SUBJECT: ADOPT RESOLUTION NO. 2024-58 AUTHORIZING SUBMITTAL OF
APPLICATION(S) FOR ALL CALRECYCLE GRANTS FOR WHICH
CITY OF ROSEMEAD IS ELIGIBLE
SUMMARY
On October 8, 2024, the City Council adopted Resolution No. 2024-45 authorizing the submittal
of applications to CalRecycle for all grants for which the City of Rosemead is eligible. The
CalRecycle grant program allows the State of California (State) to administer various grant
programs (Grants) in furtherance of the state efforts to reduce, recycle and reuse solid waste
generated in the state, thereby preserving landfill capacity and protecting public health and safety
and the environment. After submitting the new resolution to CalRecycle their staff informed the
City that Resolution No. 2024-45 would need to be revised to include specific language required
of the grant program. Staff has prepared a revised resolution to include the necessary language
required for acceptance. Staff recommends that the City Council adopt Resolution No. 2024-58
authorizing the submittal of applications for all CalRecycle grants for which the City of Rosemead
is eligible.
DISCUSSION
The City of Rosemead completed a CalRecycle Household Hazardous Waste Discretionary Grant
application for Cycle 43 (Small Projects). The Grant will reimburse the City for the
implementation of safe Household Hazardous Waste (HW W) programs, which may include public
education, source reduction, reuse, recycling, load checking and collection components. Per the
final application, the City plans to utilize the Grant funding to establish and operate a temporary
or mobile collection program for one -day HHW collection events in the City, as well as perform
public education and outreach for both residents and businesses.
Pursuant to Public Resources Code sections 48000 et seq., the Department of Resources Recycling
and Recovery (CalRecycle) is authorized to administer various grant programs (Grants) in
furtherance of the State of California's (State) efforts to reduce, recycle and reuse solid waste
generated in the State thereby preserving landfill capacity and protecting public health and safety
and the environment. In addition, CalRecycle is required to establish procedures governing the
application, awarding, and management of the Grants. CalRecycle Grant application procedures

require, among other things, an applicant's governing body to declare by resolution certain
authorizations related to the administration of CalRecycle Grants.
Furthermore, the resolution would authorize the Director of Public Works, City Manager, or their
designee to execute all Grant documents, including but not limited to, applications, agreements,
amendments and requests for payment, necessary to secure Grant funds and implement the
approved Grant project. The resolution authorizations would be effective for five (5) years from
the date of the adoption.
STAFF RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 2024-58, authorizing submittal of
application(s) for all CalRecycle Grants for which City of Rosemead is eligible.
FISCAL IMPACT
There is no fiscal impact associated with the adoption of Resolution No. 2024-58.
STRATEGIC PLAN IMPACT
The project is consistent with Strategic Plan Goal F: Finance — to be successful in leveraging new
opportunities to fund the City's programs and services.
ENVIRONMENTAL REVIEW
This item is not defined as a project under the California Environmental Quality Act (CEQA);
therefore, the proposed item is not subject to CEQA.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA, AUTHORIZING SUBMITTAL OF
APPLICATION(S) FOR ALL CALRECYCLE GRANTS FOR WHICH
CITY OF ROSEMEAD IS ELIGIBLE
WHEREAS, the California Public Resources Code sections 48000 et.seq. authorizes the
Department of Resources Recycling and Recovery (CalRecycle) to administer various Grant
Programs (grants) in furtherance of the State of California's (state) efforts to reduce, recycle and
reuse solid waste generated in the state and thereby preserving landfill capacity and protecting
public health and safety and the environment; and
WHEREAS, in furtherance of this authority, CalRecycle is required to establish
procedures governing the administration of the Grant Programs; and
WHEREAS, CalRecycle grant application procedures require, among other things, an
applicant's governing body to declare by resolution certain authorizations related to the
administration of CalRecycle Grants.
NOW, THEREFORE, BE IT RESOLVED that the City Council authorizes the submittal
of application(s) to CalRecycle for all grants for which City of Rosemead is eligible; and
BE IT FURTHER RESOLVED that the Director of Public Works, City Manager, or their
designee, are hereby authorized and empowered to execute in the name of the City of Rosemead
all grant documents, including but not limited to, applications, agreements, amendments, and
requests for payment, necessary to secure grant funds and implement the approved grant project;
and
BE IT FURTHER RESOLVED that these authorizations are effective for five (5) years
from the date of adoption of this resolution.
