CC - 1991-29 - Franchise Agreement for Refuse Collection. • • RESOLUTION NO. 91-29 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD APPROVING AN EXCLUSIVE FRANCHISE AGREEMENT FOR REFUSE COLLECTION AND RECYCLING WITH CONSOLIDATED DISPOSAL SERVICE, INC. THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the City Council of the City of Rosemead does hereby find, determine and declare as follows: (a) The City Council has carefully studied the solid waste disposal and recycling needs of the City, its residents and businesses; and (b) During a study session of the Council, staff was instructed to develop a Request for Proposals that would allow companies interested in serving Rosemead to present their proposal for refuse disposal and recycling; and (c) The Request for Proposals was prepared by staff and approved by the City Council; and (d) After circulating notice of the availability of the Request for Proposals, the City received proposals from a total of nine companies; (e) The City Council carefully reviewed the proposals submitted and requested additional information from each of the companies submitting proposals; and (f) After considering the proposals at three separate public City Council meetings, the Council determined that the best proposal to serve the City of Rosemead and its residents and businesses was the one submitted by Consolidated Disposal Service, Inc. SECTION 2. The City Council hereby determines that the proposal submitted by Consolidated Disposal Service, as amended per Council direction, is the best proposal for the City of Rosemead, its residents and businesses. The Council bases its decision on the following criteria, which were identified in the Request for Proposals: Proposer's financial status and ability to finance the operation. Resolution Nol 91-29 • Page #2 Proposer's demonstrated experience with similar operations. Proposer's ability to maintain and operate required equipment. The quality and type of service proposed. The proposed service rates. The quality of equipment proposed. The firm's willingness and ability to meet its service demands, provide innovative methods of energy and waste conservation, and to abide by the policy conditions and requirements of the Franchise Agreement. The applicant's safety record and proposed safety standards. SECTION 3. The Exclusive Franchise Agreement attached hereto has been prepared to obligate Consolidated Disposal to perform per its proposal, as modified and accepted by the City Council. SECTION 4. The Mayor is hereby authorized to execute, on behalf of the City of Rosemead, the Exclusive Franchise Agreement with Consolidated Disposal Service, Inc. SECTION 5. The City Clerk shall certify to the adoption of this Resolution. PASSED, APPROVED and ADOPTED this 20th day of June, 1991.
