SUBJECT: ENGINEERING PROPOSAL FOR ASPHALT CONCRETE OVERLAY ON
SULLIVAN AVENUE AND STINGLE AVENUE
SUMMARY
A street resurfacing project is proposed on Sullivan Avenue (Garvey/Garrett) and on
Stingle Avenue (Garvey/South End). Work will also include the repair of curb, gutter
and sidewalk and installation of access curb ramps in compliance with the Americans
with Disabilities Act. Funding for this project was made possible by the receipt of
retroactive payments of Traffic Congestion Relief (TCR) funds from prior years
subventions that had been withheld from local agencies as a result of the recent State
budget crisis.
Staff Recommendation
Staff recommends that the City Council approve the engineering proposal from Willdan
and direct staff to begin the preparation of the necessary plans and specifications, and
appropriate unappropriated TCR funds necessary for the project.
ANALYSIS
Sullivan Avenue and Stingle Avenue have been selected in conformance to the
priorities recommended in the City's Pavement Management System report. Generally,
the street improvements will include an asphalt concrete overlay with rubberized asphalt
concrete to prevent more serious and costly deterioration, which may lead to complete
reconstruction.
The total construction cost is estimated to be $185,000.
Willdan proposes to perform the engineering design, design survey, utility coordination,
monument restoration, contract administration, and construction observation services
for a fixed fee of $40,350, as shown in Attachment "A".
This project will be combined and constructed with the current fiscal year's overlay on
various streets for which plans have already been prepared.

FINANCIAL REVIEW
The City has recently received retroactive payments of TCR funds in the amount of
approximately $415,000 from prior years subventions that had been withheld from local
agencies as a result of the recent State budget crisis. This amount is $250,000 greater
than anticipated thereby providing the resources for this project.

Subject: Proposal for Professional Engineering Services for the
Asphalt Concrete Overlay on Sullivan and Stingle Avenues
Dear Mr. Lazzaretto:
As requested, we are pleased to be given the opportunity to submit this proposal to provide
engineering design, design survey, utility coordination, monument restoration, contract
administration, and construction observation services for the asphalt concrete overlay on
Sullivan Avenue between Garvey Avenue and Garrett Street and Stingle Avenue between
Garvey Avenue and Fern Avenue.
A rubberized asphalt concrete overlay is proposed on Sullivan Avenue and Stingle Avenue.
Both streets conform to priorities recommended in the City's Pavement Management
System (PMS) report. Each of these streets is in need of an overlay to prevent more
serious and costly deterioration which may lead to complete reconstruction. Work will also
include repair of curb, gutter, and sidewalk; and installation of access curb ramps in
compliance with the Americans with Disabilities Act (ADA) requirements.
SCOPE OF SERVICES
We propose to provide the following basic services for the project:
Design Survey
1. Perform research at the County of Los Angeles and the City of Rosemead for
survey information.
2. Locate drive approaches, fire hydrants, street trees, and other possible
interferences in parkway areas.
3. Obtain locations of topographic features in the street area between curbs.
4. Obtain locations of pavement to be reconstructed or repaired.

5. Obtain locations of curb, gutter, and sidewalk in need of repair.
6. Obtain locations of traffic striping.
Preliminary Design
1. Confer with City staff to review, in full detail, the requirements for the project.
Review available information and data assembled by City staff.
2. Review compiled data.
3. Develop base drawings.
a. Plot existing survey data.
b. Identify and plot apparent substructures.
C. Conduct field verification of survey data.
4. Determine drainage correction requirements, if necessary, in conjunction with
pavement overlay.
5. Develop preliminary improvement plans for pavement overlay.
6. Define limits of concrete removal and replacement.
7. Define limits of pavement removal and replacement.
8. Develop cost estimates for pavement overlay construction.
9. Submit preliminary design plans to all affected agencies and utility companies for
review.
Final Design Phase
1. Based on the City's and utility companies' comments and requirements, revise
plans.
2. Prepare detailed final plans and attend coordination meetings, as necessary, with
City personnel at various times during the design phase to obtain additional input
and review work.
3. Prepare specifications and contract documents to conform to applicable
requirements of the City of Rosemead.
4. Prepare final project cost estimates.

Utility Coordination
1. Submit copies of plans to all affected utilities and agencies.
2. Coordinate with affected utility companies to provide for any proposed utility
improvements prior to pavement construction.
3. Coordinate with water company to implement an upgrade of fire hydrants, as
needed, within the project.
4. Send notification of preconstruction conference to affected utility companies.
5. Attend the preconstruction conference.
6. Review project scope of work with each utility company at the preconstruction
conference. Identify possible conflicts and work with each utility to assure that its
facilities will be protected if properly identified.
7. Coordinate with City construction observer during construction to expedite the
identification of any unknown utilities found during excavation.
Monument Restoration
1. Set centerline ties for existing centerline monuments found with no existing ties, and
file preconstruction corner record.
2. Reset centerline monuments and any ties damaged during construction. File post-
construction corner record.
3. Provide the City with an updated set of centerline tie notes.
Contract Administration
1. Provide City with 30 sets of final plans and specifications for bidding.
2. Assist the City in securing bids and awarding project.
3. Attend preconstruction conference and prepare minutes.
4. Provide contract administration for proper enforcement of the contract plans and
specifications.
5. Provide engineering support, as needed, to make as-built revisions to the original
plans.

6. Provide the necessary consulting services required to coordinate the efforts
between the City and contractor.
7. Review and approve progress payment requests.
8. Answer inquiries and complaints for the City relating to the project.
Construction Observation
1. Mark locations of repairs of pavement, sidewalk, driveway, and curb and gutter.
2. Provide daily construction observation during the construction period.
3. Provide the necessary weekly, monthly, and final reports, as needed.
4. Provide copies of daily construction observation reports on a weekly basis, if
requested.
5. Provide necessary coordination with other agencies to provide final inspection of the
project.
6. Provide record drawings and project completion.
7. Provide report to City following final inspection stating that the project has been
completed, and provide necessary data for City acceptance of the project.

The current estimated construction cost for the total project is $185,000. The design fee is
based on the fee curve schedule from the American Society of Civil Engineers. The total
fee, excluding utility coordination and monument restoration, is in conformance with that
portion of the City's agreement with Willdan which pertains to design engineering services.
The construction contract period is estimated to be 15-working days. Compensation for

weekend inspection and inspection beyond the allocated working days and hours of the
construction contract will be on a time-and-materials basis.
The cost for testing materials, such as asphalt testing, will be provided through a separate
contract with a testing laboratory. Wildan will assist the City in the selection of a testing
laboratory and will fully coordinate the services to be provided.
