Jimenez stated that she is also in favor of the recommendation, but feels that the problem is with the person on the corner who is a mechanic. He tends to move his cars every couple hours in order to avoid getting a ticket. Mrs. Jimenez feels that the space is too small for all the cars that he to work on. Speaking before the Commission was: Mr. Arthur Murray 4015 Loma Avenue Rosemead, California 91770 J Mr. Murray stated that he has a problem with the recommendation. He feels that people are parking on the other side of the street, leaving their cars there for several days. Speaking before the Commission was: Valley Burgers, Owner 9219 Valley Boulevard Rosemead, California 91770 She stated that she has the same problem as the beauty shop, as it relates to the mechanic parking their cars on the street and moving them every couple hours. Speaking before the Commission was: Richard Smith 4028 Loma Avenue Rosemead, California 91770 Mr. Smith feels that the businesses should try parking on Valley Boulevard, and if new businesses are built, there should be adequate parking provided for them. Commissioner Hunter was not sure that the Commission should vote on this item tonight. 0 0 Deputy Traffic Engineer Itagaki stated that because of the mixed use on Loma Avenue, and if the Commission is thinking of adding any additional parking restrictions on the other side, this would affect the residents, and they should be notified. Commissioner Knapp would like the Sheriff's Department and/or Parking Control Officers to be instructed to enforce the 2 hour parking limit at this location. Commissioner Knapp wanted to know if the City could restrict how many vehicles a mechanic shop could have on his property. Planning Director Johnson stated that the Council has recognized that neighborhoods are being impacted by all the auto mechanic shops in the City, and thereby requiring that any new auto repair shop needs a Conditional Use Permit. This gives the Planning Commission the authority to hold public hearings and notify the residents and determine a site plan that is appropriate. Planning Director Johnson went on to say that our new City Manager is talking about rebuilding the Community Development Department and creating a new Code Enforcement Division to help out with these problems. Commissioner Knapp stated that on Arroyo- Grande, residents there are issued a permit to park in front of their own house, and was wondering if this would be feasible in our City for those residents that have this problem. Deputy Traffic Engineer Itagaki stated that she does know of agencies that use the parking permit process. However, it is a staff intensive process and they are used for different purposes, such as, college cities. Planning Director Johnson stated that the City could do targeted pro -active Code Enforcement on this case.
