C. Second Reading and Adoption of Ordinance No. 1023 Adding Chapter 1.14 to the
Municipal Code to Allow for Electronic and Paperless Filing of Fair Political
Practices Commission (FPPC) Campaign Disclosure Statements
On October 8, 2024, the City Council held the first reading of Ordinance No. 1023,
which adds Chapter 1.14 to the Municipal Code. This chapter allows for electronic
and paperless filing of Fair Political Practices Commission Campaign Disclosure
Statements. To streamline this process, the City Clerk's Office will implement
NetFile, an electronic filing system that enables online submission of various FPPC
forms, including Forms 460, 470, 496, and 497, while also complying with
Secretary of State requirements. In order for the City of Rosemead to accept
electronically filed statements, the City Council must adopt an ordinance that
approves the use of this online filing system. This ordinance will include a
legislative finding that the system operates securely and effectively, ensuring it does
not unduly burden filers.
Recommendation: That the City Council approve and adopt the second reading, by
title only, of Ordinance No. 1023, entitled:

D. Memorandum of Understanding with the El Monte Union High School District for
School Year 2024-2025 School Resource Deputy Funding
The El Monte Union High School District contracts with the Los Angeles County
Sheriff's Department for a Special Assignment Deputy that is assigned to Rosemead
High School as a School Resource Deputy. Through an annual Agreement, the City
of Rosemead shares the cost of the School Resource Deputy with the El Monte Union
High School District for the hours the School Resource Deputy is assigned to
Rosemead High School. The proposed Agreement between the City and the El Monte
Union High School District is for the School Resource Deputy Program for the
2024-2025 school calendar year.
Recommendation: That the City Council take the following actions:
1. Approve and authorize, and direct the City Manager to execute the Memorandum
of Understanding with El Monte Union High School District for School Year
2024-2025 School Resource Deputy funding;
2. Approve the proposed use of JAG Program funds for the School Resource
Deputy; and
3. Approve the City Manager to execute JAG Program related documents and
amendments.
E. Walnut Grove Avenue Street Light Installation Project No. 43009 - Award of
Contract
As part of the City's Fiscal Year 2022-23 Capital Improvement Program, the City
Council approved the Walnut Grove Avenue Street Light Installation Project.
The project consists of furnishing and installation of solar powered street LED light
fixtures with concrete poles, construction of pole foundations, anchor bolts, and all
related appurtenances. The project is located on Walnut Grove Avenue from
Marshall Avenue to Valley Boulevard. Since the proposed lighting system is solar
powered, the installation will not require installation of conduits within the roadway
on Walnut Grove Avenue, therefore the proposed work will not conflict with the
recent resurfacing of Walnut Grove Avenue. This project will also remove and
replace existing deteriorated light fixtures along Valley Boulevard from
Rosemead Boulevard to Loma Avenue. The project is funded with Measure R with a
total available construction budget of approximately $410,00.00. As a result of a
comprehensive bid analysis to determine the apparent low bid, the bid submitted by
Fleenor Belco Electric, Inc. in the amount of $619,256.00 was determined to be the
lowest responsive bid.
Recommendation: That the City Council take the following actions:
1. Approve the plans and specifications for the Walnut Grove Avenue Street Light
Installation — Project No. 43009; and

2. Authorize the City Manager to execute a contract with Fleenor Belco Electric,
Inc., for the bid amount totaling $619,256.00. In addition, authorize an amount
of $61,925.60 (10%) as a contingency to cover the cost of unforeseen
construction expenses, for a total construction budget of $681,181.60 and amend
the City's Fiscal Year 2024-25 CIP Budget to appropriate additional funds in the
amount of $272,000.00 in Measure R funding to increase the total available
construction budget to $682,000 by adopting Resolution No. 2024-57, entitled:

