CC - 1992-18 - Urging Congress to Pass Cable Television Consumer Protection Act0 0 RESOLUTION NO. 92-18 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, URGING THE CONGRESS OF THE UNITED STATES TO PASS THE "CABLE TELEVISION CONSUMER PROTECTION ACT" WHEREAS, legislation known as the "Cable Television Consumer Protection Act" is now pending in the Congress of the United States; and WHEREAS, this act seeks to protect cable television consumers and the municipalities that administer cable television franchises from excessive rate increases and other abuses of the cable industry; and WHEREAS, this act would permit local regulation of basic cable service and related charges; and WHEREAS, this act would require the Federal Communications Commission to establish minimum national technical and customer service standards and allow local governments to establish standards that exceed the FCC's; and WHEREAS, this act would provide franchising authorities a meaningful right to solicit and grant competitive bids for a franchise subject to renewal; and WHEREAS, this act would require the FCC to establish standards to prevent cable operators from using signals that render the cable-ready functions of VCRs and televisions useless, and would provide a number of other important safeguards to protect the consumer; and WHEREAS, this act is supported by the National Association of Telecommunications Officers and Advisors, the National League of Cities, the Consumer Federation of America, and National Association of Broadcasters, and hundreds of local jurisdictions nationwide. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES RESOLVE AND DECLARE ITS SUPPORT FOR THE "CABLE TELEVISION CONSUMER PROTECTION ACT" AND DOES URGE CONGRESS TO PASS THIS MUCH NEEDED LEGISLATION FORTHWITH.
