CC - 1991-36 - Urgin Passage of Clean up Serious Toxic Ground Pollution0 C~ RESOLUTION NO. 91-36 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD URGING PASSAGE OF LEGISLATION ESTABLISHING AN INDEPENDENT AGENCY WITH AUTHORITY AND RESPONSIBILITY FOR THE CLEAN UP OF SERIOUS TOXIC GROUND POLLUTION IN THE SAN GABRIEL VALLEY WHEREAS, the San Gabriel Valley Basin, which supplies drinking water for the Valley's one million residents,is one of the most polluted groundwater aquifers in L.A. County; and, WHEREAS, an ever increasing number of wells in the Basin are reaching toxic levels that seriously threaten the health of our area residents, with little effective action by existing agencies to abate or reverse this growing health menace; and, WHEREAS, the Environmental Protection Agency has warned that unless drastic remedial action is taken to halt the spread of such toxic pollution, it will spread throughout the entire San Gabriel Valley basin, and, in time, also migrate through the aquifer into the Central Los Angeles Basin; and, WHEREAS, the Environmental Protection Agency also has strongly criticized the record and commitment of existing authorities for failing to undertake any effective clean-up measures, emphasizing the need for an independent agency with the commitment, authority, and resources to do the job; and, WHEREAS, one surviving bill now under consideration in Sacramento SB 52 (Torres) would establish such an independent agency with the requisite authority and resources to initiate and manage an effective toxic clean-up program in the San Gabriel Valley; NOW, THEREFORE, the City Council of the City of Rosemead strongly urges our State Legislators to support passage of SB 52 and provide us with the urgently-needed authority to stop and reverse the spread of the toxic pollution that threatens our entire Valley and areas beyond; AND, FURTHER, directs that copies of this resolution be sent to members of the policy committees considering this bill in the State Senate and Assembly, and to the legislative representatives from the San Gabriel Valley Basin area.
