A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA, ADOPTING THE SOURCE REDUCTION
AND RECYCLING ELEMENT AND APPROVING ENVIRONMENTAL
ASSESSMENT BY ADOPTING A NEGATIVE DECLARATION OF
ENVIRONMENTAL ASSESSMENT
WHEREAS, Assembly Bills 939 and 1820 require that each City in
California adopt a Source Reduction and.Recycling Element; and
WHEREAS, in March 1991, the preliminary draft elements were
distributed to the appropriate State and County agencies, and
adjoining cities in compliance with regulatory requirements; and
WHEREAS, in April 1991, the preliminary draft elements were
reviewed by the California Integrated Waste Management Board and
comments were received; and
WHEREAS, on April 15, 1991, the preliminary draft elements were
reviewed by the Los Angeles County Solid Waste Management
Committee/Integrated Waste Management Task Force and comments were
received; and
WHEREAS, on April 23, 1991, the City Council held a duly
advertised and noticed public hearing on the preliminary draft
elements and opportunity was given to all persons present to speak;
and
WHEREAS, on January 28, 1992, the City Council held a duly
advertised public hearing on the Final draft elements and opportunity
was given to all persons present to speak; and
WHEREAS, on January 28, 1992, the City Council held a duly
advertised and noticed public hearing on the proposed negative
declaration and opportunity was given to all persons present to
speak; and
WHEREAS, the City Council has reviewed the Initial Study and
proposed Negative Declaration and supporting evidence in accordance
with the authority and criteria contained in the California
Environmental Quality Act and in accordance with the City of Rosemead
Guidelines for the Implementation of the California Environmental
Quality Act (Resolution No. 3517); and

NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby
adopts the Final Source Reduction and Recycling Element and approved
a Negative Declaration for the element.
BE IT FURTHER RESOLVED by the City Council that said Final
Element be delivered to the Los Angeles County Solid Waste Management
Division.
