CC - 1991-53 - Amending General Plan at 9215-17 Glendon WayRESOLUTION NO. 91-53 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD AMENDING THE GENERAL PLAN FROM LOW DENSITY RESIDENTIAL TO MIXED USE RESIDENTIAL FOR PROPERTY LOCATED AT 9215-17 AND 9223-25 GLENDON WAY, ROSEMEAD. ' THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS FOLLOWS: Section 1. The City Council hereby finds and determines that a general plan amendment was duly filed by James Lim and Shiguru Minamizono, requesting an amendment to the General Plan from Low Density Residential to Mixed Use Residential, for property addressed as 9215-17 and 9223-25 Glendon Way; or more specifically identified within Exhibit "A", attached hereto; and that a public hearing was duly scheduled for September 24, 1991, at 8:00 p.m., in the Council Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California; and that notice of time, date, place and purpose of the aforesaid hearing was duly given according to law; and that a public hearing was duly conducted at the aforementioned time and place. Section 2. The Planning Commission of the City of Rosemead conducted a duly noticed public hearing on July 15, 1991, to consider the subject General Plan Amendment; and after consideration of public testimony did reach findings and resolved to recommend approval of the General Plan Amendment to the City Council as contained-in Planning Commission Resolution 91-53. Section 3. The City Council further finds that the General Plan calls for this area to be low density residential. However, the current General Plan designation creates a hardship to the owners in regards to the ability to maintain the property in a proper manner. Therefore, it appears reasonable to recommend that the Land Use Element of the General Plan be amended to Mixed Use Residential. Section 4. The City Council hereby finds that amending the Land Use Element of the General Plan from Low Density Residential to Mixed Use Residential, as outlined above, will not have a significant adverse effect on the environment. Section 5. The City Council further finds that a Negative Declaration was prepared in compliance with the California Environmental Quality Act (CEQA), the guidelines for the implementation of CEQA, and Rosemead Resolution 75-28. NOW, THEREFORE, BE IT RESOLVED that the City Council hereby adopted the aforementioned amendments to the General Plan and the City Clerk shall certify to the adoption of this Resolution. Section 6. That certain property located in the City of Rosemead and more particularly described on Exhibit "A" attached hereto and incorporated herein by this reference is hereby designated as Mixed Use Residential within the General Plan. Section 7. The General Plan of the City of Rosemead is hereby amended by adding the General Plan designation described iri Section 1 hereof, and said map shall have noted thereon, "Amended on October 8, 1991.!' Section 8. The City Clerk is directed to enter the date of adoption of this Resolution in the appropriate space of Section 7 hereinabove. Section 9. The City Clerk shall certify to the adoption of this Resolution and shall transmit a copy of said Resolution to the Planning Department to allow for changing of the official map as described in Section 2. Kaiser and wife, by deed recorded in Book 908 Page 142, Official Records; thence 890 10' West along the South line of the land so conveyed and of the land conveyed to Frederick S.