F. Adopt Resolution No. 2024-58 - CalRecycle Revised Resolution Authorizing
Submittal of Application(s) for all CalRecycle Grants for which City of Rosemead is
Eligible
On October 8, 2024, the City Council adopted Resolution No. 2024-45 authorizing
the submittal of applications to CalRecycle for all grants for which the City of
Rosemead is eligible. The CalRecycle grant program allows the State of California
to administer various grant programs in furtherance of the state efforts to reduce,
recycle and reuse solid waste generated in the state, thereby preserving landfill
capacity and protecting public health and safety and the environment. After
submitting the new resolution to CalRecycle, their staff informed the City that
Resolution No. 2024-45 would need to be revised to include specific language
required of the grant program. Staff prepared a revised resolution to include the
necessary language required for acceptance.
Recommendation: That the City Council adopt Resolution No. 2024-58, entitled:

G. Rosemead Park Restroom Renovation Adjacent to the Aquatic Center - Project No.
41026 — Award of Construction Contract
As part of the City's Fiscal Year 2023-24 Capital Improvement Program, the City
Council approved the Rosemead Park Restroom Renovation Project. The Project will
renovate the existing men's and women's restrooms at Rosemead Park adjacent to
the aquatic center. The Project scope includes upgrading deteriorating structures and
inclusion of ADA compliant fixtures, installation of additional restroom stalls,
interior surfacing, plumbing, and lighting modifications. On September 23, 2024,
staff published a Notice Inviting Bids for construction of the Project. On October 23,
2024, the City received ten (10) bids. Based on staff's comprehensive bid analysis,
the bid submitted by Bridgerock Construction, Inc., in the amount of $258,800,
is determined to be the lowest responsive bid.
Recommendation: That the City Council take the following actions:
1. Approve the plans and specifications for the Rosemead Park Restroom
Renovation Adjacent to the Aquatic Center — Project No. 41026;
2. Waive the minor irregularity in Bridgerock Construction, Inc's bid; and
3. Authorize the City Manager to execute a construction contract with
Bridgerock Construction, Inc., in the amount of $258,800. In addition, authorize
an amount of $25,880 (10%) as a contingency to cover the cost of unforeseen
construction expenses, for atotal construction budget of $284,680.
H. Purchase of Annual Microsoft Office 365 Licensing and Microsoft Entra ID Premium
2 Licensing
In light of recent numerous incidents of ransomware and other security incidents
targeting government entities, the City of Rosemead has a need to preserve its
security posture relative to accessing City computers and business systems. After a
thorough analysis of the options, the Information Technology Division believes the
Microsoft Entra ID Premium 2 licensing provides the best value and functionality to
meet the City's security needs. The proposed quote is in the amount of $46,200 for
the purchase of annual Microsoft Office 365 renewal licenses ($33,180) and
Microsoft Entra ID Premium 2 renewal licenses ($13,020).
Recommendation: That the City Council authorize the City Manager to execute the
purchase of the annual Microsoft Office 365 licensing and Microsoft Entra ID
Premium 2 licensing with Microsoft via the authorized retailer Intelli-Tech in the
amount of $46,200.

L Adoption of the 2024 City of Rosemead Local Hazard Mitigation Plan
The Disaster Mitigation Act of 2000 requires communities to develop, implement,
and updates of a Local Hazard Mitigation Plan recognizing potential natural hazards
and to identify and consider mitigation measures to reduce the risks associated with
those hazards. The Local Hazard Mitigation Plan is a tool to aid in facility and
infrastructure planning and improvements and is a requirement to qualify for federal
hazard mitigation grants. The City's current Hazard Mitigation Plan expired on
October 29, 2023. By law, a Local Hazard Mitigation Plan must be updated every
five years and approved by the Federal Emergency Management Agency ("FEMA"),
California Office of Emergency Services ("CalOES"), and adopted by the City
Council. The adoption will be followed by FEMA's Final Letter of Approval which
will be added to the Final Plan.
Recommendation: That the City Council approve the 2024 Local Hazard Mitigation
Plan, and authorize Emergency Planning Consultants to forward the resolution of
approval to FEMA insurance of a Final Letter of Approval by adopting Resolution
No. 2024-60, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA, ADOPTING THE 2024 LOCAL
HAZARD MITIGATION PLAN IN ACCORDANCE WITH
CALIFORNIA OFFICE OF EMERGENCY SERVICES
(CALOES) AND FEDERAL EMERGENCY MANAGEMENT
AGENCY (FEMA) REQUIREMENTS
J. Award of Contract for Professional Information Technology Management Services
The City of Rosemead contracted information technology services with Max Power
Technology, LLC in December 2019. Their contract is set to expire on
December 10, 2024. A competitive bid process was conducted, and eleven (11)
qualified proposals were received. Based on a review of all proposals, staff is
recommending the City Council authorize the City Manager to execute a
Professional Services Agreement with Acorn Technology Services for a 3 -year
contract in the amount of $431,820 through November 12, 2027, with the option for
up to two one-year extensions.
Recommendation: That the City Council authorize the City Manager to execute a
3 -year Professional Services Agreement in the amount of $431,820 through
November 12, 2027, with Acorn Technology Services for Information Technology
Management Services, including an option to renew for two one-year extensions.

