CC - 1991-16 - Agency payment for storm drain improvements in Zapopan Park0 • RESOLUTION NO. 91-16 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD MAKING CERTAIN FINDINGS AND DETERMINATIONS WITH RESPECT TO REDEVELOPMENT AGENCY PAYMENT FOR STORM DRAIN IMPROVEMENTS IN ZAPOPAN PARK AND EARLE AVENUE AND FOR DRAINAGE AND ALLEY IMPROVEMENTS IN WILSON WAY AND WHITMORE ALLEY WHEREAS, the Infrastructure Management Report as adopted by the Rosemead City Council on August 30, 1988, identifies and prioritizes storm drains and various streets for improvements in FY 90-91; and WHEREAS, the construction of storm drains and improvements of those streets inside and adjacent to Project Area No. 1, as depicted in "Exhibit All, will serve to reduce the threat of flood damage to private and public property and accommodate increasing traffic volumes and reduce maintenance costs throughout the network of streets that have been improved previously with financing from the Redevelopment Agency; and WHEREAS, the total Agency obligation for the project shall not exceed Four Hundred Seventy-five Thousand Dollars ($475,000). NOW, THEREFORE, the Rosemead City Council resolves as follows: Section 1. The City Council finds, determines and declares: (a) That the payment by the Rosemead Redevelopment Agency for the costs of street and storm drain improvements adjacent to Project Area No. 1, as depicted on "Exhibit All is of benefit to the project area. This finding is based on the fact that the improvements described above will reduce maintenance costs, and enhance traffic flow and public safety throughout a network of streets entering and exiting the project area. (b) That there are no other reasonable means of financing such buildings, facilities, structures, or other improvements available to the community. Although the City has a General Fund surplus, the uncertainty of continuing municipal revenue sources militates against the depletion of existing reserves until such time as revenue sources and major required expenditures are stabilized. Section 2. The City Clerk shall certify to the adoption of this Resolution. PASSED, APPROVED, and ADOPTED this Aof M r , 1991.