K. Receive and File the 1st Quarter Budget Report; Adoption of Resolution
No. 2024-62, Amending the FY 2024-25 Operating and Capital Improvement
Program Budgets
The financial position of the City for the General Fund for FY 2023-24 (unaudited)
and FY 2024-25 through September 30, 2024 (1st Quarter) is summarized in the
report. Additionally, carryover appropriations for the Capital Improvement Program
and suggested budget amendments are included. The actions proposed in the report
include the adoption of Resolution No. 2024-62, which amends the FY 2024-25
Operating and Capital Improvement Program budgets. In summary, the data
presented has shown that the actual revenue for the General Fund in FY 2024,
exceeded the estimated budget by $1.2 million, while expenditures were $1.6 million
lower than the budgeted appropriations. The General Fund's fund balance underwent
a net increase of $2.0 million in Fiscal Year 2024, increasing from $32.4 million to
$34.5 million. In addition, atotal of $42.5 million in prior year appropriations across
14 funds will be carried forward to FY 2024-25 for 33 Capital Improvement Program
projects. Additionally, the first quarter receipts for FY 2024-25 comprise 6.2% of the
total revenue, which accounts for 25% of the year. Expenditures for the same period
total 22%.
Recommendation: That the City Council take the following actions:
1. Receive and file the 1" Quarter Budget Report;
2. Adopt Resolution No. 2024-62, entitled:

L. Approval of Second Amendment to Interim City Engineer's Employment Agreement
as a Retired Annuitant Position
In May 2023, the City opened the recruitment for a permanent City Engineer due to
the resignation of the previous City Engineer. On November 14, 2023, the City
Council authorized the City Manager to appoint Mr. Albert Leung as a Retired
Annuitant to the position of City Engineer as authorized per California Government
Code Sections 7522.56 and 21221(h). The recruitment is ongoing, but the position
remains vacant. Additionally, beginning August 12, 2024, the Director of Public
Works position became vacant. On August 12, 2024, Mr. Leung became the Acting
Director of Public Works until the position was filled on October 28, 2024. Therefore,
staff is requesting an amendment to Mr. Albert Leung's agreement for FY 2024-25
to include his Acting assignment and to allow for Acting Pay between
August 12, 2024, to October 27, 2024, and beginning October 28, 2024, Mr. Leung's
position and pay would revert back to City Engineer until such a time when the
permanent City Engineer position is filled.

M. City Hall Basement Level Interior Renovations Project No. 31027 - Award of
Construction Contract
As part of the City's Fiscal Year 2022-23 Capital Improvement Program Budget, the
City Council approved the City Hall Basement Level Interior Renovations Project.
The Project involves renovation including new paint, flooring, offices/cubicles,
storage area, ceiling, lighting and renovations to the existing women's and men's
restroom for ADA compliance. On September 24, 2024, staff published a Notice
Inviting Bids for construction of the Project. On October 23, 2024, the City received
seven (7) bids. Based on staff's comprehensive bid analysis, the bid submitted by
MLC Constructors in the amount of $1,367,825, is determined to be the lowest
responsive bid.
Recommendation: That the City Council take the following actions:
1. Approve the plans and specifications for the City Hall Basement Level Interior
Renovations — Project No. 31027; and
2. Authorize the City Manager to execute a construction contract with
MLC Constructors, Inc. in the amount of $1,367,825. In addition, authorize an
amount of $136,782.50 (10%) as a contingency to cover the cost of unforeseen
construction expenses, for a total construction budget of $1,504,607.50 and
amend the City's Fiscal Year CIP Budget to appropriate additional funds in the
amount of $704,607.50 in ARPA and Public Facilities funds to increase the total
available construction budget to $1,504,607.50 by adopting Resolution
No. 2024-61 — entitled:

N. Approve First Amendment to Services Agreement for Tree Maintenance Services
with West Coast Arborists, Inc., Extending the Term to June 30, 2025 to Prepare and
Release a New Request for Proposal, Conduct Job Walk, Prepare an Analysis of
Proposals, Conduct City Council Meeting, and to Allow for Services Transition
Period (If Needed)
On October 22, 2024, the City Council directed staff to reject all proposals received
for Request for Proposal (RFP) No. 2024-24 for Tree Maintenance Services, update
the RFP evaluation criteria and release a new RFP for Tree Maintenance Services,
and authorized the City Manager to negotiate and enter an interim contract with West
Coast Arborists (WCA). The City's previous annual Tree Maintenance Service
contract with WCA expired on September 10, 2024, and WCA had been providing
services to the City under an interim contract that expired October 31, 2024. Staff is
requesting an extension to the interim contract through June 30, 2025, to prepare and
release a new RFP. Tree maintenance services in the scope of work for this contract
includes tree trimming, service request trimming, tree removal and replacement,
emergency response and the maintenance of a GIS based tree inventory. The City
will continue with recommended grid trimming and initiate service requests on an as
needed basis. Staff requests to increase the contract authority from $30,000 to
$120,000 for continuity of tree trimming maintenance services through
June 30, 2025. WCA has agreed to maintain services under the same terms,
conditions, and pricing through June 30, 2025.
Recommendation: That the City Council authorize the City Manager to execute the
First Amendment to the Services Agreement with West Coast Arborists, Inc., to
extend the term through June 30, 2025, and increase the contract compensation
amount from $30,000 to $120,000.
O. Adopt Resolution No. 2024-64 to Apply for and Accept Measure A Funds
The Safe, Clean Neighborhood Parks, Open Space Beaches, Rivers Protection, and
Water Conservation Measure, or Measure A, was developed to meet current and
future park needs throughout Los Angeles County. Its content reflects the findings of
the Countywide Parks and Recreation Needs Assessment that was completed in 2016.
Measure A was approved by voters in 2016 and includes both formula -based
allocations to agencies throughout the study area, as well as competitive grants that
are open to public agencies, non-profit organizations and schools. hi order to apply
for and accept Measure A funds, the Los Angeles County Regional Park and Open
Space District requires a resolution from the City of Rosemead.
Recommendation: That the City Council adopt Resolution No. 2024-64, entitled:

5. MATTERS FROM CITY MANAGER & STAFF
A. City of Rosemead Public Transit Services
On September 10, 2024, staff presented an analysis of current transit expenditures
and ridership data, and a comparative analysis of implementing alternative
ride -hailing services. This report was provided in response to a request at the meeting
on July 23, 2024, to gain a better understanding of current expenditures and explore
options to enhance transportation services. In response to the September presentation,
staff was asked to provide additional information to explore the feasibility of
supplementing or replacing our current transit services with alternative options. The
data is presented in several implementation matrices, which provide several options
to explore the possibility of improving efficiency, availability, and cost of transit
services in the City.
Recommendation: That the City Council receive and provide direction to staff.
6. MATTERS FROM MAYOR & CITY COUNCIL
A. Request to Agendize for a Future Meeting, Prohibiting Protest Activity in Residential
Zones
At the request of Council Member Polly Low, she would like to discuss the possibility
of agendizing for a future meeting an ordinance that would either prohibit or impose
limitations on protest activities within residential zones.
Recommendation: That the City Council discuss and provide direction to City staff.
B. Amendment to the Strategic Plan - Safety Response Times
At the request of Mayor Steven Ly, he would like to discuss and potentially take
action on Strategic Plan 2030 — Goal A: Public Safety, specifically concerning
response times.
Recommendation: That the City Council discuss and provide direction to City staff.
